The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. 7. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showinS the full Board present. The minutes of the meeting, of July 10th and July 11th were read and approved. Trustee Conrad Richter reported that the Housie- Housie game was undoubtedly a game of chance and the application for license was withdrawn. The communications were read and referred to the proper order of business. UNFINISIiED BUSINESS. This being the day, hour and place fixed by Ordinance No.212 of the City of Newport Beach for the hearing of protests, and the Board of Trustees being duly convened in regular session proceeded to hear any and all objections or protests. No person interested or otherwise made smitten or any protests or objections or appeared to object or did object to the formation of the District or to the extent of the district or to the proposed improvement or to the inclusion of his property in the district. The time within which protests may be filed having expired, the Board of Trustees deemed that they had acquired and possessed ju&is- diction to proceed further under the provisions of the act under which the proceedings are taken. On motion of THustee L! S. Wilkinson seconded by Trustee Conrad Richter and upon call of the roll, carried by the vote of the following named members of the Board of Trustees: Ayes, Trustees J. J. Sehnitker, H. C. Sloan, Goo. P. Wilso% Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. It was ordered and resolved that all that portion of the City of Newport Beach, the exterior boundaries of which is described in the petition filed in the office of the Clerk of said City on the 21st day of June, 1922, shall be and is formed into a idunicipal Improvement District to be known as HtLnicipal Improvement District No. 2 of thi UAq Newport Beach. For the purpose of creating an indebtedness to be represented by bonds of said district, the proceeds from the.sale of which shall be used for the construction of a public improvement therein which public improvement the City of Newport Beach is authorized by la' to construct. Trustee Goo. P. Wilson introduced an Ordinance calling for an election to be held within a certain district of and in said City providing for the submission to the qualified voters thereof the propo- sition of incurring a debt by the issuance of bonds of such district for certain purposes, reciting the objects and purposes,for which the proposed indebtedness is to be incurred, the nature of the improvement contemplated, the estimated cost thereof, the amount of the principal of the indebted- ness to be incurred therefor and the rate of interest to be paid on said indebtedness fixing the date on which such election shall be held, the manner of holding the same and the runner of voting for or against the proposition, and providing that in all particulars not recited in this Ordinance, such election shall be hold as provided by lag; for holding general elections in the City of Newport Beach. The ordinance was ordered filed, read, considered, designated Ordinance No. 213 and submitted to the City Attorney. NEW BUSINESS. Trustoo H. C. Sloan introduced an ordinance entitled as follows: "Ail Ordinance relocating and establishing the curb lines of certain parts of Central Avenue in the City of Newport Beach." The ordinance was ordered filed, read, consid ^.red, designated Ordinance No. 214 and submitted to the City Engineer. The City Engineer presented a. set of specifications for a centrifugal pump for the pumping plant, knd on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the City Cleric was authorized to advertise for bids for the pump the same to be opened August 21, 1922. '�7 III 35 ASSESSI.'ENT DIAGRId's. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the assessment diagram for lateral servers in 19th Street and other streets and alleys as contemplated by Resolution of Intention No. 158 was accepted. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried,, the assessment diagrasa for lateral sewers in F Street and other streets and alleys as contemplated by Resolution of Intention 11o. 160 was accepted. A P. On motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried, a Iiap of Tract No. 308 Florence Park being a Subdivision of the West 3.5 acres of the 1TN of the INt of Section 1 in the East Side Addition to Balboa; was approved. COI - TICr.TIONS. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson :;.nd carried, the request of V1. L. Jordan for permission to make an automobile crossing; over the sidewalk of Lot 5 in Block 1 of East Newport was granted, under the supervision of the Street Superintendent. On motion of Trustee Goo. P. Wilson seconded by Trustee H. C. Sloan and carried, the City Clerk was instructed to write to Chas. G. Taylor giving him the facts in regard to the bay frontage back of his property at East Newport On motion,of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the City Clerk was instructed to'send a copy of our agreement or electric franchise to VJ. IN. Middlecoff, Special Counsel for Kings County as asked -for. On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. ' Wilson and carried, the request of the liewnort Harbor Ilarine Corporation for permission to build a pier for Goo. E. Vibert at Balboa was granted, with the usual restrictions. On motion of Trustee Goo. P. Wilson seconded by Trustee H. C. Sloan nd carried, the request of II. Ii. Worcester for permission to build a boat landinC; in front of his property in Section 5 Balboa Island was granter_: with the usual restrictions. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the colmumication from V. 1.1, Tresslar was referred to the hater Superintendent. The communication of the State Board of Health in regard to the water on Balboa Island was referred.to the City health Officer Porter to give them the facts. On motion of Trustee L. S. Wilkinson seconded biy Trustee Conrad - Richter and carried, the communications from H. E. I,,athwil n and the Balboa-. Chamber of Commerce in regard to water faucets was referred to the Water Superintendent with inst-ructtons to remedy the matter if possible. The City Clerk was instructed to write to the President of the League of California _ --unicipalitieS givin,' the endorsement of the City of Newport Beach favorable to Coronado for the 1923 Convention. Elkins in regard to paintinp, signs .was referrer: to the Newport Beach Chariber of CoP.L orce fo-r recommendation. On motion of Trustee Goo. P. Wilson seconded by Trustee L. S. Wilkinson and carved, the communication of the Balboa Cha_nber of Co-morce in regard to the unsanitary condition of the streets, alleys and comfort stations was referred to the Street Superintendent with authority to hire another man if necessary to look after it. Wilson seconded by Trusteo Conrad Richter :and carried, the application of H. A. Sloan and carried, the application of Goo. Noland for ., permit and license to operate a roll dorm game in. the Balboa Pavilion, was gr:..nted if it is a- game of skill. On motion of Trustee L. S. Vfilkinson seconded by Trustee H. C. Sloan and carried, the application of Harry B. Tudor for a permit and license to operate a Roll Dorrn Game at 105 I:Iain Street, Balboa, was granted if it is a game of skill. A communication with �13 signatures attached protesting against the passage of the contemplated tenting or camping grou?nd ordinance was presented, and on motion'of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan ' and carried, the protest was laid on the table until the Ordinance comes up for final passage. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, that demand No. 152 having been signed and approved by the Finance Committee be allowed and warrant drawn for same. On motion of Trustee Goo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the Harbor 7.7aster was authorized to employ a deputy to help him during Regatta aeeh. On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. Wilson and carried, +125.00 was set aside out of the Advertisin; and Promotion fund for the Tournament of Lights. On motion of Trustee Conrad Richter seconded by Trustee Goo. P. Wilson, i.r. Levi H. Wallace was asked to arrange a personal interview erith I;ir. James Irvine as soon as possible and if necessary to go to San Francisco at the Citys e,rpense, was-carried by the folloaint�, vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. The City Cleric was asked -to refe-, the matter of compelling the people on Balboa Island to clean up in front of their property outside the bulkhead lire to the City Attorney for -report at the neat meeting. ' On motion'of Trustee Conrad Richter seconded by Trustee Goo. P. ' Wilson and carried, t.Ir. Henry was appointed a Deputy i':Iarshal to serve without compensation. On motion of Trustee Goo. P.
