HomeMy WebLinkAbout12/12/1932 - Adjourned Regular Meeting447 City Hall, Newport Beach, Dec. 12, 1932• The City Oouncil of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on the above da.te at the City Council Chambers of the City of Newport Beach, with Mayor Hilmer in the chair. The roll was called shaving the full Oouncil present. The minutes of the previous meeting of December 5th were read and approved as read. REPORTS OF SPECIAL COMMITTEES City Attorney Thompson reporting on'the matter of tax refund requested by Wm. V. Minter on behalf of Dewey, Frederick & McCormick Inc., advised that the demand be denied. It was moved by'Councilman Claire, seconded by Oouncilman.Garfield and carried that the refund be not allowed. City Attorney Thompson presented a report in regard to the request made by the West Newport Imor ovement Association for the City to assist in cleaning off the former site of the Orange County Refinery. On motion of Oouncilman Claire, seconded by Councilman Garfield and tarried the report was ordered filed. REPORTS OF STANDING COMMITTEES The Finance Committee presented a letter from R. D. Crenshaw & Co. which contained a tentative figure for the audit of certain books, and it was moved by Councilman Claire, seconded by Councilman Gordon and carried that the books in question be audited at the time of the regular city audit and that the Crenshaw communication be filed. COMMUNICATIONS: 'It was moved by Councilman Claire, seconded by Councilman Garfield and carried that the City Clerk advise J. Cha-oman who, in "a letter asked for information regarding the Orange Street crossing, the reasons for the City's inability to install the same at this time. The Chapman letter was ordered filed by motion of Councilman Claire, seconded by Councilman Garfield and carried. City Auditor Gant presented a renort which revealed a saving of approximately twenty thousand dollars in the operation of the various City departments during the past five months as compared to a like period of time last year. The report was ordered filed by motion of Councilman Claire, seconded by Councilman Gordon and carried. C. R. Browning, Engineer for the Irvine Company presented a communication requesting reconsideration of the application of Heinz Kaiser for water service. Mr. Browning also addressed the Council in regard to the matter and on motion of Councilman Ellsworth seconded by Councilman Garfield and harried, the installation was granted. A petition designated as No. 1 with 27 signatures called 'Citizens Corx-,Uttee' was Dresented to the Council for consideration and it was moved by Councilman Gordon, seconded by Councilman Garfield and carried that a copy of the petition which advocated certain changes in wage schedules of city employees, be given to eadh member of the Council and that conference be held with the Mayor and chairmen of each committee and the matter reported on at the,next meeting. A petition designated as No. 2 from the 'Citizens Com °littee' requesting an equalization of County Tax values together with suggestions 1 that a, change be made in the method of assessing and collecting city taxes. It was moved by Councilman Claire, seconded by Councilman Gordon and carried that the petition be laid on the table. A petition was presented carrying the signatures of various merchants and others in which the City Council was urged not to lower the wages of city employees beyond the present wage scale, setting forth the harmful effedt of such a prodecure on local business. It was moved by Councilman Claire, seconded by Councilman Ellsworth and carried that the petition be laid on the table. 448 A letter from Waller L. Kaufman in which a protest was made � in the reduction of police and fire orotection in the Balboa Island district by reason of curtailing the personnel of these departments. It was moved by Councilman Claire, seconded by Councilman Gordon and carried that the letter be laid on the table until the next meeting of the Council. A. B. Rousselle addressed the Council in regard to the petitions presented by the 'Citizens Committee' vigorously opposing the plans set forth therein, stating that the same would prove.very uneconomical in the matter of wage reduction and curtailment of employees: Murdock Henry addressed the Council offering a comparative schedule of wages with the City of Anaheim and Newport Beach. ' UNFINISHED BUSINESS The deeds to certain 10 foot strips contingent with rezoning Business District No. 2 of Balboa Island, having been approved by the City Attorney, Ordinance No! 406 enlarging said business district was placed in line for final passage by motion of Councilman Claire, seconded by Councilman Ellsworth and adopted by the following roll call vote, to -wit: AYES: Councilmen Gordon, Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen None. ABSENT: Councilmen None. NOES: Councilmen None. ABSENT: Councilmen None The demand of Mrs. Chasey for the rental of rooms in the Stone Building for the month of December was on motion of Councilman Claire seconded by Councilman Gordon and carried, allowed and warrant ordered drawn for same. ' For lack of money in that particular fund, the demand of Peterson Bros. for tree and other maintenance at Corona Del Mar, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, denied. There being no further business to come before the Council it was moved by Councilman Ellsworth, seconded by Councilman Claire and carried that an adjournment be taken Sine Die.
