loading their barges with oil and gasoline and blocking the sidewalk
with trucks, was referred to the Street Superintendent with instructions
to have the trouble rectified.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, the petition signed by a large number of
citizens of the City of Nevaport Beach, petitioning the Board to pass
an ordinance regulating the speed of the Pacific Electric trains
within the corporate limits of the City of Newport Beach, was referred
to the City Attorney with instructions to take the matter up with
the Pacific Electric Railway Company to see if the matter could not
be adjusted satisfactorily to al]. parties.
On motion of Trustee L. S. Wilkinson seconded by Trustee II.

C. Sloan and carried, the petition signed by 107 citizens of the City
of Newport Beach, requesting the dismissal of-J. A. Porter as an
employee of the City on the grounds of incompetency, was referred to
the Police Committee for investigation and report.
On motion of Trustee H. C. Sloan seconded by Trustee L.S.
Wilkinson and carried, the Masons were given the exclusive use of the
Council Room for Friday night, July 20,'1923.
The matter of life guards being employed by the City was
called to the attention of the Board by R. C. Bell, and the matter
was placed in the hands of the Committee of the Whole to report on
at the next meeting.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the President of the Board was instructed to
interview the Clerk and see that he appointed a deputy clerk to assist
in making up the assessment roll.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, the meeting adjourned to 7:30 o'clock p.m.

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m, on above date. The
Meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The report of the Police Committee on the petition filed a
week ago and recommending that the petition be denied, was read, and
on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan
the report was received, adopted and filed by the following vote:
Ayes, Trustees J.-J. Schnitker, H. C. Sloan, Geo. P. 7.11ilson,
Conrad Richter, L. S. Wilkinson. '

Absent, Trustees None.
The communications were read and referred to the proper
order of business.

City Attorney Bishop reported that he had not been able to
get a meeting with the oil pipe line interests, and on motion of Trustee
H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, further
consideration of the franchise with Thomas 1.7. Simmons was continued
for another week.
This being the time and place appointed for holding a
public hearing concerninT t=ic;. tentative repo °t fil.eci on the 16th day
of July, 1923, in relation to the dividing of the City of Net ^nport
Beach into districts, and an affidavit having been filed showing due
publication of the notice required by the Board of Trustees, the
chairman stated the matter -teas now open for discussion. After due
consideration the tentative report was adopted by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. 111ilkinson.

City Attorney Bishop presented the lease ,rith the Patterson
Lumber Company,* for use of the wharf, and on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson the lease was accepted and
the President of the Board and City Cleric were authorized to sign the
same by the following vote:

The Board of Trustees of the City of Newport Beach do resolve
as follows:
RESOLVED, that the City of Newport Beach, it appearing to be
for the benefit thereof, execute and deliver to S. P.1. ISc Barnes a
deed for certain real property therein described, and the signing
and delivery of said deed by the President of the Board of Trustees
and Clerk of the City of Newwport Beach on the 11th day of June, 1923,
be and is hereby approved, ratified and confirmed as the act and deed
of the City of iieivport Beach.
The above and foregoing Resolution was regularly introduced
considered, and passed by the Board of Trustees of the City* of Newport
Beach at a meeting thereof held on the 23d day of July, 1923, by the
following vote:

Trustee H. C. Sloan introduced a resolution entitled as
follows:
A Resolution of the Board of Trustees of the City of
Ne:wpo-rt Beach adopting a certain plan showing grades and
curb lines of G Street, I Street, L Street, ii Street,
' Channel Road, Central Avenue, Plaza Del Norte, Plaza del
Sur, Eiramar Drive, Ocean Boulevard and all alleys within
said City, as said streets and alleys are laid out and
shorn upon a map of Tract No. 518 as recorded in iiscel-
laneous ',Saps Book 17, pages 33, 34, 35 and 36, Records of
Orange County, California.
The Resolution was ordered filed, read, considered, designated
Resolution No. 244, the roll was called and the resolution passed by
the following vote:

Trustee Goo. P. Wilson introduced an Ordinance entitled
as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach accepting certain streets and alleys in
said City, as said streets and alleys are laid out and
shown upon a map of Tract No. 518 as recorded in
Miscellaneous Maps Book 17, pages 33, 34, 35 and 36,
Records of Orange County, California, as public streets
of said City, and designating the names by which said
streets shall be known and called, and establishing
the official grades of all of said streets and alleys
and establishing the curb lines of all said streets
and of all of said 30 foot wide alleys.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 235, passed to the second reading and referred to the
City Attorney.
Trustee Conrad Richter introduced an Ordinance entitled
as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach declaring vacant for public, street purposes
a certain portion of Sme].tze-r Avenue and a certain
alley within the said City.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 236, passed to the second reading and referred to the
City Engineer.
Trustee L. S. Wilkinson introduced an Ordinance entitled as
I ollows :
An Ordinance of the City of Newport Beach prohibiting
the driving or otherwise placing of piles or the
erection or maintenance of structures in or over the
waters of the Pacific Ocean within the City of Newport
Beach, except upon permit therefore granted by the Board
of Trustees, and declaring any such piles or structures
to constitute a nuisance and prescribing a penalty for
all violations of this Ordinance.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 237 and was referred to the City Attorney.
On motion of Trustee H. C. Sloan seconded b;, Trustee Goo.
P. Wilson and carried, the application of Logsdon & Robotham for a
license to run a stage line from Newport Beach to Serra, was referred

o the City Attorney to report on at the next meeting.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.P.
Wilson and carried, the application of the Laguna Beach Short Line
Automobile Stage Co. for a permit to erect and maintain a public
landing wharf at L Street, was referred to the Gity Engineer for
investigation and report.
On motion of Trustee Goo. P. Wilson seconded by Trustee H.
C. Sloan and carried, the appointment by City TSarshal Porter of Andrew
H. [Nilson as Deputy Marshal to serve without compensation, was approved.
A communication was read from Goo. T. Peabody accompanied
by a resolution to be sent to the War Department looking toward the
further developement of Newport harbor, and on motion of Trustee L.S.
Wilkinson seconded by Trustee H. C. Sloan and carried, the Resolution
was adopted and a copy* to be forwarded to the filar Department.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, the communication from Carl Raab protesting
against the way the Ship Cafe Dance Hall is run, and also against the
operation of games of chance at Balboa, was referred to the City
T,iarshal for investigation and report.
On motion of Trustee Goo. P. Wilson seconded by Trustee II.
C. Sloan and carried, the application of the Balboa Boat Works for
permission to construct a pier for C. H. Price at Balboa, was granted
under the uaua_t restrictions.
On motion of Trustee ii. C. Sloan seconded by Trustee L.S.
Wilkinson and carried, the communication from Culver & Nourse in
regard to the tool house by the Simons property at East Newport,
was referred to the Harbor Master to notify Tr. Burge to move it away
and if he does not the Harbor Iaaster was instructed to move it avray
and anchor it where he thinks best.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.P.
Wilson and carried, the request of Wm. F. Lutz for permission to cut
the curb for 20 feet in front of his garage, was referred to the
Street Superintendent to report on at the next meeting.

On motion of Trustee Conrad Richter seconded by Trustee H.
C. Sloan and carried, the communication from the Union Oil Barge
Attendant at Balboa in regard to the loading of the Union Oil barge
at Palm Street interfering with business, was referred to the Street
Superintendent to investigate and report at the next meeting.
A Map of Tract No. 521 on Newport Heights which °.'ras presented
for approval was ordered returned by the City Engineer to have a
20 foot alley put in each block.
On motion of Trustee Geo. P. lwilson seconded by Trustee L.S.
Wilkinson and carried, demand No. 133 of W. M. Ledbetter & Co. for
the balance due on wharf in Municipal Improvement District No. 2,
,. having been signed and approved by the Finance Committee, was
allowed and a warrant to be drawn for same.
On motion of Trustee Geo. P. Wilson seconded by Trustee
Conrad Richter and carried, the City Attorney was instructed to
prepare an Ordinance providing for some life guards for the beach.
Trustee H. C. Sloan brought up the matter of a possible
shortage of seater in the City, and the Water Committee and City
Engineer were instructed to investigate the ';rater conditions and
report at the next meeting.
Hr. Deraga asked to have a diving board placed on the
Washington Street Pier which was discussed, and the matter was
referred to the Street Committee and Street Superintendent to report
on at the next meeting.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, Mr. Coffer owner of the boat Magic Isle was
instructed to tie his barge on the east side of the Washington Street
dock with permission given to tie other boats to it, the same to
exist at the will of the Board.
There being no further business on motion of Trustee L.S.
','lilkinson seconded by Trustee H. C. Sloan and carried, the meeting
adjourned to 7:30 o1clock p.m. of Monday, July 36, 1923.

The Street Superintendent reported that he had investigated
the request of C1m. F. Lutz to cut the curb in front of his garage anr1
that it would not interfere with any parking space. On motion of
' Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and
carried, the request was granted.
This being the day and hour set for opening bids for Comfort
Stations and a Jail, the Board in open session publicly opened,
examined and declared all sealed bidsreceived, which w;re as follows:
