Councilman F. B. Modjeska and carried, the demands which are in
proper form and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
The application of the Newport Fishery for license to dry,
smoke and sell fish in the Syndicate warehouse on 30th Street and
bay front, was referred to the Chief of Police for a recommendation.
The matter of purchases made by the heads of the departments
without authorization of the Council was discussed, and on motion
of Councilman L. S. Wilkinson.seconded by Councilman F. B. Modjeska
and carried, the Clerk was instructed to notify the -heads of the
' departments in writing that it is necessary to ask for appropriations
for expenditures needed during each month or the expenditures cannot
be allowed.
On motion of Councilman L. S. Wilkinson seconded by Councilman
F. B. Modjeska and carried, the Council authorized the heads of the
departments to purchase supplies noted in the budget which are
necessary for the running expenses of the City from month to month,
but not to exceed the figures designated in the budget for any month.
There being no further business on motion of Councilman
F. B. Modjeska seconded by Councilman L. S..Wilkinson and carried,
the meeting adjourned to 7:30 o'clock P. M. on Mon Oct. 10, 1927-

,The City Council of the City.of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by Mayor Conrad Richter.
The roll was called showing all members present except
Councilman Wilkinson who came in later.
The minutes of the previous meeting were read and approved
as read.
Councilman Williamson asked for more time for the Fire and
Water Committee to report on the washing and drying rack for the
Fire Department, and on motion of Councilman Fred W. Young seconded
by Councilman F. B. Modjeska and carried, the request was granted.
The communications were read and acted upon at follows:
The communication from the Commander in Chief of the
battlefleet showing that the U. S. S. Corry had been assigned to
Newport Beach on Navy Day was filed.
On motion of Councilman F. B. Modjeska seconded by
Councilman Fred W. Young and carried, the communication from D. W.
Pontius, Vice President and General Manager of the Pacific Electric
Railway Co. in regard to traffic relief on Central Avenue, was
referred to-the Committee of the Whole.
on motion of Councilman Fred W. Young seconded by Councilman
L. S. Wilkinson and carried, the communication from J. T. Ferres in
' regard to storing floats was filed.
On motion of Councilman L. S. Wilkinson seconded by
Councilman H. H. Williamson and carried, the communication in regard
to the organization of the.Hetropolitan Water District in Southern
California at an expense to the City of $25.00, was referred to the
Committee of the Whole.
On motion of Councilman H. H. Williamson seconded by
Councilman F. B. Modjeska and carried, the communication from Redfield,
Van Evera & Co. offering to buy any bonds the City has to sell, was
filed.
On motion of Councilman Wilkinson seconded by Councilman
Fred W. Young and carried, Water Superintendent Cundiff.was granted
permission to take his vacation at such times as not to interfere with
the work of his department as asked for.

On motion of Counollman.L. S. Wilkinson seconded by Councilman
F. B..Modjeska and carried, the request of the City -Clerk for two
weeks vacation was granted.
A petition signed by the merchants on the ocean front in
Newport Beach to have parking ordinance Zo 322 changed to allow
parking of automobiles on the south side of Ocean Avenue was considered,
.and on motion of Councilman F. B. Modjeska seconded by Councilman
L. S. Wilkinson and carried, the matter was referred to the Committee
on traffic for a recommendation.
On motion of Councilman L. S. Wilkinson-seconded by
Councilman F. B. Modjeska and carried, the communication from the
Balboa Angling Club objecting to the license ordinance on fishing
boats, was referred to the Committee of the Whole, and the Clerk was
instructed to notify the Balboa Angling Club and any fishermen
interested to be present at the meeting.
The communication from the First Trust & Savings Bank of -
Pasadena asking why the shore end of the jetty had not been constructed
was considered, and on motion of Councilman H. H. Williamson seconded
by Councilman Fred W. Young and carried, the matter was referred to
the City Engineer for "reply.
Councilman L. S. Wilkinson stated he would like to have the
curb and- sidewalk lines established on the south side of Ocean Drive
on Newport Heights so he could do.some planting, and on his motion
seconded by Councilman H. H. Williamson and carried, the City Engineer
was instructed to locate the sidewalk and curb lines on the south
side of Ocean Drive on Newport Heights as requested.
Councilman Fred W. Young referred to-the matter`of Motorcycle
Officer Harr E. Ri s, being entitled to two weeks vacation at the
time he eft the employ of the City. The matter was d si cuseed and
on motion of Councilman Fred W. Ypung.seconded by Councilman H. H.
Williamson and carried, Harry Riggs was to be temporarily employed
for two weeks at the same salary as formerly paid, which motion was
amended to be allowed after the report and recommendation of the
Police Committee and Chief of Police is made.
J. A. Beek presented an application for a 25 year lease on
about 12 acres of tideland back of Balboa Island which he desired to
improve into a tourist bungalow camp ground, and for "which he would
pay a niminal rental the balance to be offset by the improvements.
The matter was considered and on motion of Councilman L. S. Wilkinson
seconded by Councilman Fred W. Young and carried, the matter was
referred to the Committee of-the Whole for consideration and report.
There being no further business on motion of Councilman Fred
W. Young seconded by Councilman H. H. Williamson and carried, the
meeting adjourned Sine Die.

Putsuant to call thereof by the Mayor of the City of Newport
Beach and notice delivered to each member three hours before the time
specified for the meeting, the City Council met at the place and on
the date mentioned at 1:00 o'clock P. M.
The meeting was called to order by Mayor Conrad Richter.
The roll was called showing the full Council present.
.The call was read and the Council proceeded to consider the
subject for which the meeting was called.
Mayor Richter spoke very feelingly of the loss sustained
not only by the City but by•the whole County-in the passing of our
late City Attorney, Clyde Bishop-, and there were so many complications
in connection with the City business it was going to make it harder for
a new man to take up the work. Several applications were considered
and on motion of Councilman F. B. Modjeska seconded by Councilman H.
H. Williamson, Franklin G. West of Santa Ana was nominated and appointed
successor to the late Clyde Bishop as City Attorney of the City of
Newport Beach at the former salary of $150.00 per month by the following
vote, to -wit:
