M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present: The notice of call of the meeting was read as follows: NOTICE IS HEREBY GIVEN THAT A SPECIAL MEETING OF THE , BOARD OF TRUSTEES OF THE CITY OF NEWPORT BEACH IS CALLED FOR THE HOUR OF 5:15 O'CLOCK.P. M. OF SATURDAY, MAY 29, 19261IN THE COUNCIL CHAMBER OF THE CITY HALL THEREOF, FOR THE PURPOSE OF CONSIDERATION OF A MEANS OF FLUSHING THE SEPTIC TANK, AND TAKING CARE.OF THE DISCHARGE THEREFROM. City Engineer Kressly explained in detail the conditions at the septic tank and why the plan as outlined by Water Superintendent Daley at a previous meeting, could not be followed out without endangering the tank. The matter was discussed thoroughly and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, the instructions given the Water Superintendent at the last meeting with, regard to experimenting in withholding the sewage on the incoming tides be rescinded and we resume the old order of sewage disposal. There being no further business on motion of Trustee Fred W. Young seconded by Trustee L. S. Wilkinson and carried, the meeting adjourned. Pre en oar o Trua ees. Approved, June 7, 1926. Attest.: City Clerk. City Hall, Newport Beach, June 7, 1926. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present. The minutes of the previous regular meeting were read and approved as read. The minutes of the special meeting of May 29th were read and approved as read. The reports of the heads of the departments were read and on motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the reports were accepted and filed. Trustee Harry H. Williamson reported that the Planning Commission would recommend placing house numbers and street names on Corona Del Mar, and if necessary an assessment district be formed. On motion of Trustee Felix B. Modjeska seconded by Trustee Harry H. Williamson and carried, the matter was turned over to the Street Department for action if the expense is not over $300.00, and if it is more than that to report back at the next meeting. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, the matter of beautifying the parking spaces on Corona Del Mar with shrubs and trees, was referred to the City Attorney. The communications were read and on motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, a vote of thanks was extended to Foster & Kleiser Co. for the free 351 advertising space for the harbor bonds to the extent of.$515.00. Also a vote of thanks was extended to Balboa Palisades Club for 5000 copies of the report of General Lansing H. Beach. The request of Ben Cope for permission to construct a pier for N. M. Smith in front of Lot 9, Block 2, Section 1, Balboa Island, was referred to the City Engineer for the customary two weeks. The communication of E. C. Sisson of Pasadena objecting to the penalty on water bills, was read, and the Clerk was instructed to write him that it was a City Ordinance and had to be followed. On motion of Trustee L. S. Wilkinson seconded by Trustee Fred ' W. Young and carried, the estimate of the Advertising Manager that it would require $1,500.00 additional for the Harbor Bond election, was accepted and the money to be set aside out of the advertising fund. On motion of Trustee Fred W. Young seconded by Trustee L. S. Wilkinson and carried, the request of the Publicity Agent for $650.00 for advertising during the month of June was allowed. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the petition for the removal of the float at the foot of Montero Street was referred to the Harbor Master for disposition. . The letter from the War Department in regard to the Santa Ana outfall sewer was filed. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, the application of Ben Cope for permission to construct a pier for C. E. Hoffman in front of Lot 10, Block 21, East Side Addition to Balboa Tract, was allowed subject to the will of the Board. The communication from L. L. Garrigues in regard to paving the road from Balboa Island bridge up the hill, was referred to the Street Superintendent for report at the next meeting. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the extension of 60 days time asked for by Kavanaugh & Twohy was allowed only for completion of the warrant. On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, the matter of refunding $350.00 to W. J. Truax for the house put up on the Camp Ground, was referred to the Street Committee and Street Superintendent to report on the value of same. On motion of Trustee L. S. Wilkinson secomded by Trustee Felix B. Modjeska and carried, the transfer of $2,050.00 from the general fund to the gas system interest and sinking fund, and $3,000.00 from the general fund to the Library fund, were allowed and ordered made. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the application of H. Rodle for license to operate a hot dog and soft drink stand on the bay front at Balboa, was allowed. On motion of Trustee Fred W. Young seconded by Trustee Harry H. Williamson and carried, the application of the Table Gof & Amusement Co. for license to operate a table gof game, and license to sell candy sandwiches, soft drinks, etc. were allowed. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the application of Everett Mitchell for soldier exemption license to operate a wholesale pie wagon, the license was allowed providing he pay the usual fee for same. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the application of Clyde Daniels for license to run a fruit and vegetable stand on Lot 1, Block 23 Newport Beach Tract was allowed. On motion of Trustee Fred W. Young seconded by Trustee Harry H. Williamson and carried,- the application of J. Whitmore for general ' business license to sell soft drinks and sandwiches from a wagon at East Newport, was allowed under restrictions that he attach to sewer. On motion of Trustee Felix B. Modjeska seconded by Trustee Fred W. Young and carried, the application of Paul D. Roettinger for general contractors license was granted when the fee is paid. The Grant Deed of the Irvine Company to the City of Newport Beach, dated the 29th day of June, 1925, and the real property therein granted by them, is accepted on behalf of the City of Newport Beach, and proper resolution to be attached and recorded. Trustee Harry H. Williamson moved seconded by Trustee Fred W. Young and upon call of the roll the above resolution was carried by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Fred W. Young, Harry H. Williamson, Conrad Richter, Noes, Trustees None. Absent, Trustees None. 352 On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, the petition to vacate a portion of Pacific Drive on Corona Del Mar, was referred to the Street Committee, Street Superintendent and City Engineer to report on at the next meeting. The communication from the Balboa Yacht & Swimming Club in regard to connecting on to the sewer was filed. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young, the resignation of Frank L. Rinehart as City Treasurer was accepted as of date June 7th 1926 by the following vote: Ayes, Trustees L. S. Wilkinson.. Felix B. Modjeska, Fred W. Young, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustees None. R: S. Briggs was nominated for the office of City Treasurer of the City of Newport Beach, and on motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, Mr. Briggs was appointed to fill that office for the unexpired term of Frank L. Rinehart resigned. On motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, the communications from E. G. Smith and Mrs. N. T. Garrett in regard to the paper boy, were referred to City Marshal Adams to take up with Mr. Louth. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, a vote of thanks was extended to the Huntington Beach Fire Department for their prompt and efficient service at the bath house fire, and also to the Santa Ana Fire Department. Wingerhofer & Singer made a request for rebate of $457.49 on tax penalties on the cannery property which they had to take on a mortgage. The matter was discussed and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the request was denied. Mrs. Bain was present and explained about the Elgin Street Sweeper which she represented, but no action was taken as the City was not in the market for one at this time. An application from Leo M. Willeford, a disabled soldier, for a space at the Camp Ground for a restaurant, lunch counter and general business, was discussed, and on motion of Trustee Fred W. Young seconded by.Trustee Felix B. Modjeska and carried, a lease was to be drawn by the City Attorney on basis of two years, with the provision that the City can terminate the lease at any time should occasion arise. Antar Deraga stated he should have one or more life guards to properly protect the beach. The matter was discussed and on motion of Trustee Felix n. Modjeska seconded by Trustee Fred W. Young and carried, Mr. Deraga was authorized to employ one additional life guard during the months of June, July, August and September at a salary of $100.00 per month. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the Chair was asked to appoint a committee of citizens to attend a meeting at Laguna Beach, in regard to a gas line through Corona Del Mar and the increased rates to be charged for gas. The Committee appointed are H. Cardoza Sloan, Norman Robotham and E. C. Lucas. Mr. Grant representing Foster & Kleiser Co. brought up the matter that our bill board ordinance did not allow a standard size bill board in the City, and would like to have it changed. The matter was discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred w. Young and carriea, it was referred to the Committee of the Whole. The City Engineer presented a diagram of the lands included within the assessment district for the improvement of certain portions of Central Avenue and other streets as contemplated by Resolution of intention No. 348, passed by this Board November 2, 1925. Upon motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska said diagram was approved by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Fred W. Young, Harry H. Williamson-0 Conrad Richter. Noes, Trustees None. Absent, Trustees None. P Y 353 Trustee Harry H. Williamson-introduced an ordinance amending certain sections, of Ordinance No. 4 of the City of Newport Beach. The ordinance was ordered filed, read, considered, designated Ordinance No. 303 and referred to the City Attorney. Trustee Fred W. Young introduced an ordinance amending certain sections of Ordinance No. 268 of the City of Newport Beach. The ordinance was ordered filed, read, considered, designated Ordinance No. 302 and referred to the City Attorney. The City Clerk was instructedtto write to Fire Chief Jackson ' that the amount of his salary would have to remain the same as it is until the budget is made up for next year. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the demands which were in due form and approved by the Finance Committee, were allowed and warrants to be drawn for same. The unsigned demands were to be allowed when properly signed. Water Sisperintendent Daley brought up the matter of church parsonages paying for city water, which was discussed, and decided that churches and parsonages should both pay for the water used. On motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, a proclamation was to be issued calling upon all citizens to get out and vote at the Harbor Bond election. M. OF TUESDAY, JUNE 15, 1926 IN THE COUNCIL CHAMBER OF THE CITY HALL THEREOF, FOR THE PURPOSE OF CONSIDERING: 1ST. CONFIRMING APPOINTMENT OF AUSTIN BROWN AS BUILDING AND PLUMBING INSPECTOR. 2D. LEASING THE NEWPORT PAVILION AS TEMPORARY BATHHOUSE. 3D. PROPOSED PIERWORK OF BEN COPE. 4TH. APPROVAL OF MAPS OF DR. SOILAND AND J. H. MACKLIN. ' The matter of Building and Plumbing Inspector was discussed, and on motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, Austin Brown was appointed to fill the office until the return of Eugene Fenelon who is on a Vacation. As the only bathhouse in Newport end of town burned recently, the matter of leasing the Newport Pavilion for a temporary bathhouse was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, a lease was to be drawn up by the City Attorney with Mr. W. McKay for the summer season including July, August and September at a nominal rental of $15.00 per month; he to return the building in as good condition as when he took it, the building to be used for bathhouse purposes only, all other business to be excluded.
