1. A memorandum from the City Manager dated April 20,
1967 regarding tree planting in memory of Marcie
Schrouder and an appropriate plaque, was presented.
The use of public property for a tree planting cere-
mony in memory of Margery Schrouder and an
appropriate plaque from the City to be used in that

2. Tentative Tract Map of Tract 6385, consisting of 20. 7
acres divided into 51 residential lots and three
common area lots to be developed as single family
residences, located south of San Joaquin Hills Road

considered with the findings of the Planning Com.-
mission dated April 21, and a memorandum regarding
recommendations from the Public Works Department

on beaches, was granted, and Donald Hayton spoke
from the audience and suggested that all dogs be
prohibited from the public beaches.

Ralph Anderson's letter (f) regarding motel. tax and
damage to his motel door:
(a) A letter addressed to Councilman Cook dated
April 11, 1967 from Balboa Island Improvement
Association expressing its thanks to all City
Departments involved and especially the Police
Department for their work during Easter Week.
(b) Local Agency Formation Commission:
(1) Copies of amended Bylaw Nos. 25, 31 and 33
adopted by Local Agency Formation Com-
mission March 8, 1967.
(2) Notice of public hearing May 10, 1967 re-
garding proposed annexation to the City of
Santa Ana designated as "Dyer and Grand
Northwest Annex ", Newport Freeway between
Dyer Road and Warner Avenue.
(c) A letter dated April 10, 1967 from Warren M.
Dorn of the Board of Supervisors of Los Angeles
County who served as member of Governor's
Commission on Preemption, enclosing copy of
dissenting report titled, "Dissent To Portions Of
The Report and Recommendations of The Gover-
nor's Commission on the Law of Preemption."
(d) Letter addressed to Mayor Gruber dated April 10,
1967 from State Senator John G. Schmitz thanking
him for his comments on several bills of interest.
(e) A letter addressed to City Clerk dated April 5,
1967 from Senator George Murphy acknowledging
receipt of Resolution regarding Section 131(8) of
the Highway Beautification Act of 1965.
(f) A letter dated March 14, 1967 from Dr. Ralph
Anderson owner of Newport Channel Inn Motel
protesting motel tax of the City and protesting
damages to his motel in November 1966.
(g) A letter dated April 18, 1967 from Costa Mesa
City Clerk enclosing a resolution adopted by the
City of Costa Mesa in support of Assembly Bill

No. 806 relating to an amendment of the Penal
Code declaring the intention of the Legislature
not to preempt the field of indecent exposure and
requesting Council's support of said bill.
(h) Use of State Highway Construction Funds:
(1) A letter dated April 12, 1967 from George W
Wakefield, Coordinator, Southern California
Regional Association of County Supervisors
stating that Assembly Bill No. 3 making
possible a change in the Mayo -Breed
Formula has passed the State Assembly and.
asking support for this bill by adoption of a
resolution to be forwarded to Mr. Wake-
field for use before the appropriate Senate
Committees.
(2) A letter dated April 11, 1967 from John
Francis Foran, Chairman, Assembly Com-
mittee on Transportation and Commerce
advising that Assembly Bill 3 was approved
by his Committee and passed on the
Assembly Floor and that the Senate Trans-
portation Committee will probably be
holding hearings on this bill sometime in
April or May.
(3) A letter dated April 11, 1967 from Senator
Randolph Collier, Chairman, Senate Com-
mittee on Transportation advising that
Assembly Bill 3 had been referred to that
Committee and that extensive hearings are
planned on the bill so that no drastic action
will be taken this Session.
