The Board of Trustees of the City of Newport Beach met at the place and time above mentioned: Chairman H.:A.Robinson being absent,it was moved by Trustee J.C. McCain,seconded by Trustee J.P.Greelpy and carried'that Trustee Geo. P.W9lson act r,9::rha ,;?i ; ROLL C1LL On calling the'roll those responding present were J.J.Schnitker, Geo.P.Wilson,J.C.A4eCain and J.P.Greeley. Abdent,H.A.Robinson. ELECTION RETURNS CANVASSED. The reading of the minutes was dispensed with and the Board pro ceeded to canvass the returns of the two elections held I?ec.24,1917. This being the regular meeting of the Board of•Tr4stees of the City of Newport Beach, and being the first Monday after the 24th days of De cember,1917,that being the day on which the special election ordered,called,and provided for by,Ordinance No.135 was held in said city and all of the returns of the said special election having been i duly made and completed,and the said returns being now filed with and in the hands of the Clerk of the city of Newport Beach,the Board of Trustees ordered the returns opened and proceeded to canvass the same. The returns for each special election precinct were.canvassed separate- ly as follows:- Special Election Precinct No.l. The proposition voted for and against was "CHANNEL BONDS,- $50,000.00" Total vote cast, 104 Total votes cast "YES" 103 Total votes cast "NO" 0 Total votes cast and not counted 1 Special Election Precinct No.2. , The proposition voted for and against was "CHANNEL BONDS,- .$,509000.00" Total vote cast .100.. Total votes cast "YES" 96.. Total votes cast "No" 3 Total votes cast and not counted 1. From the canvass of returns of said election the Board of Trustees finds and orders it to be here established of record that the total number of votes cast at the special election held at and within the city of Newport Beach on the 24th day of December,1917,both for and against the proposition submitted,to -wit: - "CHANNEL BONDS, - $50,000.00" were as follows: That there were east "CHANNEL BONDS, - 50,000.00 Yes ",199 votes That there were cast "CHANNEL BONDS, - 50,000.00 No ", 3 votes. That the total number of votes cast were 204 votes Cast and not counted,2 votes. I CNZA 243 It appearing that more than two thirds of the votes of all the voters voting at said special-election were cast "CHANNEL BONDS,_ $50,000.00 Yes ", The Board of Trustees of the City of Newport Beach do hereby determine and declare and order to be established of record that the issuance and sale of the bonds of the City of Newport Beach in the sum of $50,000.00 for the purposes defined and provided for in Reso- lution No.82 and Ordinance No.135 of the City of Newport -beach has been and is authorized. Trustee J.C.McCain introduced Resolution No.88,the same being a Resolution concerning the form,iseuance and sale of bonds of the'City of Newport Beach,to -wit:- CHANNEL BONDS, $509000.00 The Resolution was ordered read and filed and referred to the city attorney to,be put'in proper form for'£inal_ consideration and adoption by the Board of Trustees. EXCLUSION ELECTION. This being the regular meeting of the legislative body of the City of Newport Beach,to -wit: the Board of Trustees thereof,next after the filing with the Clerk of said city the returns of the special election held in and for the city of.Newport Beach on the 24th day of IDecember,1917,for the voting for and against the exclusion of certain . uninhabited territory in the city of Newport Beach,which uninhabited territory is hereinafter described,the said Board of Trustees proceed -7 ed to open and canvass said returns,and uroon the canvass thereof said Board of Trustees finds and orders it to be'here established of recore that in special election Precinct No.l there were cast "FOR EXCLUSION'I I92 votes,and there were cast "AGAINST EXCLUSION" 12 votes. Special Election Precinct No.2 there were cast :"FOR EXCLUSION" 95 vote) ;There were cast "AGAINST EXCLUSION" 4 votes That the whole number of votes cast "FOR EXCLUSION" was 187 votes s That the whole nWber of votes cast "AGAINST EXCLUSION" was 16 rotes. And it appearing from such canvass that a majority of the votes :ast in the City of Newport Beach at said special election is in favo >f exclusion, the Clerk of the City of Newport Beach is ordered to make Lp and certify under the seal of the city of Newport Beach and transmit :o the Secretary of State of the State of California, and to the Board if Supervisors of the County of Orange,that being the county in which) :he city of Newport Beach is loeated,a copy of this report as enteredlu ipon the minutes together with a statement showing the date of said -lection and the time and result of said canvass; the territor,, to bel xcluded from the city of Newport Beach is described as follows:= "Located in the City of Newport Beach,County of Orange,State of alifornia,and ommencing at the point of intersection of the east boundary line of he Rancho Los Bolsas,which line is also the present westerly boundary ine of the City of Newport Beach,and the north bank of the Santa Ana iver, the said point being between Stations Sixty -seven (67) and sixt ight (68) of the above mentioned boundary line of the Rancho Los olsas; thence southwesterly along the easterly boundary line of the ancho Los Bolsas and the present westerly boundary line of the City o erm ort Beach to a point where the southwesterly prolongation of the asterly line of Summit Street,as said street is laid out and shown on ecordsfof the Seasore theMpresent�weste.ly25, oundary line of the Uity of Newport Beaeh;thence northeasterly along he southwesterly prolongation of the easterly line of said Summit treet,and along the easterly line of said Summit Street and along the ortheasterly prolongation of said easterly line of said Summit Street D a point at the intersection with the north bank of the Santa Ana iver and the present, northerly boundary line of the City of Newport Bach; thence westerly along the north bank of the Santa Ana River and tie northerly boundary line of the City of Newport Beach to a point, .is place of beginning. I.ETTFR TO GEN. .d. BLACK, CHIEF OF ARMY ENGINP:ERS. By motion of Trustee J.P.Greeley,seconded by Trustee J.C.McCain and carried,it was ordered that the President and Clerk of the Board Sign a letter to Gen.lvm.Black,Chief of Army Engineers asking that the city be given an opportunity to have a hearing at such time as the report of Capt.Chas.T.Leeds,U.3.Army Engineer,on Newport Harbor is to be taken up by the Board of Army Engineers. 244 THE CLERK WAS INSTRUCTED to secure the.names and addresses of the boys in war service from this district. CO11ITTEE TO INVESTIGATE DREDGING APPOINTED. The Chairman of the Board appointed Trustees J.J.Schnitker and J.C.McCain a committee to investigate the matter of dredging and to report at the second meeting after this. ADJOURNMENT.
