Assistant City Attorney Dennis O'Neil stated for the

record that all of the Councilmen, with the exception of
Councilman Richard Croul, were present and had filed
with the Deputy City Clerk their consent to call the Special
Meeting, and that a telegram from Councilman Croul was
also on file indicating his consent to calling the Special
Meeting.

Absent
Mayor Hirth stated that the purpose of the meeting was to
Boys' C
consider the idea of having the Boys' Club building on the
beach near the pier in Balboa.
The following people spoke from the audience opposing the
•
proposed location for the Boys' Club building: David
Tingler, member of the Parks, Beaches and Recreation
Commission and past chairman of the Newport Tomorrow
Public Facilities Study Group; Coy E. Watts, President,
Balboa Improvement Association; John Negus; Tom Hyans,
President, Central Newport Beach Community Association;
and Judith Wilson, Secretary, Balboa Peninsula Point
Association, who read in full a letter from the Association
opposing the proposed building.

The following people spoke from the audience in favor of
the Boys' Club building as proposed: George Perlin, Vice
President, Balboa Improvement Association; Vivian
Nielsen; and Mike Manahan, President of the Board of
Directors of the Boys' Club of the Harbor Area.
