The communication from James W. Sprague stating that it
was impossible to get live bait on the Balboa pier a great deal of
the time was considered, and on motion of Trustee H. H. Williamson
seconded by Trustee F. Be Modjeska and carried, the City Clerk was
instructed to notify Mr. Wilkins that unless he gave efficient
service his contract would be cancelled.
On motion of Trustee Fred W. Young seconded by Trustee H. H.
Williamson and carried, the communication from J. J. Metz, swimming
instructor was filed.
On motion of Trustee F. Be Modjeska seconded by Trustee H.
H. Williamson and carried, the communication from Henry E. Millar
expressing appreciation for the action taken in the hydroplane matter,
was filed.
President Conrad Richter presented a Notice of Suit filed by
Geo. W. Harbou and Louis Dexter-for quiet title to Lots 1 and 2 in
Tidelands Location No. 267, and same was referred to the City Attorney
for attention.
-0n motion of Trustee H. H. Williamson seconded by Trustee
Fred W. Young and carried, the three demands of City Treasurer Briggs
for bond requirements, having been approved by the Finance Committee
were allowed and warrants to be drawn for same.
Norman Robotham presented a sketch of another road leading
into the City from Fairview Avenue, Costa Mesa down over the bluff
going over the State Highway at about 44th Street, to relieve conges-
tion on busy days. The matter was discussed and on motion of Trustee
H. H. Williamson seconded by Trustee Fred W. Young and carried, the
matter was referred to the City Engineer to take up with the State and
County Officials.
There being no further business on motion of Trustee F. Be
Modjeska seconded by Trustee Fred W. Young and Barrie meeting
adjourned Sine Die.

City Hall, Newport Beach, August 1, 1927-
The City Council of the City of Newport Beach met in regular
session at 7:30,olclock P. M. on above date. The meeting was called
to order by Mayor Conrad Richter. • -
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
Par. Hyde of the Auto Club of Southern California presented
figures for blanket insurance for the City automobiles, and on motion
of Councilman F. Be Modjeska seconded by Councilman Fred W. Young and
carried, the figures were referred to the City At►dtor and filed.
The reports of the heads of the departments were read and on
motion of Councilman L. Be Wilkinson seconded by Councilman H. H.
Williamson and carried, the reports were accepted and-filed.
• On motion of Councilman-Fred W. Young seconded by Councilman
L. S. Wilkinson and carried, the committee on leasing bay frontage
was given until the next regular meeting to make their report.
On motion of Councilman F. Be Modjeska seconded by Councilman
Fred W. Young and carried, the City Engineer was instructed to line
up the streets in Newport Beach, and renumber the streets in East
Newport, numbering them consecutively-from 9th Street east to 1st
Street and make a report on same.
On motion of Councilman H. H. Williamson seconded by Councilman
F. Be Modjeska and carried, all papers in regard to the landings on
the two piers are to be tuined over to the City Attorney so that he
can make a complete report at the next meeting.
The communications were read-and acted upon as follows:
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the request of A. A. Butterworth for per-
mission to construct a pier in front of Lot 12 Block 11 Section 41 and
one in front of Lot 19, Block 15, Section 3, Balboa Island was granted.

On motion of Councilman F. B. Modjeska seconded by Councilman
L. S. Wilkinson and carried, the communication from G. W. Kitzmiller
in regard to pulmotor was filed.
A petition signed by 25 property owners asking for better
lighting equipment on 22d and other streets'in Newport Beach was
considered, and on motion of Councilman L. S. Wilkinson seconded by
Councilman F. B. Modjeska and carried, the matter was referred to the
Street Committee and Street Superintendent for a recommendation.
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the reprimand of Louis Dixon for speeding
with the boat Zephyr near the Balboa pier, by the Supervising
Inspector of San Pedro, was filed.
The matter of automobile insurance on the pity machines was
considered, and on motion of Councilman H. H. Williamson seconded by
Councilman F. B. Modjeska and oarried, City Auditor Briggs was instructed
to ask for bids from the local insurance agents for the auto insurance.
City Auditor Briggs reteried to a mixup in the insurance on
the Library through a policy having been misplaced, and on motion of
Councilman H. H. Williamson seconded by Councilman L. S. Wilkinson
and carried, the new policy of $1,500.00 on the building was to be
cancelled and the new policy of $1,500.00 on the books was accepted,
making $1,500.00 insurance on the building and $3,000.00 on books.
On' motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, $100.00 was transfer ed from the
current expense fund to*misoellaneous expenditures A/c No. 332 for
expense of Fire Chief Crocker to the Convention', and $150.00 from
the current expense fund to A/c 491 -10 Inhallator account.
On motion of Wouncilman F. B. Modjeska seconded by Councilman
H. H. Williamson and carried, $1,623, 60 ivae allowed out of the
advertising fund for advertising from August 15th to September 15,
1927 through the Newport Harbor Chamber of Commerce.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, the communication from W. G. Wilkins
explaining about the live bait 'ehoitage on Balboa pier, was filed.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred'W. Young and carried, the Clerk was instructed to notify the
Fire Chief that it is the sense of this Council that we give such
assistance as we can at all times to any neighboring city in cases
of fire.
On motion of Councilman L. S. Wilkinson seconded by Councilman
F. B. Modjeska and carried, the application of t?m. Ponting to hold
boxing matches in the City, having been disapproved by the Chief of
Police, was denied.
The communication from Norman Robotham in regard to the
expense of a proper traffic signal for the intersection of Newport
Boulevard and State Highway was considered, and on motion of '
Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and
carried, $500.00 was set aside out of the unappropriated current
expense fund to Miscellaneous expenditures No. 332 towards the
traffic signals.
On motion of Councilman L. S. Wilkinson seconded by Councilman
F. B. Modjeska and carried, the request of Chief of Police for a
raise in salary from $3000.00 to $3600.00 a year, was referred to the
Committee of the Whole and City'Auditor for discussion.
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the application of F. A. Dryden for license
to operate a lung testing machine was granted.
On motion of Councilman Fred W. Young seconded by Councilman
F. B. Modjeska and carried, the'application of Geo. K. Noland, E. B.
Newcomb and 09 M. Brown for licenses to operate electric flashers at
Balboa, were allowed.
On motion of Councilman Fred W. Young seconded by Councilman
F. B. Modjeska and carried, the demand of J. f3. Barlow for refund of
$75.00 for unused rental of ground for skating rink which was declared
a nuisance, was allowed.
On motion of Councilman F. B. Modjeska seconded by Councilman
H. H. Williamson and carried, the communication from H. S. Crocker Co.
in regard to their blue book of Street Improvement Laws, was filed.
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the communication of C. T. Jennings in
regard to the bulkhead along the Grand Canal, Balboa Island, was
referred to the City Engineer for report.
The communication from Mrs. Ellen Crowder in regard to the
license on cottages was considered, and on motion of'Councilman H. H.
Williamson seconded by Councilman F. B. Modjeska and carried, the
Clerk was instructed to notify her that all have to pay on the same
ratio and therefore no injustice.

On motion of Councilman F. Be Modjeska seconded by Councilman
Fred W. Young and carried, the request of Arthur G. Lyons for permission
to construct a pier along the bay front about 700 feet east of the
County wharf, was allowed.
On motion of Councilman H. H. Williamson seconded by Councilman
F. Be Modjeska and carried,'the communication from the San Pedro Ranch
Nursery in regard to trees was filed.
In the report of R. D. Crenshaw & Co. they suggested there
should be some method worked out for control of the camp ground income,
and on motion of Councilman Fred W. Young seconded by Councilman H. H.
Williamson and carried, the matter was referred to the City Auditor to
work out a method.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the report of R. D. Crenshaw & Co. was
accepted.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the communication from Chief of Police in
regard to the hours of loading and unloading for the pier landings, and
also the purchase of emergency equipment for the piers, was referred
to the Committee of the Whole. '
The matter of a new automobile for the Police Department was
taken up and considered, and on motion of Councilman H.'H. Williamson
seconded by Councilman Fred W. Young, the purchase of a new Buick
Automobile was authorized at a cost of $1,500.00 with $200.00 allowance
for the old'equipment, and the City Treasurer was instructed to pay
$1,000.00 down and draw demands for $100.00 per month for six months
from September 1, 1927 for the balance by the following vote:

On motion of Councilman L. S. Wilkinson seconded by Councilman
F. Be Modjeska and carried, the demands having been approved by the
Finance Committee were allowed and warrants to be drawn for same.
Mayor Conrad Richter declared a recess for the Committee of the
Whole to meet.
After the recess Mayor Richter again called the meeting to order.
On motion of Councilman H'. H. Williamson seconded by Councilman
Fred W. Young and carried, the Clerk was instructed to advertise'for bids
for furnishing,planting and the maintenance of trees on Corona Del Mar
as contemplated by Resolution of Intention No. 429.
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the protection work done to date by the City
Engineer to save the shore end of the Jetty, is authorized by the
Council and is hereby approved.
On motion of Councilman H. H. Williamson seconded by Councilman
F. Be Modjeska and carried, Geo Hiner and W. G. Wilkens who have live
bait concessions on the two piers, were to be deputized and have charge
of the landings at a salary of $50.00 per month eaoh, and the piers
and landings to be under the superis
vion of the Police Department.
On motion of Councilman F. B. Modjeska seconded by Councilman
H. H. Williamson and carried, the request of A. V. & W. E. Jones for
permission to use Block Q in Tract 519 for a Bowling Green-.was granted,
they to make the improvements at their own expense and the same to be
for the use of the public.
On motion of Councilman L. Be Wilkinson seconded by Councilman
A. H. Williamson and carried, the Clerk was instructed to notify.'A.`J.
Tvist that the Council cannot grant his request as there is no money
available at this time.
On motion of Councilman Fred W. Young seconded by Councilman
F. B. Modjeska and carried, the Clerk was instructed to notify Chief of
Police Winn that the expenditure for emergency equipment was disallowed.
On motion of Councilman F. Be Modjeska seconded by Councilman
Fred W. Young and carried, the request of Chief of Police Winn for .
a raise in 'salary of $50.00 per month was allowed.
There being no further business on motion of Councilman H. H.
Williamson seconded by Councilman F'.B.Modjeska and r ed, the meeting
adjourned Sine Die.'
