City Hall, Newport Beach, Jan. 8, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
Trustee H. C. Sloan reported that Mrs. Dora Engle would not
put a price on Lot 9 in Block 9 of Balboa Tract, and on motion of Trustee
Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the City
Attorney was authorized to make her an offer of $3500.00 for the lot
and if she will not accept it to start proceedings to condemn it.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.C.
Sloan and carried, the City Attorney was authorized to get a Certificate
of Title from the Orange County Title Co. on the Lot.
This being the day and hour set for opening bids for the
construction of a wooden pile trestle bridge across the Rivo Alto on
36th Street, the Board in open session opened, examined and declared
all sealed bids, which bids are as follows:

It appearing that W. M. Ledbetter is the lowest responsible
bidder, on motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson, all bids were rejected except the one from W. M. Ledbetter
and any checks accompanying same to be returned, and W. M: Ledbetter was
awarded the contract on the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
ORDINANCE NO. 221 came on for final consideration; the same
was read, the roll was called and the Ordinance passed by the vote of
the following named members of the Board of Trustees:
Ayes, Trustees,J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The matter of repairing the wharf was discussed and on motion
of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried,
City Engineer Kressly was authorized to employ an Architect to help in
designing the construction for the shore end of the wharf.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, an Architect from Orange County was to be employed
to draw up the plans and specifications for a toilet and fire engine house
at Balboa.
On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the Clerk was instructed to advertise for bids for
the pile driving, decking and extension to the wharf.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, a Map of Tract No. 370 being a resubdivision of Lot
10 of Fairview Farms, and a Map of Tract No. 376 being a resubdivision
of a portion of Blocks 5 and 51 of the Irvine Subdivision, coming within
the three mile limit, were approved.
A motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan, that the City Engineer be instructed to provide in his plans for
the jail, an extra room with stretcher, blankets, etc. as a hospital
room, and amended to have an architect draw the plans of the jail, etc.
was carried as amended by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.

On motion of Trustee L. S. Wilkin son seconded by Trustee H. C.
Sloan and carried, preliminary steps were to be taken in the matter of
paving 36th Street from the Ocean Front to the Rivo Alto and from the
Rivo Alto to the connection with Newport Boulevard; Also the paving of
29th Street from Coast Boulevard to the Southern Pacific Right -of -way,
and the dirting of the alley parallel with the ocean in Blocks 30 to
38 inclusive.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the meeting adjourned to 7:30 o'clock p.m. on Monday,
January 29, 1923.

regular adjourned session at 7 :30 o'clock p.m. on above date. The

of business.
This being the day and hour set for opening bids for the
reconstruction of the old Southern Pacific Wharf at Newport Beach, the
Board in open session opened, examined and declared all sealed bids for
said work, which bids were as follows:

On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the bids were referred to the City Engineer for
report.
This being the day and hour set for opening bids for the old
electric light wire the City has to dispose of, the Board in open
session opened, examined and declared all sealed bids for same, which
were as follows:
Orange Co. Auto Parts & Supply Co., per pound, - - 41
C. L. Cowdrey, Compton, - - - - - - !', " - - 5,4
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the bids were referred to the City Electrician to
report on at the next meeting.
This being the day and hour set for opening bids for a
Franchise covering the gas distributing system, the Board in open session
opened, examined and declared all sealed bids received for same, which
were as follows:
Southern Counties Gas Company, - - - - - - - - 4'50.00
Trustee L. S. Wilkinson introduced an ordinance, granting to
the Southern Counties Gas Company of California, a corporation, a 40
year franchise to lay, construct and maintain pipe lines in the streets
and alleys of the City. The Ordinance was ordered filed, read,
considered, designated Ordinance No. 222 and referred to the City
Attorney.
The deed of the Pacific Electric Railway Co. dated the 19th
day of January, 1923, was presented, ordered filed and accepted and
