Vice -Mayor Elder opened the public hearing regarding .2. 1147 the appeal of Eve MacDonald from the decision of the ncl)omald Planning Commission granting conditioned approval of A -15 Use Permit No. 1147, permitting 3 foot side yard setbacks for a second story in a C -1 zone, the appli- cant having requested zero side yard setbacks in connection with the addition of a single level unit above existing building at 319 Marine Avenue, Balboa Island; Lot 27, Block 13, Section 4, Balboa Island. The letter of appeal from Eve MacDonald dated August 15 was presented with the findings of the Planning Commission. Applicant Eve MacDonald spoke from the audience.
