The following Minute Resolution was unanimously adopted:
BE IT RESOLVED THAT Newport Harbor Union High
'School be highly commended for achieving a football
victory over Anaheim High School on October. 25, the
first victory over Anaheim in thirteen years.
The following Minute'Resolution was unanimously adopted:
BE IT RESOLVED THAT Orange Coast College be high-
ly commended for achieving ,a football victory over
Mount San Antonio College on October 26 and hopefully
moving;;toward the Junior Rose Bowl competition.
The reading of the Minutes of the Regular Meeting of Octobe
14, 1963 was waived; the Minutes were approved as written
and ordered filed.

PORT BEACH MUNICIPAL CODE RELATING TO
ADDITIONS TO NON - CONFORMING BUILDINGS,
Planning Commission Amendment No. 171.
Councilman Cook made a motion to close the hearing.
Attorney William Berryhill, ,representing property
owners in .Newport Beach, and Mr. Norman'Montapert
spoke from the audience opposing the ordinance. J. W.
Drawdy, Planning Director, spoke. It was suggested
that the matter be further reviewed at the next Study
Session to clarify and provide for, if desired, an appeal
process in connection with the delegation of authority. to
the Planning Director. Councilman Cook withdrew his
motion to close the hearing.
The hearing was continued to November -12.
It was directed that Section 9 105. 8 of the Newport Beach
Municipal Code be looked into £rom the same point of
view, in so far as the appeal process is concerned.

appeal of Triangle Subdivisions - Caribe Balboa•Apart-
ments. from the decision of the Planning. Commission
denying Application for Use Permit No. 986 requesting
permission to operate a yacht anchorage, including the
granting of leases and /or licenses for the use of slips
Within that portion of said yacht anchorage included in
the Unclassified District; waters adjacent to Lot 1, Traci
1080, .Zone "U ";.310 Fernando Street, Balboa.

The City Manager took notes on:the suggestions made by
all the speakers, and it was agreed that he would work
with the Associations to attempt to improve the situation.
He was requested to send the City Manager's Activity
Report to each of the Associations.
2. An additional item of Current Business was next conside

ed. A memorandum from the City Manager and Public
Works Director regarding the improvement of the access
road and drainage at Little Corona Beach, Corona del
Mar, was presented. Mr. Orville Hudson spoke from
the audience. A discussion ensued.

COMMUNICATIONS - REFERRALS:
1. A letter dated October 17 from Richard S. Stevens, Vice
President of the Balboa Bay Club, concerning proposed
Balboa Bay Club improvements and financing, and con-
ceding the City's denial of the lease extension and denial
of approval of condominium or co -op apartments, was
presented.
It was directed that the two requests in the original lette
from the management of the Balboa Bay Club dated July
30, 1963, for approval of an extension of the lease for
fourteen years and for approval of condominium or co -oi
apartments, be denied; and it was also directed that the

As stated by CouncilmanrStoddard, the reason the exten-
sion of time was denied was that at the time the lease
was entered into by the then Council, it was conceived
that fifty years was a long, long time, and that some
time after the lease had run for a good many years, it
would probably be necessary,to decide what to do with

the land. The feeling of the Freeholders in this regard
was that such extensions of leases of waterfront property
were not desirable until the lease periods were substan-
tially at an end. The co -op apartments or the condo-
minium situation was denied as this appeared to be an
attempt to spread the ownership of this. land or spread the
claim of ownership of this land onto a great deal more
people than the original contract contemplated. The ori-
ginal deal contemplated that the corporation would be the
owner and operator. It was the feeling that when the time
came to settle up and get the land back from the corpora-
tion, if condominium were involved, there would be a
great problem of dispossessing people from their abodes,
which is always unpopular and even difficult.
2. Letters were presented from John Homme, Manager,
Shearson, Hammill & Co., 32nd Street and Via Oporto,
and from Mrs. R. E. Leitner, Corresponding Secretary
of the Assistance League, requesting, the Council's con -
sideration of a parking time limit on 32nd Street between
Lafayette and Villa Way. Said letters were referred to

stating' "Budget Bureau advisest Standard Metropolitan
Statistical Area Status for Orange County approved today
to be known as Anaheim -Santa Ana - Garden Grove."
2. Letter from Mrs. Mina Wilson, City Clerk, City of
Stanton, enclosing copy of Resolution adopted by City of
Stanton recommending legislatioxi which would prevent
State agencies from preempting the field of local buildir
regulations if the local jurisdiction has adopted the
nationally, recognized codes specified in Chapter 17922
of the California Health and Safety Code.
3. Copies of Agendas of the Orange County 'Board of Super-
