Ae 'e�nt Board df -Trustees. City Hall, Newport Beach, June 4, 1923. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. Owing to the absence of Trustee L. S. Wilkinson the President appointed Trustee Geo. P. Wilson to act on the Finance Committee. The roll was called showing the full Board present except Trustee L. S. Wilkinson who carne in later. The minutes of the previous meeting were read and approved. The reports of the heads of the departments were read and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the reports were accepted and ordered filed. UNFINISHED BUSINESS. This being the time set for opening bids for the sale of the bonds of 11unicipal Improvement District No. 3 in the sum of x`158,000. but the Clerk reported that no bids had been received.' Mr—Patterson was present and stated his Company would be willing to go ahead on a ten year lease if the lease of the oil pipe line would not conflict, and on motion of Trustee H. C. Sloan seconded by Trustee Conrad Richter and carried, the pipeline lease and the prepared lumber lease were referred to the City Attorney to take up with the parties concerned and report on same at the next meeting. The communications were react and referred to the proper order of business. ORDIiANCE 170. 231 entitled as follows: An Ordinance of the Board of Trustees of the City of Ye,;Tort Beach designating the name by which a certain public street in said City shall be known and called, and establishing the grades and curb lines of certain portions of Santa Ana Avenue, Ocear Drive, 12th Street and 14th Street within said City, came up for final action; was read, considered, the roll was called and Ordinance No. 231 was passed by the vote of the following named two- thirds and more of all the members of the Board of Trustees; signed and approved by the President thereof and attested by the Clerk; the same being passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. ORDINANCE N0. 232, entitled: f h B d of Trustees of the City of An Ordinance o_ t e oar Newport Beach amending Section 1 of Ordinance No. 211, passed by the Board of Trustees of said City on the 10th day of July, 1922, IN came up for final action; y,as read, considered, the roll was called and Ordinance No. 232 was passed by the vote of the following named two- thirds and more of all the members of the Board of Trustees; was signed and approved by the President thereof and attested by the Clerk; the same being passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. (Nilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. This being the first Monday in June, 1923, and the Tax Collector having delivered to the Board of Trustees by filing the same with the City Clerk, a complete delinquent list of all persons and property owing taxes, and at the same time returned the assessment roll. In the delinquent list so delivered there was set dorm in numerical order all matters and things contained in the assessment book and relating to delinquent persons and property. - The Board of Trustees having carefully compared said delinquent list with the assessment roll and being satisfied that it contained a full and true statement of all taxes due and unpaid, the Tax Collector was duly credited with all taxes charged against him on the assessment roll, the amount of which was y�101,072.37, and in turn the Board of Trustees directed the Clerk to charge the Tax Collector with the amount of taxes due on the delinquent list together with all penalties due thereon and an additional sum of Fifty Cents advertising fee on each lot, parcel or tract of land assessed separately, and each assessment of personal property so delinquent, the amount of which is 5;4,968.02. The Board of Trustees further directed the Clerk to forthwith deliver to the Tax Collector said delinquent list. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan the above resolution was adopted by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Trustee Geo. P. Wilson introduced an ordinance amending Sections 1 and 6 of Ordinance No. 180 of the City of Newport Beach. The Ordinance was ordered filed, read, considered, designated Ordinance No. 233; passed to the second reading and referred to the City Attorney. NE7. BUSIP',ESS. The request of City Marshal Porter for the appointment of A. G. Schilling, Roy C. Alder and N. F. Soper as Deputy (Marshals was considered, and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the recommendation of the Larshal was approved, the officers to serve subject to the will of the Board. On,motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, the communication of Jonathan Tibbets asking for the removal of the sewer in the port16n of the alley vacated in Block 119 First Addition, was referred to the Street Superintendent and City Engineer with power to act. The invitation from the Anaheim Board of Trustees to inspect their new City Hall June 7th, was referred to the Clerk for reply. On motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried, the request.of A. J. Twist for permission to unload a barge load of lumber at the foot of L Street, Balboa was granted. The communication from A. Manson complaining because the paving Contractors did not out an approach to his drive -way was referred to the City Engineer to look into. The communication from the Blankenhorn Realty Co. asking the City to dirt the street in front of their office, was referred to the Clerk to notify them it is customary for property owners to do that, but they had better pave it. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the request of D. D. Adams for appointment as Deputy Marshal was referred to the Police Committee and City Marshal for report at next meeting. The bid of J. H. Estus of 0157.00 for installing two temporary toilets in the jail in the City Hall, was considered, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson the bid was accepted and the fixtures to be installed as soon as possible on the following vote: t 115 Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson, Conrad Richter, L. S. The request of the Standard Oil Co. for permission to install two underground storage tanks in Bay Avenue just north of A Street was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan, the request of the Standard Oil Co. was granted installation to be made in accordance with Section 8 of Ordinance No. 180 of the City of Newport Beach and contingent upon the final abandonment of the prior rights granted, by the following vote: Ayes, Trustees J. J. Sclmitker, H., C. Sloan, Goo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, .Trustees None. .Absent, Trustees None. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the request of J. R. Coffin for a license to operate an apratment house at 1000 Surf Avenue was granted. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the request of H. L. Sherman for permission to cut the curb in front of Lots 14 and15 in Block 9 of Tract No. 234 was granted, to be done under the direction of the Street Superintendent. The communication from the Committee recommending that a storage tank holding 1,000,000 gallons be built as soon as possible, *as referred to the City Attorney to report on the payment for same. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, a Committee was to be appointed to ascertain the possibility of getting an acre of land to erect the reservoir on, to get an option on it if possible and report the price. The Committee appointed was Lew H. Wallace. The City Engineers report as read was that it would cost more to use a booster pump for dredging in front of the Yacht Club than to enter into a separate contract. No other action taken. Lew H. Wallace reported that the Luxemberger interests would sell two of their lots next to the City Hall for $2,000.00 each if the City would pay half the expense of moving their house on the other lot. IIe also stated that Hiram Barton would sell his half of Lots 12 and 13 in Bloc$ 20 but Pdrs. Barton did not care to sell the other half of them. On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. Wilson and carried, the report was accepted and the Committee continued. On motion of Trustee Goo. P. Wilson seconded by Trustee Conrad Richter and carried, Fire Chief Jackson was authorized to get the two Babcock Fire Extinguishers and the two Pyrens as asked for in his report. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the application of H. V. Tischhauser for permission to cut the curb for 24 feet in front of Lot 146 in Block A East Newport was granted, to be under the direction of the Street Superintendent. On motion of Trustee Goo. P. Wilson seconded by Trustee H.C. Sloan the City Engineer was instructed to prepare the necessary maps for doing the assessing on the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The plans for the Comfort Station for the Newport pier were presented by City Engineer Iiressly, and on motion of Trustee Goo. P. Wilson seconded by Trustee Conrad Richter, the plans were accepted and the Clerk was authorized to advertise for bids on same, the bids to be opened July 2d; the same being carried by the following vote: Ayes, Trustees J. J. Sol- itker, H. C. Sloan, Goo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, City Rlars4al Porter was authorized to purchase a siren for Roy C. Alder, motorcycle officer. The communication of City Marshal Porter recommending that the services of Deputy Marshal Joel Wilson be dispensed with was discussed at length, and on motion of Trustee. L. S. Wilkinson seconded by Trustee Goo. P. Wilson, it was ordered that the recommendation be complied with and the services of Deputy Marshal Wilson be dispensed with by the following vote: WHO Ayes, Trustees Geo..P.:Wilson,.Conrad Richter, L. S. Wilkinson Noes, Trustees J. J. Schnitker, H. C. Sloan. Absent, Trustees None. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the salary of the Harbor Master was inefeased from 025.00 to $75.00 per month during the months of June, July, August and September; he to get any help necessary. On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, demands No. 1734 to 1687 inclusive, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. There being no further business on motion of Trustee Conrad Richter seconded by Trustee L. S. Wilkinson and carried, the meeting adjourned to 7:30 o'clock p.m. on Monday, June 18, 1923. The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved. Mr. Levi H. Wallace reported that he found we had room enough to build the storage reservoir without buying any additional land. He also reported that he had heard nothing further from I:rs. Barton in regard to part of Lots 12 and 13 in Block 20 First Addition and the Commi -ytee was continued. This being the time fixed for opening bids for certain work on certain portions of Coast Boulevard Place, Coast Boulevard, 36th Street, 29th Street, Finley Avenue and of a certain alley in said City as contemplated by Resolution of Intention No. 233 of this Board, the Board in open session publicly opened, examined and declared all sealed bids received for said work, to -wit: And thereupon said bid was referred to the City Engineer for checking and report. The communications were read and referred to the proper order of business. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the City Officers were directed to submit all papers requiring the approval of the City Attorney to him before presenting to the Board. The City Engineer reported that the California Construction Co. is the lowest bidder for the work to be done on certain portions of Coast Boulevard Place and other streets and an alley, and thereupon Trustee H. C. Sloan presented Resolution No. 240 entitled: 'a. CALIFORNIA CONSTRUCTION CO.
