1. Consideration was given to salary matters.

Councilman Gruber made a motion that the salary

adjustments recommended in the 1968 Griffenhagen-
Kroeger study for department heads and all subordinate;
be approved, with the exception that department head
salaries remain in their present range subject to sub -
sequent blanket increases; an increase be added in the
salary plan to provide that each department head
salary be subject to individual review and appropriate
adjustment at any such time in the future as that posit-
ion may be vacated by the present incumbent; and that
the incumbent in the position of General Services
inspector retain his present salary and that no blanket
adjustments be given to that position until such time
as the salary coincides with that recommended in the
Griffenhagen - Kroeger study, which motion was with-
drawn in part and Councilman Gruber reworded the
motion.
A discussion was had.

HEARINGS:

Mayor Marshall opened the continued public hearing in

connection with the Preliminary Annual Budget for the
Fiscal Year 1968 -69.
Mayor Marshall inquired if anyone present desired to
be heard. .
Roger Hardacre, Chairman of the Board of Library
Trustees, spoke from the audience and requested additional
monies for the purchase of library books.
A letter from the Balboa Peninsula Point Association

(m) A station wagon and spray rig were retained in the
Parks, Beaches and Recreation Budget.
A contemplated tax rate was discussed, and it was the
consensus of the Council that the Budget be passed on an
estimated 1. Z25 tax rate.
Mayor Marshall asked if anyone desired to be heard.
Jack Barnett, Executive Manager of the Newport Harbor
Chamber of Commerce, complimented the Council and
expressed appreciation of the problems they had to meet
in balancing the Budget.
The Council expressed appreciation to City Manager
Harvey Hurlburt for an excellent job in preparing a very
precise and descriptive Budget.
Mayor Marshall closed the public hearing with the
unanimous consent of the Council.
Resolution No. 6812, adopting the Budget for 1968 -69
fiscal year in the amount of $9, 427, 510. 00, was adopted
after the reading of the resolution was waived by unani:
mous consent of the Council.
The meeting was adjourned at 10:50 P.M.
