HomeMy WebLinkAbout09/10/1923 - Regular MeetingThe communication of tie Parkinson Syndicate in regard to their property being outside the industrial zone was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the matter eras placed in the hands of the City Engineer for a recommendation. The communication of Geo. T. Peabody enclosing copy of an Ordinance passed by the City of Los Angeles to regulate the spilling of pil and pumping out of bilges within the city limits was taken up and discussed, and on motion_ of Trustee L. S. 71ilkinson seconded by Trustee H. C. Sloan and carried, the matter was referred to the City Attorney to draw up a similar ordinance for the City of Newport Beach, and he was also instructed to take up the matter with the County Board of.Supervisors to do likewise. The communication of Fire Chief Jackson in regard to having a telephone installed in his bedroom for calling in cases of fire was read, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the request was granted. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C: Sloan and carried, demands No. 331 to 467 inclusive having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. There being no further business, on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned to 7:30 o'clock p.m. on Monday, September 10, 1923. The Board of Trustees of the City of Noewport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing all members present except Trustee Geo. P. Wilson. The minutes of the previous meeting were read and approved. Trustee H. C. Sloan reported that the Santa Ana Lumber Co. notified him that the property they proposed to lease not being on the County Channel as they supposed, and the rental of the property being more than they figured and no knowing what the rental would be after five ,years, they thought best to drop the matter. The Committee was continued to see if the obstacles could not be overcome. This being the time and place set for hearing upon the assessments made for paving certain portions of Central'Avenue and certain other streets and alleys as provided in Resolution of Intention No. 196 and 215, the Clerk reported that no objections had been filed. The President asked if any one present desired to be heard in the matter but no one objected to same. Trustee H. C. Sloan introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach adopting specifications No. 34 for.the construction of a crater distributing system for domestic supply and fire protection within the said City of Newport Beach. . The Resolution was ordered filed, read, considered, designated Resolution No. 251, the roll was called and the Resolution passed by the following vote: Ayes, Trustees J. J. Schnitker, I ?. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. 139 Trustee 11. C. Sloan introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach adopting certain plans for the improvement ofCentral Avenue, Plaza Del Norte, Plaza Del Sur, Hiramar Drive, Ocean Boulevard, G Street, I Street, L Street, 1.1 Street, Channel Road and the alleys in Blocks B, C, D, E, F, G, H. I, J, Ii, L, and 0, as said streets and alleys are laid out and shown upon a map of Tract No. 518, as recorded in Idiscellaneous I,Iaps, Book 17, Pages 33, 34, 35 and 36, Records of Orange County, California, ' within said City. The Resolution was ordered filed, read, considered, designated Resolution No. 252, the roll was called and the Resolution passed by the follo•.ring vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. Trustee TT. C. Sloan introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach, declaring their intention to order the improvement of Ocean Boulevard and certain other streets avenues and alleys in Tract No. 518, as per Trap thereof recorded in Yiscellaneous Maps, Book 17, Pages 33, 3A - -, 35 and 36, records of Orange County, California, within said City under the Improvement Act of 1911 and the Amendments to said Act. The Resolution was ordered filed, read, considered, designated Resolution No. 253, the roll was called and the Resolution passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees Geo. P. Wilson. ' IN THE %TATTER OF THE PROPOSED I11PROVE ENT OF CERTAIN PORTIONS OF SANTA ANA AVENUE, OCEAN DRIVE, T7.1ELF TTI STREET AND FOURTEENTH STREET. This being the time fixed by Resolution of Intention No. 249 passed August 20, 1923, for hearing protests in the matter of the improvement therein described, and no written protests having been filed with the City Clerk in said matter, and no persons present desiring to be heard in the matter of said protests, whereupon Trustee L. S. Wilkinson presented and moved the adoption of Resolution No. 255 ordering the improvement of certain portions of Santa Ana Avenue, Ocean Drive, Twelfth Street and Fourteenth Street within said City, under the Improvement Act of 1911 and the amendments to said Act, which motion was seconded by Trustee Conrad Richter and carried by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. Trustee Conrad Richter introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach directing certain work or improvement to be done under the direction of the City Engineer of said City. The Resolution was ordered filed, read, considered, designated Resolution I;o. 256, the roll was called and the Resolution passed by the follo� ring vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. 'Noes, Trustees None. .Absent, Trustee Geo. P. Wilson. Trustee L. S. Wilkinson introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach confirming the assessment for the improvement of certain portions of Central Avenue in said City. The Resolution was ordered filed, read, considered, designated Resolution No. 257, the roll was called and.the Resolution passed by the following vote: 140 Ayes, Trustees J. J. Schnitker, II. C. Sloan, Conrad Richter, FTI L. S. Wilkinson. Hoes, Trustees None. Absent, Trustee Goo. P. Wilson. Trustee Conrad Richter introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach confirming the assessment for the improve- ment of Central Avenue and certain other streets and avenues and of certain alleys in said City. The Resolution was ordered filed, read, considered, designated I Resolution No. 258, the roll was called and the Resolution passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent Trustee Goo. P. Wilson. City Engineer Kressly and Treasurer Wallace were continued as a committee to keep after the Pacific Electric and Southern Pacific Officials in regard to lowering their grade through the City. The matter of providing for electric lights on 36th Street and Finley Avenue before the paving is in was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee 13. C. Sloan and carried, the City Electrician was instructed to install three lights, one at the bridge, one at the corner of 36th and Finley Avenue and one half way between there and Newport Boulevard; same to be installed under the direction of the City Engineer. Trustee H. C. Sloan introduced an Ordinance amending section 14 of Ordinance No. 189; the Ordinance was ordered filed, read, considered, designated Ordinance No. 243 and referred.to the City Attorney. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, that demands No. 470 to 473 inclusive having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. A Map of Tract No. 493 being a subdivision of Fairview Farms of Donald and Edna Gibson Place, was returned to have alleys included. There being no further business, on motion of Trustee Ii. C. City Hall, Newport Beach, Oct. 1, 1923. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing all the members present except Trustee Goo. P. Wilson. The minutes of the previous meeting were read and approved. The reports of the heads of the departments were read, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the action taken at the last meeting in regard to lights on 36th Street and Finley Avenue was recinded. On motion of Trustee Conrad Richter seconded by Trustee L. S. Wilkinson and carried, the City Electrician and City Engineer were instructed to matte an estimate of the cost of lighting 36th Street and Finley Avenue from the Rivo Alto Bridge to the Boulevard and report at the ne:a meeting.
