Pursuant to a call thereof by the President of the Board of Trustees and written notice delivered to each member at lease three hours before the time specified for the meeting, the Board of Trustees met at the place and on the date above mentioned at six .o'clock P. M. The roll was called and all members of the Board of'Trustees were present. The meeting was called to order by J. P. Greeley, President of the Board of Trustees. The call was read, and the Board proceeded to consider the subjects for which the meeting was called. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and duly carried, the Board entered into an agreement with W7 M. Ledbetter to purchase from him the stone and to employ his labor and rent his equipment in the repair and reconstruction of'the jetty at the entrance to Newport Harbor all in accordance with the terms of daid agreement. The bonds offered by W. M. Ledbetter concerning the same were ordered approved and the President and C1erA were authorized to sign the agreement. No further business appearing the meeting adjourned. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees None The minutes of the previous meeting were read and approved. The corrmunivations were read and referred to the proper order of business. UNFINISHED BUSINESS. Chairman Greeley stated that he had referred the Building Ordinance to Contractor Gray and he thought a good share of it could be cut out and he thought that the Long Beach Building-Ordinance would be better for us. On motion of Trustee J. J. Schnitker seconded by Trustee Geo P. Wilson and carried, the Clerk was instructed to get a copy of the Long Beach Ordinance covering Class D buildings, and also to get a copy from Wm. J. Locke of the League of California Municipalities. In regard to the communication from the Mercereau Bridge & Construction Co., Chairman Greeley stated the Trustees had been up to the pumping plant and looked over the work and found they were using second hand pipe. He stated he had Louis Butterfield, who was familiar with that class of work look it mver. Mr. Butterfield was present and stated the pipe was badly pitted and should not be used. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the Clerk was instructed to write to the Mercereau Bridge & Construction Co. and tell them that all pipe and fittings must be replaced with new material. The communication from C. L. Roberts in regard to engineering services was referred to the City Engineer. ,c City Hall, Newport Beach, June 13, 1921. Looney for the position of Police Officer of the City accompanied by the favorable recommendation of City Marshal Porter, on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the recommendation was accepted and appointment made of Mr. Looney as Police Officer of the City of Newport Beach. The communication from Leo Goepper stating that fire in_surance� policies would be cancelled if these fire hazards were maintained, was taken up and bn motion of Trustee L: S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the Clerk was instructed.to ascertain from some of the insurance agents here what the situation amounts to from their standpoint. Mr. Wallace stated he represented 16 different Companies and all of them would insure any building or stock of goods in the City. He will investigate this particular case and report at the next meeting. On motion of Trustee J. J. Schnitker seconded by Trustee Geo.i P. Wilson and carried, the application of Hugh Me Millan for a permit] and license to operate a shooting gallery device on Lot 3 Block 21 of Newport Beach was granted.. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the application of R. A. Stevenson for a permit and license to operate a roll Down Game on part of Lots 14, 15 & 16 Block 10 Balboa Tract was granted. On motion of Trustee J. J. Schnitker seconded by Trustee Geo.j P. Wilson and carried, the application of Howard Smith for a permit and license to operate a Roll Down Game on Lot 3 Block 21 of.'Newport Beach was granted. Mr. Porter reported in regard to the aeroplane landing, that � the Gray Brothers do not want any friction with the Board and will do everything possible to protect people at the landing. They would welcome an Ordinance, and any landing place designated by the Board would be acceptable to them. This beirig the first Monday, and a regular meeting of the Board of Trustees of the City of Newport Beach, after the holding of election in MUNICIPAL IMPROVEMENT DISTRICT NO. 1 of the City of Newport Beach held therein on Tuesday, June 7, 1921, and the returns of said election being duly made and in the hands of the Clerk of the City of Newport Beach, the Board of.Trustees ordered the returns opened, proceeded to and did canvass the same, and from such canvass finds and orders it to be here established of record that, at said election, votes were cast YES and for propositions Nos. 1, 2 and 3, and NO against said propositions as follows: Proposition No. 1. Shall an indebtedness be created to be repre- sented by bonds of the district in the sum of YES 155 votes. $25,000.00 for the construction of a wharf at the southerly end of Main Street, a public street in the City of Newport Beach, at and NO 41 votes within said district? Total, - - - 196 votes Proposition No. 2. Shall an indebtedness be created to be repre- sented by bonds of the district in the sum of YES 152 votes $p4,500.00 for the construction of a wharf at the northerly end of Washington_ Street, a public street in the City of Newport Beach, at NO 39 votes and within said district? Total, - - - votes Proposition No. 3. Shall an indebtedness be created to be repre- sented by bonds of the district in the sum of YES 158 votes $12,500.00 for the dredging of a turning basin in Newport Bay, within the City of Newport NO 33 votes Beach, and at and within said district? Total, - - 131 votes The total number of voters voting at the election was 200 and from the foregoing canvass it appears to, and is found by, the Board Trustees of the City of Newport Beach that two - thirds and more of all the iaoters voting at the election had voted YES and in favor of the issuance and sale of the bonds of MUNICIPAL IMPROVEMENT DISTRICT NO. of the City of Newport Beach for the purposes set forth in said propo sitions and that said bonds had been and are authorized. J I CNZA 439 Trustee Geo. P. Wilson introduced a resolution providing for the issuance and sale of the bonds of MUNICIPAL IMPROVEMENT DISTRICT NO. 1 of the City of Newport Beach.in the sum of $25,000.00 for the construction of a wharf at the southerly end of Main Street; in the sum of $4,500.00 for the construction of a wharf at the northerly en of Washington Street; in the sum of $12,500.00 for the dredging of a turning basis in Newport Bay, all�.,of said improvements being in said District; prescribing the form of such bonds, fixing the rate of interest to be paid thereon, the date and place for the payment of said bonds, principal and interest, and providing a fund for the reception of the moneys raised by the sale thereof and further providing a sinking fund for the payment and redemption of said bond principal and interest. The Resolution was read, ordered filed, considered and dPai;r_ Resolution No. 142 and passed to the second reading. Trustee J. J. Schnitker referred to the dredger throwing dredged material close to the City channel, but they had agreed to watch it and see that it did not fill the City channel. Trustee L. S. Wilkinson spoke about reports that booze was bei obtained in Newport Beach, and the motion was made by Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, that the City Attorney be instructed to frame an ordinance to make it possible for the City Officers of this City to enforce the Volstead law. Trustee Geo. P. Wilson brought up the matter of a camping plat for Bent Brothers men who are coming to lay the sewer pipe, and the foreman Mr. Sabo said they would like to get on to the City's property without rent if they could. The matter was discussed at length, and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the matter was referred to the Street Committee with the Street Superintendent with power to act. On motion of Trustee Geo. P. Wilson seconded b� Trustee J. J.
