On motion of Trustee Conrad Richter seconded by Trustee H.
C. Sloan and carried, the communication from the Union Oil Barge
Attendant at Balboa in regard to the loading of the Union Oil barge
at Palm Street interfering with business, was referred to the Street
Superintendent to investigate and report at the next meeting.
A Map of Tract No. 521 on Newport Heights which was presented
for approval was ordered returned by the City Engineer to have a
20 foot alley put in each block.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.S.
Wilkinson and carried, demand No. 133 of W. E. Ledbetter & Co. for
the balance due on wharf in Municipal Improvement District No. 2,
having been signed and approved by the Finance Committee, was
allowed and a warrant to be drawn for same.
On motion of Trustee Geo. P. Wilson seconded by Trustee
Conrad Richter and carried, the City Attorney was instructed to
prepare an Ordinance providing for some life guards for the beach.
Trustee H. C. Sloan brought up the matter of a possible
shortage of water in the City, and the Water Committee and City
Engineer were instructed to investigate the grater conditions and
report at the next meeting.
;.:r. Deraga asked to have a diving board placed on the
Washington Street Pier which was discussed, and the matter was
referred to the Street Committee and Street Superintendent to report
on at the next meeting.
On notion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, Mr. Coffer owner of the boat Magic Isle was
instructed to tie his barge on the east side of the Washington Street
dock with permission given to tie other boats to it, the same to
exist at the will of the Board.
There being no further business on motion of Trustee L.S.
Wilkinson seconded by Trustee H. C. Sloan and carried, the meeting
adjourned to 7:30 o'clock p.m. of Pdonday, July 30, 1923.

The Board of Trustees of the'City of Newport Beach met in
regular adjourned session at 7:30.o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The Street Superintendent reported that he had investigated
the request of Wri. F. Lutz to cut the curb in front of his garage and
that it would not interfere with any parking space. On motion of
' Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and
carried, the request was granted.
This being the day and hour set for opening bids for Comfort
Stations and a Jail, the Board in open session publicly opened,
examined and declared all sealed bidsreceived, which were as follows:

On motion of Trustee L.S. Wilkinson seconded by Trustee H.C.
Sloan and carried, the bids on the Jail were referred to a Committee
of the '. "]hole with the City Engineer for investigation.

On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, all bids for the Comfort Stations were rejected
and the checks accompanying same to be returned.
The final report concerning the division of a portion of
the City of Newport Beach into districts was filed, and Trustee Geo.
P. Wilson introduced a Resolution fixing the time and place Yraere all
persons particularly interested and the general public will be
afforded an opportunity to be heard upon the final report of the Board
of Trustees concerning the division of a portion of the City of Newport '
Beach into districts and directing the publication of notice of the
time and place of hearing and designating a newspaper for that purpose.
The Resolution bras ordered filed, read, considered, desig-
nated Resolution No. 245 and passed by the following vote:
Ayes, Trustees J. J. Sclmitker, H. C. Sloan, Geo. P. Filson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
ORDIiQSNCE NO. 235, entitled as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach accepting certain streets and alleys in
said City,as said streets and alleys are laid out and
shown upon a map of Tract No. 518 as recorded in
Miscellaneous !Japs Book 17, Pages 33, 34, 35 and 36
Records of Orange County, California, as public streets
of said City, and designating the names by which said
streets shall be known and called, and establishing the
official grades of all of said streets and alleys and
establishing the curb lines of all of said streets and
of all of said 30 foot ^ride alleys,
was taken up for final action, .read, considered, the roll
was called and Ordinance No. 235 passed by the affirmative vote of the
following named members of the Board of Trustees:
Ayes, Trustees J. J. Sclmitker, H. C. Sloan, Geo. P. Wilson, '
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.

ORDINACE NO. 236, entitled as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach declaring vacant for public street purposes
a certain portion of Smeltzer Avenue and a certain alley
.within the said City,
was taken up for final action, read, considered, the roll was
called and Ordinance No. 236 passed by the affirmative vote of the
following named members of the Board of Trustees:
Ayes, Trustees J. J. Sclmitker, H. C. Sloan, Geo. P. Wilson.
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
ORDINANCE NO. 237, entitled as follows:
An Ordinance of the City'of Newport Beach prohibiting
the driving or otherwise placing of piles or the erection
or maintenance of structures in or over the waters of
the Pavific Ocean within the City of Newport Beach, except
upon permit therefor granted by the Board of Trustees,
and declaring any such piles or structures to constitute
a nuisance and prescribing a penalty for all violations '
of this Ordinance,
was taken up for final action, read, considered, the roll
was called and the Ordinance passed by the affirmative vote of the
following named members of the Board of Trustees:
Ayes, Trustees J. J. Sclmitker, H. C. Sloan, Geo. P. l`dilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.
P. Wilson the application of the Laguna Beach Short Line Automobile
Stage Company for a permit to operate busses in the City of Newport
Beach was granted by the following vote:

City Attorney Bishop reported that owing to sickness and
deaths in LIr. Simmons family he had not been able to take up the oil
pipe line lease with him, and on motion of Trustee H. C. Sloan
seconded by Trustee Geo. P. Wilson and carried, further consideration
of the pipe line franchise was continued for another week.
Trustee H. C. Sloan introduced an Ordinance providing for
the appointment of Life Guards in and of the City of Newport Beach,
prescribing their qualifications, defining their duties and providing
for their compensation. The Ordinance was ordered filed, read,
considered, designated Ordinance No. 239, passed to the second
reading and referred to the City Attorney.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. 'Wilson and carried, the Street Superintendent was instructed to
put in additional sidevtalk_ at Buena Vista Boulevard and Bay Avenue to
make a continuous sidewalk across the street.
On motion of Trustee L. S. '`Wilkinson seconded by Trustee H.C.
Sloan and carried, a Trap of Tract No. 444 being a resubdivision of
Lots on Newport Heights, was approved.
On motion of Trustee L. S. 'Wilkinson seconded by Trustee H.C.
Sloan and carried,, the bond of Robertson Electric Co. of Santa Ana
in the sum of 52500.00 was accepted.
The invitation from the President of the Board of Trustees
of the City of Coronado to attend the 1923 Convention of the League
of- California Municipalities was referred to the City ?r Clerk to
notify them that as many of our Board would go as could.
On motion of Trustee L. S. 'Wilkinson seconded by Trustee H.
C. Sloan and carried, the application of ;Wallace & Rush for transfer
of their licenses No. 321 and 322 to J. W. Carter, was granted.
City Engineer hressly and Treasurer Wallace the Committee
' looking after the lowering of the grades of the railroad tracks, were
instructed to notify the Southern Pacific and Pacific Electric Railway
Officials, that our street work was nearly completed and we want to
advertise for bids for lowering our grade, and would like to have them
lower their grades at the same time if possible.
The matter of what streets not to allow automobiles to park
on at night was referred to the Street Committee to report on at
the next meeting.
