Happy Friday! Hard to believe May is almost done and the start of the summer season is here, especially with the recent weather. Despite the cooler temps, I hope you have a wonderful Memorial weekend with family and friends as we remember those who made the ultimate sacrifice serving our country. Our next City Council meeting is Tuesday, May 28. The following are items that may be of interest. As always, this is not a summary of the entire agenda, which can be viewed here. Study Session begins at 4:30 p.m. to review the Proposed FY 2019-20 Capital Improvement Program (CIP) Budget. The total proposed budget of $96 million provides funding for public improvements, special projects, on-going maintenance programs and the implementation of the City's master plans. In addition to a high level overview of the projects, proposed budget revisions and adjustments since the budget document was prepared will be discussed. The proposed budget is available online and can be viewed here. The Regular Session begins at 7:00 p.m. and the following are items of note: • On the consent calendar is an introduction of an ordinance restricting construction related noise on Saturday and posting of project information signage for construction projects in high density areas. These amendments are a result of Council's direction to look at ways to alleviate parking related impacts from residential construction activity. Staff studied the issue, conducted community outreach, and proposed several options for Council consideration. In addition to these amendments, Council has recently approved time limits for single family residential construction projects. • As part of the discussion on Potential Changes to Residential Development Standards to Preserve Cottages and Address 3rd Story Massing during a study session in April, Council directed staff to return with a resolution to initiate code amendments related to applying R-1 and R-2 zoning district development standards to single-family homes and duplexes when they are constructed in an RM zoning district. The notable change with this amendment will be the height limit for sloping roofs, which is 33 feet in the RM zone versus 29 feet for the R-1 and R-2 zones. 0 At its March 12 meeting, the City Council heard an overview of the proposed John Wayne Airport General Aviation Improvement Program (GAIP) and unanimously supported project Alternative 3. At the May 7 Board of Supervisors meeting, a motion to approve Alternative 3 failed and a compromise solution was proposed, which will now be considered at the Board meeting on June 25. With these actions, we are recommending the City change its position from solely supporting Alternative 3 to supporting the proposed compromise or one that best protects the Newport Beach community from additional noise and air quality impacts related to the airport's operations. • For public hearing, there is an appeal of a Harbor Commission decision. The applicant at 939 Via Lido Soud is appealing the Harbor Commission's denial of his proposed residential dock reconfiguration. Council will determine whether to affirm, modify or reverse the Harbor Commission's decision. As a reminder, public comment is welcome at the City Council meeting. The public can comment on any item on the agenda.
