Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer, acastanon@newportbeachca.gov PHONE: 949-644-3314 TITLE: Lido Village and West Newport Water Main Replacement — Notice of Completion for Contract No. 7001-2 (16W14) ABSTRACT: On February 28, 2017, the City Council awarded Contract No. 7001-2 for the Lido Village and West Newport Water Main Replacement project to Paulus Engineering, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On February 28, 2017, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The contract provided for the construction of new water mains, valves, fire hydrants, and water services for various locations primarily near the old city hall site and the West Newport area bounded between Balboa Boulevard and Marcus Avenue and between 44th Street and 30th Street. The contract also provided for water main improvements on 32nd Street related to and the responsibility of the Lido House Hotel development. These improvements included; 160 feet of new 6 -inch water main, the relocation of an existing fire hydrant, and two water service connections. The developer, Lido House, LLC, reimbursed the City $39,000.00 for its share of the cost of these water improvements. In conjunction with this water work, other needed underground water and sewer work in the area was included within this project to take advantage of the economy of scale for savings as well as reduce disruption. This included sewer main improvements on Via Malaga and Via Oporto to address deteriorated sewer mains and manholes. In addition, a new water main connection on West Coast Highway was constructed to help improve water distribution and increase fire supply flows in the area. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $3,152,928.00 Actual Cost of Bid Items Constructed: $3,197,054.63 Total Change Orders: $176,608.48 Final Contract Cost: $3,373,663.11 The actual cost of bid items constructed was $44,126.63 more than the original bid amount due to an increase in quantities for bid items for additional water valve installation and concrete replacement work. During construction, many of the existing water valves were found to be deteriorated and unable to provide water shut-off necessitating contract changes for water valve replacement. Construction for this water main replacement project proved to be complex due to the amount of ground water the contractor encountered. Lido Village and West Newport Water Main Replacement — Notice of Completion for Contract No. 7001-2 (16W14) May 28, 2019 Page 3 The majority of this work was located on the peninsula where tides influence ground water and make dewatering efforts more difficult. Eight change orders totaling $176,608.48 were approved that increased contract cost. The change orders included costs for the added dewatering efforts, additional cast iron water main replacement along 32nd Street, repairs of discovered broken sewer mains and laterals, conflicts with existing utilities and additional paving. With the completion of the project, the final contract cost is approximately 7 percent above the original bid amount. A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule May 8, 2017 Actual Start of Construction Per Notice to Proceed May 8, 2017 Extended Contract Completion Date Inclusive of Extra Work May 9, 2019 Actual Substantial Construction Completion Date March 12, 2019 Public Works staff directed the contractor to stop work for the 2017 Christmas holiday in order to avoid traffic issues with holiday events in the area. However, the contractor was unable to re -start work until March 2018 due to emergency utility repair work for another agency. Due to this delay, delays associated with rain, dewatering issues and additional needed water main work, the contracted completion date was extended to May 9, 2019. The project was substantially complete on March 12, 2019 with all water main replacement completed to the satisfaction of the Public Works Department. ENVIRONMENTAL REVIEW: On February 28, 2017, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
