ABSENT, Councilman F. B. Modjeska.
The resolution presented by the City Engineer for widening
the Central Avenue bridge met with considerable discussion and some
opposition. The Robotham plan.of a road from Fairview Avenue, Coats
Mesa leading down over the State-Highway at about 44th Street, and the
plan Harry Welch stated the State Highway Engineer suggested to him of
going over the State Highway just east of the Southern Pacific viaduct
were considered, and on motion of Councilman Fred W. Young seconded by
Councilman L. S. Wilkinson and carried, the Chair was instructed to
appoint a committee considting of two councilmen, two citizens, together
with the City Engineer, City Attorney and Street Superintendent to
consider the different plans and to make a recommendation to the
Council at the next meeting. The Committee is: City Engineer Kressly,
chairman, City Attorney West, Street Superintendent Rinehart, Councilmen
H. H. Williamson and Fred W. Young, Lew H. Wallace and Harry Welch.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the Clerk was instructed to advertise for
bids for building the addition to the present library building,
according to plans and specifications to be filed by the Building
Inspector.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, the two demands in proper form and approved
by the Finance Committee were allowed, and.-the two demands lacking the
appooval of the Auditor, were to be-allowed when approved by him.
A recess was called for the Committee of the Whole to meet.
After the recess Mayor Conrad Richter again called the meeting
to order.
The communication from Street Superintendent Rinehart in
regard to damage done to the sidewalk from 2d to 36th Streets by the
high tides, which would cost approximately 1500.00 to repair, was
considered,• and on motion of Councilman H. H. Williamson seconded by
Councilman Fred W. Young and carried, the Street Superintendent was
authorized to start the work at once, and the Auditor was instructed
to transfer the necessary funds from the current expense unappropriated
fund to the street fund for same.
There being no further business on motion of Councilman H. H.
Williamson seconded by Councilman Fred W. Young and c ed, the
meeting adjourned Sine Die.

Pursuant to call thereof by the Mayor of the City of Newport
Beach and notice delivered to each member at least three hours before
the time specified for the meeting, the City Council met at the place
and on the date above mentioned at 7:30 o'clock P. M.
The meeting was called to order by Mayor Conrad Richter.
The roll was called showing all members present except
Councilman F. B. Modjeska who is in the Good Samaritan Hospital sick.
The call was read and the Council proceeded to consider the
subjects for which the meeting was called.
The majter of tidelands in controversy with the Irvine Co.
was discussed, and the City Engineer presented a map and a report of the
high tide line along the property. After fully considering the report
and map, on motion of Councilman Fred W. Young seconded by Councilman
L. S. Wilkinson the report of the City Engineer was accepted and he
was instructed to furnish the description of the lines as being

substantially the lines.of mean high tide of the area northerly of
Balboa Island and west of the Marine Avenue bridge, to the City
Attorney and to the City Clerk to spread upon the minutes, by the
following vote:

H. H. Williamson, Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilman F. B. Modjeska.
The matter of the proposed.tideland suits was taken up, and
' the City Engineer presented maps and a report of the location of mean
high tide of the Pacific Ocean in Newport Bay. After a full consid-
eration of the report and examination of the maps presented, Councilman
Fred W. Young introduced RESOLUTION NO. 446 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
.BEACH ACCEPTING AND APPROVING THE REPORT-03-THE CITY
ENGINEER OF SAID CITY, AND ORDERING AND DIRECTING SAID
ENGINEER -TO FURNISH THE CITY ATTORNEY OF SAID CITY WITH A
DESCRIPTION'AND MAPS OF THE.LINE OF MEAN HIGH TIDE OF THE
PACIFIC OCEAN IN NEWPORT BAY, IN ACCORDANCE WITH THE
REPORT MADE BY THE-SAID CITY ENGINEER TO THE CITY COUNCIL,
AND ORDERING AND DIRECTING THE CITY ATTORNEY TO FELE SUCH
ACTION OR ACTIONS IN THE SUPERIOR COURT OF THE STATE OF
CALIFORNIA, IN AND.FOR THE COUNTY OF ORANGE, FOR THE
PURPOSE OF DETERMINING SAID MEAN HIGH TIDE LINE, THUS
OFFICIALLY ESTABLISHING THE BOUNDARY LINE BETWEEN LANDS
IN PRIVATE OWNERSHIP AND BETWEEN LANDS IN PUBLIC OWNERSHIP.
The Resolution was read, considered and upon call of the
roll passed by the following vote, to —wit:
AYES, Councilmen L. S. Wilkinson, Fred W. Young,
H. H. Williamson,.Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilman F..B..Modjeska.
The contracts with Gordon Whitnall for zoning the City were
considered, and on motion of Councilman L. S. Wilkinson seconded by
Councilman Fred W. Young and carried, the President of the Board and
City Clerk were instructed to sign the contracts.
There being no further business on motion of Councilman
L. S. Wilkinson seconded by Councilman H. H. Williz� and carried,
the meeting adjourned. � .

The City Council of the City.of Newport Beach met in regular
session at 7 :30 o'clock P. M. on above date. The meeting was called
to order by Mayor Conrad Richter.
The roll was called showing all members present except
1 Councilman F. B. Modjeska.
The minutes of the previous regular meeting of January 9th
and of the special meeting of January 28, 1928 were read and approved
as read.
The reports of the heads of departments were read and on
motion of Councilman H. H. Williamson seconded by Councilman Fred W.
Young and carried, the reports were accepted and filed.
Chairman J. A. Beek made a report of the activities-of the
Citizens Committee of 15, and.pfesented a resolution asking for an
appropriation of $5,000.00 to start a subscription to do some dredging
in the harbor entrance. The matter was fully considered by the
Board and a number of those in the audience expressed themselves on
the matter.
