Modjeska and carried, demands No. 1790 and 1791, having been signed and approved by the Finance Committee, were alloyed and warrants to be drawn for same. Councilman F. B. Hodjeeka was granted four weeks leave of absence as he was compelled to go to the Hospital for treatment. There being no further business on motion of Councilman Fred W. Young seconded by Councilman F. B. Modjeska an Tied, the meeting adjourned to 7:30 o'clock P. M. on Mohdajr, Ja uary 91 1928. Approved Jan. 9 2/ City Clerk. , uitiy I tri • City Hall, Newport Beach, January 9, 1928. The City Council of the City of Newport Beach met in.regular session at 7:30 o'clock P. M. on above date. 'The meeting was called to order by Mayor Conrad Richter. The roll was called showing all members present except Qouncilman F. B. Modjeska. The minutes of the previous meeting were read and approved as read. Councilman H. H. Williamson was granted more time to adjust the fishing boat license with J. K. Smith. The communications were read and acted upon as follows: On motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and carried, the request of D. L. Scott for permission to construct a pier in front of Lot 6, Block 2, Section 5, Balboa Island, was allowed subject to the will of the Board. Petitions were presented signed by 258 residents and the officers of two Ladies Societies asking that Officer 0. E. Mitchell be retained on the Police force, and on motion of Councilman L. S. Wilkinson seconded by Councilman H. H. Williamson and carried, the petitions were filed without action. On motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and carried, the communication from Hauser Construction Co. thanking the Council for their letter of appreciation .was filed. On motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and carried, the communication from the Standard Traffic Marker Co. was referred to the Chief of Police for his information. On motion of Councilman Fred W. Young seconded by Councilman H. H. Williamson and carried, the communication from Peterson Brothers in regard to authority for substituting trees on Corona Del Mar, was filed. The bond from the Hauser Construction Co. in the sum of $1,000.00 for one year to protect the City against any damage that might degelope to the streets through their operations, was presented, and on motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and carried, the bond was accepted and filed. NEW BUSINESS-. Councilman H. H. Williamson introduced a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DECLARING THAT THE PUBLIC NECESSITY AND CONVENIENCE REQUIRES THE RECONSTRUCTION OF THE BRIDGE ALONG MARINE AVENUE CONNECTING THE MAINLAND WITH BALBOA ISLAND, AND AUTHORIZING THE CITY ENGINEER TO MAKE APPLICATION TO THE U. S. DISTRICT ENGINEER FOR A PERMIT TO CONSTRUCT THE SAME. The Resolution was read, considered, designated RESOLUTION . NO. 445 and upon call of the roll passed by the following vote, to -wit: Kill AYES, Councilmen L.S.Wilkinson, Fred W.Young, H.H.Williamson, Mayor Conrad Richter. NOES, Councilmen None. ABSENT, Councilman F. B. Modjeska. The resolution presented by Vhe City Engineer for widening the Central Avenue bridge met with considerable discussion and some opposition. The Robotham plan.of a road from Fairview Avenue, Costa Mesa leading down over the State-Highway at about 44th Street, and the plan Harry Welch stated the State Highway Engineer suggested to him of going over the State Highway just east of the Southern Pacific viaduct were considered, and on motion of Councilman Fred W. Young seconded by Councilman L. S. Wilkinson and carried, the Chair was instructed to appoint a committee considting of two councilmen, two citizens, together with the City Engineer, City Attorney and Street Superintendent to consider the different plans and to make a recommendation to the Council at the next meeting. The Committee is: City Engineer Kressly, chairman, City Attorney West, Street Superintendent Rinehart, Councilmen H. H. Williamson and Fred IN. Young, Lew H. Wallace and Harry Welch. On motion of Councilman L. S. Wilkinson seconded by Councilman H. H. Williamson and carried, the Clerk was instructed to advertise for bids for building the addition to the present library building, according to plans and specifications to be filed by the Building Inspector. On motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, the two demands in proper form and approved by the Finance Committee were allowed, and-the two demands lacking the appnoval of the Auditor, were to be-allowed when approved by him. A recess was called for the Committee of the Whole to meet. After the recess Mayor Conrad Richter again called the meeting to order. The communication-from Street Superintendent Rinehart in regard: to damage done to the sidewalk from 32d to 36th Streets by the high tides, which would cost approximately 500,00 to repair, was considered; and on motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and carried, the Street Superintendent was authorized to start the work at once, and the Auditor was instructed to transfer the necessary funds from the current expense unappropriated fund to the street fund for same. There being no further business on motion of Councilman H. H. Williamson seconded by Councilman Fred W. Young and c ed, the meeting adjourned Sine Die. Approved February 6, 1925. Pursuant to call thereof by the Mayor of the City of Newport Beach and notice delivered to each member at least three hours before the time specified for the meeting, the City Council met at the place and on the date above mentioned at 7:30 o'clock P. M. The meeting was called to order by Mayor Conrad Richter. The roll was called showing all members present except Councilman F. B. Modjeska who is in the Good Samaritan Hospital sick. The call was read and the Council proceeded to consider the subjects for which the meeting was called. The majter of tidelands in controversy with the Irvine Co. was discussed, and the City Engineer presented a map and a report of the high tide line along the property. After fully considering the report and map, on motion of Councilman Fred W. Young seconded by Councilman L. S. Wilkinson the report of the City Engineer was accepted and he was instructed to furnish the description of the lines as being
