Date: November 20, 1969 Roll Call. MINUTES Mayor Marshall stated that the Special Meeting was being held for the purpose of discussing matters relating to a proposal from the U. S. Corps of Engineers for continu- ance of the sand haul on West Newport beaches. A report from the Harbor and Tidelands Administrator and a proposal from the U. S. Corps of Engineers with attached letter from Chadwick and Buchanan, general engineering contractors, were presented. Councilman McInnis arrived at 5:12 P. M. and took his seat at the Council table. Harbor and Tidelands Administrator George Dawes reviewed the sand haul operation and the U. S. Corps of Engineers' proposal. Gary L. Foote, Coordinator of Construction for the U.S. Corps of Engineers, spoke briefly from the audience. The Corps of Engineers' plan for continuation of the sand haul, as set out in the contractor's letter dated November 18, was approved subject to Item 5 under "Shift Schedule" being stricken from the schedule; the Minute order of November 17, 1969 closing vehicular access to the beach through Orange Street was rescinded; and the staff was directed to arrange for police surveillance of school bus loading and unloading at the junctions of Orange and Sea- shore Drive and 36th Street and Balboa Boulevard. It was agreed that the sand haul equipment will be expected to observe all traffic regulations and any violations will result in further Council action. The meeting was adjourned at 5:35 P.M.
