The Board of Trustees of the city of Newport Beach met in adjourned
session 7:30 P.M. Monday February 26th, 1917.
President Jumper called the meeting to order and the roll was callei
showing there were present trustees, S.R.Jumper,.Glenn Helms, G.P.
l %1ilson, H..4.Robinson, J.C.McCain, Absent; -None.
The reading oftthe minutes of February 19th, 1917 and February 20th,
1917 was dispensed with.
Communications, ere read and referred to proper order of business.
UNFINISHED BUSINESS;
The Board of Trustees, as the legislative body
-of the city of Newport Beach, met in regular meeting this, the 26th
day of February, 1917, the same being the regular meeting of said
Board of trustees next after the expiration of three days from and
after the 20th day of February, 1917, that being the date of hold-
ing the special election concerning the annexation of new outside
territory to the city of Newport Beach, the boundaries of which
new and outside territory is hereinafter described, and all of the
returns of said special election having been duly made to, filed
-with, and in the possession of the Clerk of the city of Newport
Beach, the Board of Trustees of said city proceeded to canvass said
returns.
The returns of the votes cast in the new and outside terri-
tory proposed to be annexed to the city of "?ewport Beach were canv-
assed separately and the returns of the votes cast inside of the
city of Newport Beach were canvassed separately, and from the separe
to canvass of the returns of said votes the Board of Trustees find,
and hereby cause this record thereof to be made and entered upon it:
- minutes showing:
(1) The whole number of votes cast at said election in such outside
territory was eight (8) votes.
(2) That the whole number of votes cast at said election in the city
of Nevmort Beach was 135 votes.
(3) That the number of votes cast in said outside territory in favor
- of annexation at said election was eight (8) votes,
(4) That the number of votes cast in said outside territory against
annexation at said election was no:votes..
(5) That the number of-votes cast in the city of Newport Beach in
favor of annexation was 131 votes.
(6) That the number of votes cast in the city of Newport Beach
against annexation was 4 votes.
Now therefore, whereas, on the 8th day of Janulry, 1917, then
was received by the Board of Trustees of the.city of Newport Beach
a written petition signed by not..less than one -fifth in number of
the qualified electors of the city 6f Newport Beach, computed upon
the number of votes cast at the last general election held in the
city of Newport Beach, and the said petition containing a descript-
ion of certain new and outside territory proposed to be annexed to
the city of Newport Beach, which territory; at the time the said
petition was presented „formed no part and does not now form any
part of any incorporated city and town, and which is contiguous to
the city of Newport Beach, and
Whereas, the city of Newport Beach
has incurred and also authorized the incurring of bonded indebted-
ness for the acquisition construction and also the completion of
municipal improve�ents; and
I.Thereas, the said petition so presented
to the Board of Trustees of the city of Newport Beach contained a
request that the question to be submitted to the electors of the
city of Newport.Beachand to the electors residing in the territory

such new territory shall he annexed to,, incorporated in, and made a
part of the city of Newport Beach, and the property therein be, afte
such annexation, subject to taxation equally with the property withi .
the city of Newport Beach to.pay any such bonded indebtedness of sai
city outstanding at the date of such annexation or theretofore auth-
orized; and
i "Ihereas, the notice of election distinctly stated the pro;
osition to be submitted,- i.e. that it was proposed to annex to,
incor - orate in, and make a part of the city of Newport Beach the
territory sought to.be annexed and specifically described the boun-
daries thereof as set forth in said petition and as hereinafter
described, and that the property therein, after such annexation, be
subject to taxation equally with the property within. the city of
Newport Beach to nay such bonded indebtedness of the city of Newport
Beach outstanding at the date of the said annexation or theretofore
authorized and to be represented by bonds thereafter to be issued;
the said notice in addition distinctly specified the improv-
ements for which such indebtedness was incurred and.authorized, and
stated the amount of such indebtedness already incurred outstanding
a-t the date of the first publication.of said notice, and the amount
thereafter to be issued, and the maximum rate of interest payable
or to be payable on such indebtedness.
Now upon the canvass of the returns of the votes cast at the
election held for the purpose of submitting to the qualified elect-
ors residing in the territory proposed to be annexed and to the
qualified electors within the city of Newport Beach the said questio:
it appears that two - thirds of all the votes cast in such out -side
territory and a majority of all the cast inside of the city
of Newport Beach are in favor of such annexation:
It is ordered that the clerk of the city of Newport Beach
promptly make and certify under the seal of the city of Newport
Beach and transmit to the Secretary of State of the =State of Califo-
rnia a copy of this recor so entered upon the minutes of this meet-
ing of the Board of Trustees of the City of Nevmort Beach, together
with a statement showing the'date•of said election and the time and
result of said canvass', which document shall be filed by the Sec-
retary of State immediately on receipt thereof.
That from and after the date of the filing of said document
in the office of the Secretary of State the boundaries of the City
of Newport Beach shall be altered and said new and outside terri-
tory annexed thereto, incorporated in, and included therein and
made a part thereof, which new and outside territory is specificall;
described as follows, -to-wit:
Located in the County of Orange, State
of California and contiguous to the City of Newport Beach and:
Beginning at the intersection of the southwesterly pro-
longation of the center line of Irvine Avenue as per map
of First Addition to Newport Heights, as recorded in book
of Miscellaneous Maps 4, page 94, of the records of Orange
County, California, and the present Northeasterly boundary
line of the city of Newport Beach, which point of intersec-
tion is 1341 ft. North 8 58' Fast from the common section
corner of sections 27- 28- 33 -34, township 6 South, Range
10 West ; S.B.M.
Thence along the southwesterly prolongation of the .
center line of Irvine Avenue and the center line of Irvine
Avenue as shown on aforesaid map of First Addition to
Newport Heights,North 40deg 30' East,.3009 ft. to a point
of the intersection to the center line of 15th St., as
shown on aforesaid map of First Addition to Newport Heights;
Thence North 49 deg 30' West 3240 ft. along the center
line of said Fifteenth St, to a point of intersection .
with the center line of '„Iestminister Avenue, as shorn on
aforesaid map of First. Addition to Newport heights;

Lot 169, Block 2 Irvine subdivision, as recordeff in
Miscellaneous Maps, Book 9, Page 26, of the records of
Orange County, California;
Thence Southerly along the Easterly line of the County
Highway as located and described in the petition for
Public Highway, Newport Beach Road, and recorded in Deed
Book 250, Page 73, Records of Orange County, California,
to a point of the intersection with the present Noutherly
boundary line of the City of Newport Beach;
Thence Easterly pursuing the present N- rtherly boun-
dary line of the City of Newport Beach to the point of
beginning.
And the annexation of such territory shall be deemed
and be complete and thenceforth such annexed territory
shall be to all intents and purposes a part of the City
of Newport Beach and the property within such territory
shall be taxed to pay the bonded indebtedness of the'
City of Newport Beach as specified in said notice of
election'equally with the property within the City of
Newport Beach as it existed prior to such annexation.
NEW BUSINESS; Ordinance #131_ establishing a Board of Health
in and for the city of Newport Beach, and prescribing the
number thereof, was read for the first time and on motion
of trustee, H.A.Robinson seconded by trustee, Glenn Helms
and carried, was passed to second reading.
Resolution ;7-70 Trustee J.C.IeTcCain introduced a resolution
which was ordered filed, read for the first time and assi-
gned No.. 70 the same being:
" A Resolution of the legislative
body of the city of Newport Beach, to -wit: the Board of Trustees
of said city, finding and determining that the public interest
and necessity requires the acquisition ynd construction by the
city of Newport Beach of a proposed public improvement, and
de8cribing real property necessary therefor."
The resolution was read for the first time and referred
to the city attorney and to IaIessrs. Leeds & Barnard, engineers
in the jetty construction, to be put in proper form for final
passage and adoption by the Board of Trustees.
Adopting Plans etc for Board .walk 9th St to Alvarado .t.
Resolved by the Board of Trustees of the City of Newport Beach
that the Plan and Profile of Surf Avenue from the Westerly
,line of Ninth Street to the ?Vesterly line of Alvarado Street,
and numbered Plan No.102; and the Plan and. Details of Board Walk
on pile bents, numbered Plan No.103 and that the plat, showing
the exterior boundaries of the territory to be included in Vie
assessment district and the property affected or benefitted by
the proposed work of improvement as shown on above mentioned
Plans No. 102 and 103, be and the same are hereby adopted.

and J.C.McCain.
Noes; Trustees, None.
Absent; Trustees, None.
Resolution #71;Moved by trustee G.P.71ilson seconded by trustee
C ._!:1c_ ain and carried that resolution 01 be passed and adopted,
the same being a resolution of the city of Newport Beach, by the
Board of Trustees of said city declaring their intention to improve
certain portions of Surf Avenue in the said city,forming an assess-
ment district of lands to be benefitted by and to pay the colts and
expenses of said proposed improvements. The roll was called as
follows; Ayes; Trustees, S.R-.Jumper, Glenn Helms, G.P.Iilson,,
H.A.Robinson, J.C.McCain.
Noes; None.
Absent; None.
President Jumper thereupon declared resolution
#71 passed and adopted and signed the same, attested by the Clerk.
Purchase of St Warrant Book; The Street committee-together with the
Street Sup't and the city Engineer, were given power to act in the
matter of the purchase of a street warrant book in connection with
the street work now under way at East Newport.
Petition; was presented signed by eight property owners on 19th st,
petitioning the Board of Trustee to have a -clank walk built on the
west side of 19th street to connect with the walk on the Ocean Fron
the matter was referred to the street Sup't and street committee.
Health Officer Report; The report of the Health Officer J.A.Porter
was accented and ordered filed.
Request of 1?ay & Drigaers;for permission to transferx their gasolen
filling station to their new quarters at main and Bay Avenue, was
grated on motion of trustee, Glenn Helms seconded by trustee, H.A.
Robinson and carried.
Letter from the Tax Payers League was read asking the Board to have
all the demands on the city read.at the regular meeting the first
of each month, Moved by trustee, G.P.Wilson seconded by trustee
Glenn Helms and carried that the demands be read at the next regula
meeting.
Committee to purchase U.S.F1agg;President Jumper• appointed trustee j
G.P.7ilson and the City Clerk on a committee to purchase a new flag;:
CleaninE cement slabs off the Ocean Front 23d to 36 sts;
The matter of cleaning up the slabs of- cement walk lying along the
Ocean Front west of 23d street was referred to the street committee
Adjourn;
Moved by trustee H.A.Robinson seconded by trustee, Glenn
Helms and c::irried that adjournment be taken Sine -Die. Adjourned.
