The matter of a license for a fish stand asked for by A.R.
Howard near the Arches, was discussed, and on motion of Trustee L.'S.
Wilkinson seconded by Trustee Fred W. Young and carried, the Clerk
was instruc$ed to notify Mr. Howard that the Board does not care to
entertain any small leases along'the bay front.
There being no further business on motion of Trustee Fred
W. Young seconded by Trustee F. Be Modjeska and carried, the meeting
adjourned to 7:30 o'clock P. M. on Monday, May 16, L 27.

City Hall, Newport Beach, May 169 1927-
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above date. The
meeting was called to order by President Conrad Richter.
The roll'was called showing the full Board present.
The minutes of the previous meeting were read and approved
as read.
The communications from Fire Chief Crocker were'oonsidered,
and on motion of Trustee L. Be Wilkinson seconded by Trustee F. Be
Modjeska and carried, the request to transfer the electric siren
used as a drowning signal, to Tait's Garage on Corona Del Mar was
granted, and the offer of Geo. S. Richardson of Balboa Island to
house the Dodge Fire truck free of charge, was accepted commencing
June 10 1927-
On motion of Trustee Harry H. Williamson seconded by Trustee
Fred W. Young and carried, the recommendation of the Fire Chief for
purchases was approved and the supplies to be ordered.
The communications were read and acted upon as follows:
The communication from the Newport Harbor Chamber of
Commerce returning the $300.00 given by the City towards a detour
on the State Highway where it had washed out, was presented, and on
motion of Trustee Harry H. Williamson seconded by Trustee Fred W.
Young and carried, the receipt of the money was to be gratefully
acknowledged by the Clerk.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. Be Modjeska and carried, the communication from C. C. Blanchard in
regard to laundry license, was referred to the Committee of the
Whole for consideration with the license ordinance.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. Be Modjeska and carried:; 'the communication from V. P. Smith of
Corona Del Mar in regard to burning weeds was referred to the Street
Department for attention.
On motion of Trustee Harry H. Williamson seconded by Trustee
Fred W. Young and carried, the communication from the Pacific Electric
Railway Co. in regard to the extra charge for pipe line crossings
was referred to the City Engineer for his reference and then to be
filed.
On motion of Trustee Harry H. Williamson seconded by Trustee
' Fred W. Young and carried, the communication from i2ary B. Sanborn
in regard to building moved along the beach, was referred to the
Street Department.
On motion of Trustee F. Be Modjeska seconded by Trustee Fred
W. Young and carried, the communication from Major Finch of the U. Be
Engineers Office in regard to the improvements on Parkinsons Island,
was filed.
On motion of Trustee Harry H. Williamson seconded by Trustee
L. S. Wilkinson and carried, the refund asked for by H. E. Maehem for
rent paid on the camp ground store was referred to City Auditor Briggs
for investigation and report.
On motion of Trustee Fred W. Young seconded by Trustee F. Be
Modjeska and carried, the request of the Contractors to have their
license leff as before, was referred to the Committee of the Whole
for consideration with the license ordinance.

On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W.'Younr, and carried, the communication from Harbor Master Jay asking
for a raisein salary for the summer months was referred to the
Committee of the Whole.
On motion of Trustee Fred W. Young seconded by Trustee F. B.
Modjeska and oarried,'the application of Ruth Reid for license to
operate a beauty parlor in Bay View Hotel; the application of U. B.
dronhalt for license to operate a lunch stand on Lot 99 Block 11, '
Balboa Tract', and the application of Tom'R. Hutton for license to
sell tamales and cold drinks at 110 Main Street, Balboa, were granted.
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and carried, the application of Mrs W. L. Harvey for
transfer of her business license to A. C. Carrington was granted.
Dr. John H. Bowers, Meat & Fish Inspector of Santa Ana was
present and referred to the unsanitary condition of the beach where
the fishermen sell their fish, and stated the County Ordinance adopted
when he was apointed Meat Inspector called for all fish offered for
sale to be iced. Some of the fishermen were present and admitted
the sanitary conditions should be improved but it would be ptaotioally
impossible to ice them, and they are practically all sold the day
they are caught.
The matter was discussed and on motion of Trustee Harry H.
Williamson seconded by Trustee'F. B. Modjeska and carried, the matter
was placed under Police supervision to see that.the benches or tables
are kept clean and any fish to be kept overnight to be properly Iced.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. B. Modjeska and oairied, demands No. 2124 to 2126 inclusive, having
been signed and approved by the Finance Committee, were allowed and w
warrants to be drawn for same.
The demand of Cullinan & Patton for refund of license was
disallowed.
NEW BUSINESS
Trustee Harry H. Williamson introduced an ordinance establishing
fire zones and providing certain regulations therein. The ordinance
was read, considered, designated Ordinance No 310 and passed to
the second reading.
The matter of licenses for,the different trades•and callings
in the City of Newport Beach Was gone into thoroughly and Trustee Fred
W. Young introduced an ordinance fixing the licenses in the City of
Newport Beao #.' The ordinance was read, considered, designated
Ordinance No. 321 and passed to the second reading.
City Engineer Kressly presented plans and specifications
for a lighting system on Corona Del Mar,'and Trustee L. S. Wilkinson
introduced a Resolution, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH ADOPTING SPECIFICATIONS NO. 42 FOR THE
CONSTRUCTION AND INSTALLATION OF CONDUITS AND METAL LIGHTING
STANDARDS FOR ORNAMENTAL LIGHTING IN THE CITY OF NEWPORT
BEACH.
The Resolution was read, considered, designated RESOLUTION
NO. 425 and upon call of the roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
Harry H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
Trustee F. B. Modjeska introduced a Resolution, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH ADOPTING CERTAIN PLANS FOR THE IMPROVEMENT
OF CERTAIN PORTIONS OF COAST BOULEVARD AND OTHER STREETS
WITHIN SAID CITY.
The Resolution was read, considered, designated RESOLUTION
NO 426, and upon call of the roll passed by the following vote:
AYES, Trustees L. S. Wilkinson, F. B. Modjeska, Fred W. Young,
Harry H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
Trustee-Fred W. Young introduced a Resolution entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH DECLARING THEIR INTENTION TO ORDER THE
IMPROVEMENT OF CERTAIN PORTIONS OF COAST BOULEVARD AND
OTHER STREETS WITHIN SAID CITY, UNDER THE IMPROVEMENT
ACT OF 1911, AND THE AMENDMENTS TO SAID ACT.

427, and upon call of.the roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
Harry H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
It was moved by Trustee Harry.H. Williamson seconded by
Trustee Fred W. Young and carried, that the diagram p esented by the
City Engineer for the improvement of certain portions of Bay Avenue
as contemplated by Resolution of Intention No. 411, be•accepted.
It was moved by Trustee F, Be Modjeska seconded by Trustee
' Fred W. Young and carried, that the diagram presented by the City
Engineer for the improvement of certain portions of 22d street, the
Arcade and other streets as contemplated by Resolution of Intention
No. 406, be accepted.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. Be Modjeska and carried, Harry Welch was to be employed for one
month at a salary of $100.00 to compile, catalogue, index and file
with the Secretary of the Newport Harbor Chamber:of Commerce the
Information now in his hands and belonging to the City.
The matter of raise in salary of the Harbor Master during the
summer months was.conaidered, and on motion-of Trustee Harry H.
Williamson seconded by Trustee F. Be Modjeska and carried, 0150.00
per month was allowed for July, August and September, and $75.00 per
month for the balance of the year.
A recess was taken for the Committee of the Whole to meet.
After the recess President Richter again called the meeting
to order, and a motion by Trustee Harry H. Williamson seconded by Trustee
Fred W. Young, that the communication from the City Marshal asking the
dismissal of two Police Officers be laid over for one week for further
consideration, was lost by the following vote:
AYES, Trustees,Fred W. Young, Harry H. Williamson.
NOES, Trustees L.S.Wilkinson, F.B.Modjeska, Conrad Richter.
ABSENT, Trustees None.
' On motion of Trustee L. Be Wilkinson seconded by Trustee F.B.
Modjeska, the City Marshal was supported in his position and his action
approved by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeaka, Conrad Richter.
NOES, Trustees Fred W. Young, Harry H. Williamson.
ABSENT, Trustees None.
There being no further business on motion of Trustee F. B.
Modjeska seconded by Trustee Harry H. Williamson and carried, the

On motion of Trustee F. Be Modjeska seconded by Trustee Harry
H. Williamson and carried, the Harbor Master was instructed to devote
his entire time on the bay during the month of June, and the increase
of salary would commence June 1, 1927-
