City Hall, Newport Beach, October 29, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The report of '.:rater Superintendent i.`c Eillan in regard to
laying lateral water mains on Balboa Island was read, and on motion
' of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and
carried., the report was accepted and laid on the table until after the
sewer is in on the Island.
The communications were read and referred to the proper
order of business.
UNFINISHED BUSIITESS.
Further hearing of protests on Resolution of Intention No.
250 for vacating a portion of Coast Boulevard were continued to
Monday, Nov. 5, 1923 at 7:30 o'clock p.m.
This being the time fixed for opening bids for lowering the
Southern Pacific grade from the wharf to the Pacific Electric right -
of -tray, and the Board in open session publicly opened, examined and
declared all sealed bids received for said work, to -wit:

The bids were considered. and 6n motion of Trustee Geo. P.
I7ilson seconded by Trustee H. C. Sloan and carried, all bids were
rejected except the one from Ernest i:. Burris and he was awarded the
contract for taking down the embankment; all checks or bonds of
unsuccessful bidders to be returned.
This being the time fixed for opening bids for certain work
on Ocean ';oulevard and certain other streets, avenues and alleys in
Tract No. 518 within said City as contemplated by Resolution of
Intention No. 253 of this Board, the Board in open session publicly
opened, examined and declared all sealed bids received for said work,
to-wit:

And thereupon said bids were referred to the City Engineer
for checking and report.
TIE ".' BUSINESS.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, a Map of Tract No. 553 Gibson home Place coming
within the three mile limit of the City, and being accompanied with a
blue print, was approved.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.
C. Sloan and carried, the Surety Bond of F. F. Thorpe in the sum,of
N500.00 for housemoving license, was accepted.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, the bill of George A. Barrows amounting to
(',5.830.80 for building the new Jail was referred to the City Engineer
for checking and report.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.
S. Wilkinson and carried, the application of 13. Cardoza Sloan for
transfer of Apartment House license No. 61 to DIrs. Estelle Porter,
was granted.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.
P. Wilson and carried, the application of Roy H. Summers for permission
to build a boat landing in front of Lots 3 and 4 of Block 2, Balboa
Bayside Tract, was granted subject to the will of the Board.
A. deed from the City of Newport Beach. to J. H. and ElizabetY!
Evans and C. R. and Clara L. Van DuT,Jn covering a portion of Lot 13 in
Block 130 of Lake Tract on which they were asking a Certificate of
Title, was discussed, and on motion of Trustee Geo. P. ':Nilson seconded
by Trustee H. C. Sloan and carried, the City Clerk was asked to
investigate and see if the City had a certificate of title to the lot
before they sold it and report at the next meeting.
On motion of Trustee Geo. P. Nilson seconded by Trustee Conrad
Richter and carried, the communication from Geo. C. Hines asking for
an exclusive live bait concession on the i:;unicipal Pier during June,
July, August and September, was filed for future consideration.
The City Engineer reported that the California Construction
Co. is the lowest bidder for the work to be done on Ocean Boulevard
and certain other streets, avenues and alleys in Tract No. 518 within
said City, and thereupon Trustee L. S. Wilkinson presented Resolution
No. 267 entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, awarding the contract for certain work on
Ocean Boulevard and certain other streets, avenues and
alleys in Tract No. 518 as per map thereof recorded in
I.iscellaneous Eaps, Book 17, Pages 33, 34, 35 and 36,
Records of Orange County, California, within said City,
and on his motion duly seconded, said Resolution was
adopted by the following vote:
Ayes, Trustees J. J. Schnitker, II. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The City Engineer presented a diagram showing the exterior
boundaries of assessment district also the lots, pieces or parcels
of land included within said district and the improvements constructed
on certain portions of Coast Boulevard Place, Coast Boulevard, 29th
Street, 36th Street, Finley Avenue and of a certain alley, as said
improvements and assessment district are described in Resolution of
Intention No. 233 of the Board of Trustees of said City, passed on
T,.ay 7, 1923. Upon a motion by Trustee Geo. P. 'Nilson seconded by
Trustee L. S. Wilkinson said diagram was'approved as the diagram of
the assessment district to pay the costs and.expenses of the _
improvements described in said Resolution of Intention No. 233, and
which was carried by the following vote, to' -wit:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.

On motion of ''ru stee H. C. Sloan seconded by Trustee Conrad
Richter and carried, a Map of Tract No. 521 being a subdivision of
Lots 181, 191 -and 201 of Newport Heights, was approved but not to be
signed and delivered until a blue print was brought in.

The application of C. A. Price for permission to build a
landing pier in front of Collins Isle, was laid over for the customary
two creeks.
On motion of Trustee Geo. P. ?�lilson seconded by Trustee 1I.
C. Sloan and carried, a LIap of Tract.No. 589 being a subdivision of
the West 150 ft, of the north half of Lot 14 Fairview Farms, was
approved but not to be signed and delivered until a blue print was
brought in.
There being no further business on motion of Trustee Geo.
P. l'Jilson seconded by Trustee Conrad Richter and carried, the meeting
' adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting was

The reports of the heads of the departments were read and
on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
Wilson and carried, the reports were accepted and filed.
UNFINISHED BUSINESS.
Further hearing of protests or. Resolution of Intention No.
250 for vacating a portion of Coast Boulevard were continued to L:onday
November 12, 1923 at 7:30 o'clock p.m.
The matter of a Certificate of Title for J. H. and Elizabeth
Evans covering portion of a lot deeded to them in 1914, was brought
up, and City Attorney Bishop stated that from the records the City
were not obliged to give them a Certificate of Title. On motion of
Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried,
the City Clerk was instructed to return the deed to them with the
explanation that we had no authority to give them a Certificate of
Title.
The comr!unications were read and referred to the proper
order of business.
71HEREAS we advertised for bids on a Comfort Station for the
shore end of the Nel,,rport .,iharf, and after consideration of all of the
bids it appeared to the Board of Trustees that the construction could
be done more economically by purchasing the material in the open
' market and constructing it themselves. On motion of Trustee Geo.
P. r'ilson seconded by Trustee 11. C. Sloan the above Resolution was
adopted by the following vot,e:

On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the City Clerk was instructed to advertise for
bids for the Comfort Stations at Balboa and East Newport, the bids to
be opened on PSonday, November 19, 1923 at 7:30 o'clock p.m.
The communication from Harry ?Ielch, Publicity Agent was
referred to a cormaittee consisting of Trustees Geo. P. tlilson and
H. C. Sloan.
