On motion of Trustee Geo. P. Uilson seconded by Trustee H. C. .
Sloan .the bid of Carl S..Kelty for Freeman, Smiti, E: Camp Co. of par
and accrued interest plus ;;100.00 premium for the .'60,000.00 bond issue
of Eunicipal Improvement District No. 2 of the City of Newport Beach
was accepted and the Cleric was instructed to execute and deliver to
the bidders duplicate copy of acceptance on receipt of a certified
check for ;?1,200.00 on the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The Clerk reported that there had been filed in his office on
the 30th day of October, 1922, a petition protesting against the
passage of Ordinance No. 216, by the.Board of Trustees on the 2d day
of October, 1922. The petition was presented to the Board of Trustees
together with the certificate of the Clerk that he had examined and
from the records of registration ascertained that the said petition is
signed by mote than ten per cent of the electors of the City of Newport
Beach.
The petition was ordered filed, and ordinance No. 216 taken
up for consideration, and having been reconsidered, on motion of
Trustee H'. C. Sloan seconded by Trustee Geo. P. 13ilson and upon call
of the roll duly carried, it was ordered that ordinance No. 216 be not
repealed but stand as passed.
The City Attorney was then instructed to prepare and present
to the Board of Trustees an ordinance calling a special election for
the purpose of submitting to a vote of the electors of the City of
Neuport Beach Ordinance He. 216.
The City Clerk was instructed to notify the Executive Committee
of the Armistice Day Celebration at Fullerton; that our Board of Trustees
will arrange to be in the parade with an automobile.
On motion of Trustee II. C. Sloan seconded by Trustee Conrad
' Richter and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7 :30 o'clock P. i— on above date.
Inasmuch as Trustee J. J. Schnitker, President of the Board
of Trustees was absent, on motion of Trustee Conrad Richter seconded
by Trustee II. C. Sloan and carried, Trustee (xeo. P. `Jilson was elected
President of the )oard of Trustees pro tem.
The roll was called showing all the members present except
Trustee J. J. Schnitker.
The minutes of the previous meeting were read and approved.
The reports of the heads of the various departments were read
and on motion of Trustee L. S. 'Jilkinson seconded by Trustee Conrad
Richter and carried, the reports were accepted and ordered filed.
This being the day and hour set for opening bids for the
construction of a steel girder bridge across the Santa Ana River,
the Board in open session opened, examined and declared all sealed
bids received, which bids are as follows:

This being the day and hour set for opening bids for dredging
in lunicipal Improv.eriorit District No. 1, the President ordered the bids
opened, but the Clerk reported that no bids had been received.
This being the first I:onday after the 31st day of October, 1922,
on which date was held a special election at which was submitted to
the qualified electors of the City of Newport Beach, the question
whether the municipal gas distributing system thereof should be sold,
and returns of said election being now in the hands of the Clerk, the
Board of Trustees ordered the returns opened and proceeded to canvass
the same. And from the votes cast and the canvass thereof the Board
of Trustees finds and orders to be here established of record that the
votes cast at the election both for and against the proposition of the
sale of the municipal gas distributing system are as follows:
Votes YES and in favor of the sale, - - - - - 234 votes,
Votes NO and against the sale, - - - - - - - 36 votes,
Total votes.cast- - - - - - - - - - - - - - - 270 votes.
That the votes of t%o- thirds of all the voters voting at the
election voted YES and to authorize the sale of the municipal gas
distributing system of the City of Newport Beach as described in
Ordinance No. 217.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, it was ordered by the City of iiewport Beach
proceed to sell the municipal gas distributing system thereof and
fixed the 4th day of December, 1922 as the date on which bids for the
sale of the public utility mould be received, and that all bids be filed
with the Clerk before the hour of 7 :30 o'clock P. i... of that day;
every bid to be accompanied by the check of the bidder for at least
5 per cent of the aggregate of the bid, the check to be certified by
a responsible bank in this State. And the Clerk was required to
publish notice of sale inviting bids for at least two weeks next before
the day fixed for receiving bids, by inserting notice of sale each
week for two succeeding weeks.

Trustee H. C. Sloan introduced an ordinance calling a special
election for the submission to the qualified electors of the City of
Newport Beach, Ordinance No. 216, fixing the date of the election
and providing for the holding of the same. The Ordinance was ordered
filed, read, considered, designated Ordinance He. 219 and submitted
to the City Attorney.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Clilkinson and carried, Tr. A. J. Twist was allowed ';''125.00 out of the
Advertising Fund for another months sdrvices as publicity agen -P.

designating the name by which such stroet shall be known and establishing
the grade thereof.

The Ordinance was ordered filed, read, considered, designated
Ordinance No. 218 and submitted to the City Engineer.
On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the renewal of the garbage contract with Harry ward
was referred to the Street Superintendent for report.
On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the majo ^ity and minority reports of the Advertising
Committees of the Chambers of Commerce were referred to the Committee
of the Whole for consideration and report.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
' Wilkinson and carried, the City Clerk was instructed to write some
automobile dealers in regard to the relative strength between the steel
and wooden wheels foie our fire truck.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, that demands No. 609 to 780 inclusive having been
signed and approved by the Finance Committee were allowed and warrants
to be drawn for same.
On motion of Trustee T. C. Sloan seconded by Trustee Conrad
Richter and carried, the meeting adjourned to 7:30 o'clock P. on

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7 :30 o'clock P. i.. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The communications were read and referred to the proper order
of business.

ORDINANCE NO. 218, entitled as follows:
"An Ordinance of the Board of Trustees of the City of
Newport Beach, declaring that a certain lot owned by said
City, shall be used for street purposes and accepting a
certain street in said City, as a public street thereof,
and designating the name by which such street shall be
knov�m and called and establishing the grade of said street,"
came up for final action, was read and considered; the roll.
was called and the Ordinance passed by the vote of the following named
members of the Board of Trustees:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
