The Board of Trustees of the City of Newport Beach met in adjourned session at 7:30 P. M. on above date. The meeting was called to order by President Greeley. The roll was called as follows: Present, Trustees J. P. Greeley, Conrad Richter, L. S. Wilkinson. Absent Trustees J. J. Schnitker, Geo. P. Wilson. The minutes of the previous meeting were Lead and approved. REPORTS OF C01013ITTEES. The report of John MoMillan,Water Superintendent the committee appointed to look up water bearing land was read, and same was referred to the Water Committee for attention. This being the day and hour set for receiving and opening bids for the completion of the rubble mound jetty at the entrance to Newport Bay, the Clerkiwas instructed to open the bids on hand which were as follows: William M. Ledbetter Company, Rock in place, including all labor, materials, transportation, machinery equipment, appliances, tools, etc. complete, on condition that the freight rate from the quarries to the work is $1.12 per ton of 2000 lbs. Between 7000 and 8000 tons in place 06.27 per ton of 2000 lbs. Between 8000 and 9000 tons in place 5.93 per ton Between 9000 and 10,000 tons in place $5.58 per ton, Between 10,000 and 12,000 tons in place x'5.34 per ton, Between 12,000 and 15;000 tons in place 4.94 per ton, Between 15,000 and 18,000 tons in place .4.64 per ton Between 18,000 and 20,000 tons in place $4.28 per ton. Bid must be accepted or rejected within 15 days from this date. This proposal is further conditioned on that your Honorable Body make progress payments to us monthly of 90 % of the tonnage of ' rock in place at that time, the remaining 10 % to be due and payable 35 days after satisfactory completion of the work. All said bids received were publicly opened, examined and declared, and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the same was referred to a committee.,of the whole with the City Engineer, for investigation and recommendation. The communications were read and referred to the proper order of business. UNFINISHED BUSINESS. The matter of a pile of rock along the track at East Newport which was intended to be put along the short end of the Bay Island bridge, was brought up and discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the matter of the placing of the rock where it was intended was referred to the Street Committee to take up and see that it is so used if advisable. Treasurer Wallace presented a demand for $50.09 covering error in figuring the interest on channel bonds, and as Trustee Schnitker was not present, the Chair appointed Trustee Richter to act on the Finance Committee for the evening. On motion of Trustee Conrad Richter seconded by Trustee L. S. Wilkinson and carried, demand No. 364 having been signed and approvet by the Finance Committee, was allowed and a warrant ordered drawn for same. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the request of the Harbor Commission for ' permission to run their pipe lines across the streets and alleys at Balboa in dumping the dredged material in the ocean, was granted under the direction of the Street Superintendent. The communication from City Engineer %ressly stating that he had interviewed parties from the Engineering and Land Departments of the Pacific Electric Railway Co., and thought a compromise could be e effected whereby condemnation proceedings to open, widen and extend Central and Bay Avenues would be unnecessary, and he suggested that a committee be appointed to interview the proper officials of the Pacific Electric Co. The matter was taken up and discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the suggestion was adopted, the Committee to see the City Attorney as to what has been done with the proceedings so they will IF M be equipped to do what is right when they see the Pacific Electric people, and the Chairman of the Board to be one ibf the Committee. The Committee are, Chairman J. P. Greeley, City Engineer Paul E. Kressly and Treasurer Lew H. Wallace. The report of Harbor Master Beek in regard to channel markers and recommending that the center channel spar buoy system be adopted was read, and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the recommendation was accepted, and Harbor Master Beek was instructed to go ahead and have constructed not to exceed 12 spar buoys, and to see that they are put properly in place. Treasurer Wallace referred to the fact that the Dredger would soon be to our water and gas lines, and suggested having them dredge across the bay to lay the pipes in, which would save a good deal of strain on the pipe. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, a committee was authorized to wait on the Dredger people to see if arrangements cannot be made to dredge a ditch across the bay for the water and gas lines, and also to see them about dredging the two or three spots as suggested by Harbor Master Beek in his communication. The Committee are Gas Manager, Water Superintendent and Harbor Master. On motion of Trustee L. S.
