City Attorney Bishop reported that owing to sickness and deaths in i'ir. Simmons family he had not been able to take up the oil pipe line lease with him, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, further consideration of the pipe line franchise was continued for another week. Trustee H. C. Sloan introduced an Ordinance providing for the appointment of Life Guards in and of tine City of Newport Beach, prescribing their qualifications, defining their duties and providing for their compensation. The Ordinance was ordered filed, read, considered, designated Ordinance No. 239, passed to the second reading and referred to the City Attorney. On motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried, the Street Superintendent was instructed to put in additional sidewalk at Buena Vista Boulevard and Bay Avenue to make a continuous sidewalk across the street. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, a Map of Tract No. 449: being a resubdivision of Lots on Newport Heights, was approved. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried,,the bond of Robertson Electric Co. of Santa Ana in the sum of 5T500.00 was accepted. The invitation from the President of the Board of Trustees of the City of Coronado to attend the 1923 Convention of the League of- California Municipalities was referred to the City i Clerk to notify them that as many of our Board would go as could. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the application of Wallace & Rush for transfer of their licenses No. 321 and 322 to J. W. Carter, was granted. City Engineer Kressly and Treasurer Wallace the Committee looking after the lowering of the grades of the railroad tracks, were instructed to notify the Southern Pacific and Pacific Electric Railway Officials, that our street work was nearly completed and we want to advertise for bids for lowering our grade, and would like to have them lower their grades at the same time if possible. The matter of what streets not to allow automobiles to park on at night was referred to the Street Committee to report on at the neyt "meeting. There being no further business on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the meeting adjourned to 7:30 o'clock p.m. of Saturday, August 4, 1923. Approved Z4 L 3 esident Board of Trustees. ATTEST: City Cork. City Hall, Newport Beach, Aug. 4, 1923. The Board of Trustees of the City of Newport Beacl, met in regular adjourned session at 7x30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing all members present except Trustee Conrad Richter. The reading; of the minutes was omitted. This being the time and place fixed ,:or hearing on the final report concerning the division of a portion of the City of Newport Beach into districts, and the Board of Trustees being duly convened in Wt regular session, the President stated that any and all persons present would now be afforded an opportunity to be heard and invited all. such persons to express themselves concerning the final report and the provisions thereof. No person appeared to object or did object to the final report, whereupon Trustee Geo. P. Wilson introduced a Resolution finally adopting the final report and ordering the same to be filed in the office of the Clerk. The Resolution was ordered filed, read, considered, designated Resolution No. 246, the roll was called and the Resolution passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Conrad Richter. The report of the Committee on the bids for Jail. and Comfort Stations was postponed to next I.1onday night. The Committee on lowering the Pacific Electric and Southern Pacific grades reported progress and were continued for further action. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. +dilson and carried, the City Clerk was authorized to procure a set of books for the City as recommended by Auditor Crenshaw. There being no further business on motion of Trustee L.S. City Hall, Newport Beach, August 6, 1923. The Board of Trustees of the City of P:ewport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the meetings of July 30th and August 4th were read and.approved. The reports of the heads of the departments were read, and on motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson and carried, the reports were accepted and filed, except the one from Fire Chief Jackson which was taken up for consideration. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the recommendation of the Fire Chief in regard to the fire hydrants was referred to the City Engineer to take up with the California Construction Co. to have them repaired under the supervision of the Water Superintendent. UNFINISHED BUSIITESS. As the oil pipe line lease had not been satisfactorily adjusted as yet, on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, further consideration of the franchise was continued for another week. ORDINANCE NO. 239, entitled: An Ordinance of the City of Newport Beach providing for the appointment of Life Guards, prescribing their duties and qualifications, and providing for the payment of their compensation, was taken up for final action, read, considered, the roll was called and Ordinance No. 239 passed by the following vote: Ayes, Trustees J.
