An oral report was made by the staff on the matter i before the Fish and Game Commission regarding the removal of anchovies from the fishing waters. The Mayor was instructed to telegraph the Fish and Motion x Game Commission that the City Council is opposed to Ayes x x x x x x x changing the existing restrictions on commercial taking of anchovies. 9. A memorandum was presented from the Public Works Director dated September 27 regarding a traffic signal at MacArthur Boulevard and Ford Road. The recommendations of the staff were approved and Motion x City participation in the construction of the above Ayes x x x x x x x signal, subject to acquisition of the rights -of -way mentioned, as stipulated in said memorandum, financing to be provided with Section 186. 1 Gas Tax Funds, was authorized. 10. A memorandum from the Public Works Director dated September 27 regarding sand replenishment of West Newport ocean beach (C -1000) was presented. Change Order No. 1 to Contract C -1000 was approved. The City Manager requested approval of additional expense incurred in the emergency. The additional expense of approximately $11, 300 incurred in the beach erosion emergency, was Motion x approved. A letter request from Success Broadcasting Company KOCM -FM, dated September 8, 1965, that.its lease with the City be amended to provide for a 10 year 9- term, expiring November 30, 1975, was presented. A letter dated September 17, 1965, from Edmund Beloin, 1205 North Bay Front, Balboa Island, and a petition bearing 8 signatures of neighbors, requesting permission to keep a palm tree growing in the City public beach area, were presented. A letter from Marilyn Johnson, 1631 Irvine Avenue, Costa Mesa, opposing the removal of the palm tree, was presented. Mr. Beloin and Parks, Beaches and Recreation Calvin Stewart spoke from the audience. Mr. Beloin pre- sented an additional petition purporting to have approxi- mately 160 signatures in favor of saving the palm tree. A discussion was had. Stanley Pfischner, 1406 Antigua Way, complaining about a weed problem in the Westcliff area, was presented. Mr. E. J. O'Brien spoke from the audience. The City Manager stated that possibly it would be i necessary to have two weed abatement programs each year. (The City Attorney advised later during a further discussion of weed abatement that this could be done under the Code. ) The matter was referred to the staff for recommenda- Motion x tion. Inola Court, La Habra, complaining about "an unjust fine" received for drinking beer at Corona del Mar beach, and stating that the signs regarding drinking are inade- quately posted, was presented.
