HomeMy WebLinkAbout12/06/1920 - Regular Meeting410 City Hall, Newport Beach, Dec. 6, 1920. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 P. I4. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, Z. S. Wilkinson. Absent, Trustees, none. The minutes of the two previous adjourned meetings of Nov. 22& and 29th, and the special meeting of Dec. 2d were read and approved. The reports of the heads of the departments were read, and on motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker; and carried, the reports were accepted and ordered filed. SPECIAL COMMITTEES. City Attorney Bishop reported that in further consultation with Mr. Thompson of the Gas Company, the best price he could get for, building the cable line to support the water and gas lines across the mouth of the Santa Ana River was $1965.00, making the City's share of the expense $1769.00, and he therefore refused to sign the contract.; The matter met with a lengthy discussion, calling on the I Water Superintendent for his opinion, and on motion of Trustee L. S.! Wilkinson seconded by Trustee J. J. Schnitker and carried,, the City! Attorney was instructed to complete the contract now in his hands for the construction of the cable line for the water and gas lines if it can be kept under $1800.00. City Attorney Bishop also referred to a conversation with Mr. Ledbetter and also presented a letter from him, from which it appears that there is a chance of coming to an agreement with Mr. Ledbetter ! to complete the repairing of the jetty. He wished to have a committee appointed consisting of himself, City Engineer and two or three members of the Board, to take up the matter with Mr. Ledbetter, as he wished to get the jetty repaired at the earliest possible moment and to get' the greatest good for the least money. On motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the committee as suggested was ordered appointed, and that they enter into neg (btiations with Mr. Ledbetter at the earliest ti: ,ie possible. The Committee are City Attorney Bishop, City Engineer Kressly, Trustees J. P. Greeley, Conrad Richter and Geo. P. Wilson. The report of the special committee to look after the dredging was read, and on motion of Trustee L. S. Hilkinson seconded by Trustee Geo. P. Wilson and carried, the report was accepted and ordered filed. Trustee Wilson reported for the Committee on street signs that they could cut down the original list very materially, and a copy o£! the list as recommended by the committee was presented. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the commijtee was instructed to go ahead and have the signs placed according to their recommendation. City Treasurer Wallace reported for the committee appointed to interview the Pacific Electric Officials in regard to condemnation of Central and Bay Avenues, that they had the matter under consideration and asked for more time. On motion of Trustee L. S. Wilkinson J seconded by Trustee J. J. Schnitker and carried, the additional time was granted the committee. The communications were read and referred to the proper order! of business. NEW BUSINESS. i ORDINANCE NO. 173. "An Ordinance of the Board of Trustees of the City of Newport Beach designating the name by which a certain public street l in Block 21 of Newport Beach, shall be known and called ", was presented and on motion off Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson and carried „ it was passed to the second reading. On motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the request of J. W. Stuckenbruck for permission to cross the sidewalk,with a motor vehicle on Lot 16, Block 21 of ! Newport Beach was granted on condition that if the curb is to be broken it is to be under the direction of the Street Superintendent.) 1CNZA 411. The communication from the members of the Board of Health stating that Nrs. Edith Gold Wallace had resigned as a member of the Board and asking that the vacancy be filled, was taken up and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, Miss Alice Plummer of Newport Heights was appointed to fill the vacancy. The communication of the Civic League was taken up and Trustee Wilkinson stated that he would get in touch with the Pacific ' Electric officials the next day in regard to having the posts removed from the corners of Palm and Washington Streets and Central Avenue. In regard to the chicken yards referred to, Mr. Porter stated he had a talk with Mr. Stewart and he stated he was going to move them on the back of the lot as soon as he could get the lot filled. The contracts with the Ames Bros. Company for distributing our folders in 221 bulletin boards throughout the west at a charge of $1.00 per day was presented, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the Clerk was authorized to sign the contracts. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, demands No. 367 to 461 inclusive having been signed and approved by the Finance Committee were allowed and warrants ordered drawn for same; the demand of Crane Company for $333.73 was approved when they present it in- amounts the Board can allow. The Chair referred back to the reports of special committees to listen to the report•of Health Officer Porter from the annual meeting of Health Officers of the State held at Chico Nov. 8 to 11th On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the report was accepted and a vote of thanks extended to Mr. Porter for the very complete and comprehensive report. Trustee L. S. Wilkinson brought up the matter of a Manager ' form of Government for our-City, and on his motion seconded by Trustee J. J. Sehnitker and carried, the City Attorney was asked to draw up a form of Ordinance for same to present at the next meeting. On motion of Trustee J. J. Sehnitker seconded by Trustee L.S.
