Housing Element and Regional Housing Needs Assessment (RHNA) - Status and Schedule One might have hoped some background information would have been posted to assist committee members and the public in preparing for this item, including the City's annual Housing Element status report reviewed by the City Council at its March 26 meeting, as well as the staff report for that meeting. Links to the SCAG RHNA page and the HCD RHNA page (including the latter's Public Participation requirements and advice) would also have been helpful. Item IV.c. Circulation Element and City's Traffic Model As with Item IV.b, it would have been helpful to provide some background information for review in advance of the meeting. Item IV.d. No mandate to update, but a substantive revision today must include a plan for balanced, multi -modal transportation network for all users of streets, roads, and highways for safe convenient travel — 11complete streets" Community Development Department - Planning Division 5 General Plan Update Steering Committee - April 3, 2019 Item No. 4d Additional Materials Presented At Meeting General Plan and State Mandates Housing — assessment existing and future housing needs, analysis of population and employment trends, analysis of household characteristics, inventory of suitable and available housing sites, an analysis of constraints, special needs housing, etc. Policies must accommodate City's share of regional housing needs for all income levels. Update required by October 2021 Draft RHNA - Winter 2020 Final RHNA — October 2020 Community Development Department - Planning Division 6 General Plan Update Steering Committee - April 3, 2019 Item No. 4d Additional Materials Presented At Meeting General Plan and State Mandates Conservation - conservation, development and utilization of natural resources that may cover: land reclamation, prevention and control of pollution and erosion, regulation of streams, protection of watersheds, and the location/quantity of rock, sand and gravel resources. No mandate to update, but next revision must identify rivers, streams, flood corridors, riparian habitats, and land to accommodate floodwater for groundwater recharge. Open -space - land for preservation of natural resources, managed for production of resources (agriculture, timber, etc.), outdoor recreation, public health and safety, military installations. More recent areas for increased focus: Flooding (required with HE update after Zoog) • Wildland and urban fire (required with HE update after 2013) • Climate change adaptation (required with LHMP update after 2016) Includes a vulnerability assessment, adaptation and resilience goals, implementation measures, methods to avoid or minimize impacts to new uses and essential public facilities, identification of natural sy ems that may be used to increase resiliency. SAFETY FIRST Community Development Department - Planning Division 9 General Plan Update Steering Committee - April 3, 2019 Item No. 4d Additional Materials Presented At Meeting General Plan and State Mandates Environmental Justice - Identify "disadvantaged communities" and ways to reduce compounded health risks to pollution exposure Promotion of public facilities, food access, safe and sanitary homes, and physical activity. It must promote civil engagement in the public decision- making process and prioritize improvements/programs that address the needs of disadvantaged communities.
