'250.00 was allowed the committee having the Bathing Girl
Parade in charge, provided they furnished the Clerk with an itemized
statement of expenditures.
On motion of Trustee ':Tilkinson, seconded by Trustee Young
and carried, 5150.00 was allowed each end of the City for the Fourth of
July, money to be paid out of the Publicity Fund.
The openings on the Newport Pier were declared a menace in
their present condition and the Street Supt, was requested to see Geo..
Heiner and see if the matter could not be remedied.
The City Clerk received 50� from City Treasurer tlallace, the
moneys being donated by citizens who wished the chair of Trustee Richter
to be oiled before each regular meeting of the City Council. The Clerk
thereupon handed City Treasurer Wallace a receipt in full for the moneys
and agreed to assume the duty of Chief Imperial Oiler of Trustee Richter's
chair.
There being no further busines„ the meeting was adjourned,

The Board of Trustees of the City of Newport Beach met in reg-
ular session on the above date. The meetinr; was called to order by Pres-
ident ieo. P. '!ilson, The roll was called, showing the full board present.
The minutes of the last .icetirig were read and approved. The co;mnunications
were read and referred to the proper order of business.

Bishop stated that tlere bein-� no official protests, no hearing would be re-
quired.

poration, and until tha ore,anization was completed, nothing further could be
done.

City rttorney bishop that the easement be accepted. On motion of Trustee
Young, seconded by Trustee Sloan, and carried, the easement of 28th St, was
accepted and ordered signed bir the Clerk and President of the Bo-'.rd on be-
half of the City of Kerrnort Beach.

Trustee Sloan introduced an ordinance ordering an improvement
made in the City of i.ewport Beach, directing anaaction to be brought by the
city attoimey in the Suucrior Court of Orange County in the name of the
City of ;'ewoort Beach for condemnation of the property necessary and con-
venient to be ta'.:en foi• such improvement, describing the improvement and re-
ferring to Ordinance of Intention Wo. 251; the ordinance was orde_ed filed,
read, considered, designated Ordinance No. 259 and referred to the City
Attorney.
RESOLUTION NO. 289
Trustee Sloan presented and moved the adoption of Resolution
No. 289, entitled " A Resolution of the Board of Trustees of Newport
Beach, declaring their intention to order the improvement of certain
portions of McFadden Place and 21st Street, within said City, under the '
improvement Act of 1911, and the amendments to said Act" which motion
was seconded ty Trustee Young, and carried by the following vote;
Ayes, Trustees, Wilson, Sjoan, Young, Richter and Wilkinson. Noes, None
Absent, None.
RESOLUTION NO. 290
A Resolution of the Board of Trustees of the City of Newport
Beach, declaring their intention to vacate, close up and abandon for pub-
lic street purposes certain portions of Ocean Blvd. and certain other
streets within said city, was adopted with instructions that a map of
the proposed improvement be filed with the Clerk with sufficient moneys
for the recording of same.
On motion of Trustee Sloan, seconded by Trustee Young and
carried, application to operate a hotel at 206 Main St., Elsie Simpson,
was granted.
On motion of Trustee Sloan, seconded by Trustee Young and
carried, application to o perate a concession at 206 Main St., Chas.
Simpson, was granted,
On motion of Trustee Sloan, seconded by Trustee Young appli-
catibn:_for a permit to operate a restaurant at 127 Bay Ave,, East', S.
Butler, was granted.
On motion of Trustee Sloan, seconded by Trustee Young and
carried, application for a permit to operate a fish market, F.E.
Fredericks, in the Balboa Pavilion Bldg., was granted,
On motion of Trustee Young , seconded by Trustee Wilkinson, and '
carried, application for permit to operate a soft- drink'.stand, in the'.,
Irwin Bldg. ;-W.P.Irwin, was granted.
On motion of Trustee Wilkinson, seconded by Trustee Young and
carried, application for permit to operate a game of skill in Block 21
Newport Beach, W.L.Howand, was granted.
COIF M, 4ICATIONS.
In a communication to the Board, Harbor Master, J.A.Beek,
suggested three names, Captain Tom Jay, Captain Spofford and Reginald
White for the position of Deputy Harbor Master. Trustee Richter, in
words of high commendation nominated William Spofford, which was seconded
by Trustee Sloan, On motion of Trustee Wilkinson, seconded by Trustee
Young, a substitute motion was made that the matter be referred to Har-
bor Master, J.A.Beek. Vote on the substitution resulted in a tie vote
with Trustee Wilkinson and Trustee Young for, and Trustee Richter and Trustee
Sloan against. Trustee Wilsonts vote was needed to break the tie
and he voted against. On Trustee Ribhterts motion to appoint Captain
Spofford, Trustees Richter, Sloan and Wilson, voted aye. Thereupon,
Captain Spofford was declared elected to the position of Deputy Harbor
Master, at a monthly salary of $50.00
The application of Chas. Ehrhorn for the placing of a float at
the end of Montero Ave., was laid over for the usual two weeks,
Application of Ben Cope to erect a pier at Lot 11, Block 21 ,
Eastside Addition to Balboa Tract was laid on the table and the Clerk
instructed to secure a plan of said pier.
On motion of Trustee Wilkinson, seconded by Trustee Sloan and
carried, a petition regarding drilling for oil in certain portions of
West Newport, was referred to the planning commission, for recommendation
and report.
The matter of paving certain streets on Newport Heights with
Warrenite, or Willite, was again brought to the Boards attention by t
petition seigned by property owners of Newport Heights. It was decided
after a great data deal of discussion, that the entire project would be
dropped for the time being. The petition was ordered riled.
A petition was presented to the Board, signed by fourteen
citizens and tazpayers, requesting the purchase of Lot 21, Block 3 0 for

alleys in Sections 1, 21 32 4, and 5 of Balboa Island was again brought
to the attention of the -)oard of Trustees, and petitions.for t?:e improve-
ment were presented. This i:-!provement was urged by citizens and property
ovmers'of Balboa Island, and on motion: of Trustee �ailkinson, seconded by
Trustee Sloan, and carried, the tatter was referred to the Cit -. Engineer,
with instructions to com,lete necessary work, and details to bring about
the imp_ roveltment.
it communication was received from the L7illing "orkers, request-
'in permission from the Board to sell cooked food, the place of sale to
be located at the ;ewpui•t Pavi.Lion. Trustee Wilkinson stated that lie be-
lieved that the Pavilion should be-kept henceforth for the use of the
general pu')lic} and on motion of Trustee Cfilkinson, seconded by Trustee
Sloan a-id carried, the C -e rk was instructed to reply, stating that it was
the sentiment of the Doard t at this location should be kept open for the
use and convenience of the general public.
On motion of yrustee Sloan, seconded by Trustee Richter, and
carried, permission was g. °anted for the erection of a pier or dock, to be
located at Lot 3, Block 13, Section 1 of Balboa Island, improvement to
be carried out, subject to the will of the Board.

carried, r,si ,'nation of Byron Hall, City 1ecorder, to take effect August
lst, 1924, was accepted. His request for temporary vacation was laid
over to the ne,a veetin,, of the City Council, owing to the fact that it

A. H. 'iilson had been elected to the office of City Recorder.
City Advertising ?tanager, Harry F!elch, sub*.iitted a plan of enter-
'tainment, including boat races, and water sports for the remaining week-
ends of .7uly and August. On motion of Trustee Richter, seconded by Trustee
Young and carried, it was moved that the plan be accepted and that five
hundred dollars be appropriated out of the City advertising Fund, for prizes
as outlined by i.ir. '7elch. It was also agreed that the plans be sub mitted
to the .'ewport ?iarbor Yacht Club, for their approval and co- operation. On
motion of Trustee Young, seconded by Trustee .:ilkinson, and carried, de-
m -nds . :iere approved and warrants ordered drawn fro same.
The matter of automobiles parking three deep on Island Avenue
was b:•ought to the attention of the Board by 1.1r. Lhrhorn, and the Chair
referred the natter to the Police Committee.
On notion of ' Trustee ! Uchter, seconded by Trustee Young and car-
ried, the Oran3e County Chamber of Commerce wa•s requested to find new quart -rs
owing to t'ie =act t,at more room was needed for City business.
On On motion of Trustee Sloan, seconded by Trustee Younj3 and carried,
plan for r- subdividing of Tracts 711 and 712 were approved and copy of plans
ordered filed with tice Cit -r Cle °k.
On motion of �Irustae Sloan, seconded by Trustee Young and carried,
the meeting was adjourned to July 21st, 1924.
