Pursuant to call thereof by the President of the Board of
Trustees of the City of Newport Beach and notice delivered to each
member at least three hours before the time specified for the
meeting, the Board of Trustees met at the place and on the date
above mentioned at 7:30 o'clock P. M. The meeting was called to
order by President Conrad Richter.
The roll was called showing all the members present except
Trustee Fred W. Young.
The call was read and the Board proceeded to consider the
subjeot for which the meeting was called.
The communication from the Jetty Celebration Committee of
the Newport Harbor Chamber of Commerce was read and discussed, and on
motion of Trustee'H.'H. Williamson seconded by Trustee F. B. Modjeska
$400.00 was allowed out of the advertising fund for music and
publicity for the celebration on June 19, 1927) by the following vote:
AYES, Trustees L.'S. Wilkinson, F.B. Modjeska, H.H.Williamson,
Conrad Richter.
NOES, Trustees None.
ABSENT, Trustee Fred W. Young.

Pursuant to call thereof by the President of the Board of
Trustees of the City of Newport Beach and notice delivered to each
member at least three hours before the time specified for.the meeting,
the Board of Trustees met at the place and on the date above
mentioned at 5:15 o'clock P. M. The meeting was called to order by
President Conrad Richter.
The roll was called showing the full Board present.
The call was read and the Board proceeded to consider the
subjects for which the meeting was called.
Building Inspector Fenelon brought up the matter of Mr. Tudor
and Garrigues wanting to move some small buildinge.from one fire zone
to another for the erection of a larger building, and Mr. Fenelon
cited the section of the new ordinance prohibiting it, and President
Richter also stated that the City Attorney advised that it could not
be legally done according to the ordinance, therefore no action was
necessary in the matter.

President Conrad Richter then stated it was the intention of
the Jetty Construction Committee to use the Hauser Construction Co.
strusture for the speakers platforifi at the celebration Sunday, June
19, 19279 but that the Hauser Construction Co. wanted to be released
from any public liability for accidents. The matter was considered
and on motion of Trustee H. H. Williamson seconded by,Trustee F. B.
Modjeska an$ carried, the President and Clerk of the Board were
authorized to sign such a release, and arrangements were to be made
for the Oity•to carry public liability insurance for that day.
There being no,:-further business on motion of Trustee F. B.
Modjeska seconded by Trustee Fred W. Young and oarr , e meeting

City Hall, Newport Beach, June 20, 1927-
Pursuant to a call thereof by the President of the Board of
Trustees of the City of Newport Beach and notice delivered to each
member at least three hours before the time specified`for the meeting,
the Board met at the place and on the date above mentioned at 5:15
o'clock P.'M. The meeting'was called to order by President Conrad
Richter.
The roll was called showing Trustees F. B. Modjeska, Fred
W. Young'and Conrad Richter present.
The call was read and the Board proceeded to consider the
subjeots for which the meeting was called.
City Engineer gressly referred*to'the matter of labor agitators
interfering with the men working on the.jetty, and also stated that our
contract with the Hauser Construction Co. would not allow the men to
work more than 6 hours a day. He therefore presented the following
resolution for consideration:
WHEREAS, the City of Newport Beach a Municipal Corporation,
organized and existing under and by virtue of the laws of the State
of California, did on the 11th day of May, 1927s enter into a contract
with the Hauser Construction Company, a Corporation existing under
and by virtue of the laws of the State of Oregon, with its principal
place of business in the City of Portland, State of Oregon, and duly
licensed and authorized to.do business and doing business in the
State of California, for the construction and repair of the present
west jetty and the construction of revetments along the westerly side
of the entrance channel to Newport Bay and along the shore line of
the Pacific Ocean westerly of and adjacent to the present west jetty;
and
WHEREAS, said contract contains a clause which provides that
the Contractor, the said Hauser Construction Company, shall forfeit,
as a penalty to the City of Newport Beach, ten dollars for each laborer
workman or mechanic employed, in the execution of said contract, by
it, or by any subcontractor under it, upon any of the work provided
in said contract, for each calendar day during which such laborer,
workman or mechanic is required or permitted to labor more than eight
hours, as required in section 653c of the Penal Code of the State of
Oalifornia;'and
WHEREAS, the function of the present west jetty is the
protection of the entrance channel to'Ne'wport Bay and'to render said
channel safe to all persons using said channel for boating, yachting
and navigation purposes; and
WHEREAS, the said west jetty has during some time past been
in a condition that it did not afford proper and adequate protection
to those using said channel, and as a consequence thereof many lives
have been endangered amd some lives have been lost; and
WAREAS, the lack of protection along the west side of the
channel and along the shore line of the Pacific Ocean westerly of and
adjacent to the present west jetty, has been the cause of damaging
thousands of dollars worth of private property, as well as street
pavements, sewers, water pipes, boardwalks and other public property;
