Due to his absence during discussion of introduction
of the ordinance, Mayor McInnis turned the meeting
over to Mayor Pro Tem Rogers and stepped down
from the Council table.
Al Graham, representing G & W Towing, addressed
the Council and requested an amendment to provide
for alternate calls rather than alternate months ser-
vice.
Robert B. Lord of Harbor Towing Company and Henry
Blackstock of Coast Towing addressed the Council in
favor of alternate months service.

Copies of letters addressed to the Planning Com-
mission from M. D. Turbow and Halstead Pembroke
objecting to the proposed reclassification of their
property were presented.
Ordinance No. 1497 was reintroduced as amended,
and set for public hearing on July 23, 1973.
Z. A report was presented from the Environmental
Quality Control Citizens' Advisory Committee
regarding air pollution control legislation.
Valerie Murley, Chairman of the Environmental
Quality Control Citizens' Advisory Committee,
addressed the Council.
Consideration of the report was continued to July 23,
1973.
3. A report dated May 11 was presented from the Envi-
ronmental Quality Control Citizens' Advisory Com-
mittee regarding the Environmental Impact Report
submitted by Southern California Edison Company
for the expansion of its Huntington Beach generating
station.
A report was presented from Councilman Ryckoff.
A letter was presented from the Southern California
Edison Company in response to the Committee's
recommendation.
Valerie Murley, Chairman of the Environmental
Quality Control Citizens Advisory Committee ,
addressed the Council.
Bob Burbank, Manager of the Edison Company in
Newport Beach, and Bill Wedesweiler, Project
Manager for the Edison Company, addressed the
Council.
The report of the Environmental Quality Control
Citizens' Advisory Committee was received as a lay
report, and it was directed that the report and
supporting data be sent to the City of Huntington Beach
with the understanding that it is not a technical report;
with copies to be sent to the League of California
Cities, the Intergovernmental Coordinating Council,
the City of San Bernardino and all Orange County
cities.

CURRENT BUSINESS:
1. Mayor McInnis requested the City Clerk to open and
announce the proposals received by her on or before
the hour of 7:30 P.M. , July 9, 1973 for a contract
covering the publication and printing of all legal
notices or other material required to be published
in a newspaper of general circulation published and
circulated in the City of Newport Beach, for the
fiscal year ending June 30, 1974.
The Clerk stated that one bid had been received from
the Newport Harbor Ensign. She opened and an-
nounced the bid.
Resolution No. 8035, awarding a contract to the
Newport Harbor Ensign for the publication of legal
notices and other matters and designating an official
newspaper for publication of notices for the fiscal
year ending June 30, 1974, was adopted.
2. A report was presented from the Public Works Di-
rector regarding installation of traffic signals financed
with federal aid topics funds: C -1475, Newport Center
Drive and Santa Rosa Drive; C -1476, Highland Dr. -
20th Str. - Irvine Ave. , Dover Dr. -16th Str, and San
Joaquin Hills Road -Santa Cruz Dr. -Big Canyon Drive.
Resolution No. 8036, to include Program Supplement
No. 2 to Local Agency -State Agreement No. 47 and
authorizing its execution on behalf of the City of
Newport Beach, was adopted.

Claim of Jeffrey W. Wilcox for damage to his auto-
mobile, allegedly caused when he was involved in an
accident with a Police car at 3400 Irvine Avenue on
June 21, 1973.
Summons and Complaint for Fraud and Negligence,
Superior Court Case No. 203944, J. F. Butler,
John R. Murphy, Norman Bowser, and Butler- Murphy
Leasing Company, Plaintiffs; original claim was
denied by Council on December 18, 1972.
Claim of William Watson Geer in connection with his
arrest on March 28, 1973 at Marigold and East Coast
Highway, Corona del Mar.
6. The following request to fill personnel vacancies was
approved: (A report from the City Manager was pre-

Two Police Officers in the Police Department to fill
positions now vacant.
7. The following staff and Commission reports were
received and ordered filed:
Report from City Attorney regarding Senate Bill 629
which would prohibit cities from entering into certain
joint power agreements or lease - purchase agreements
without a prior majority vote of the people for ap-
proval.
Report from Parks, Beaches and Recreation Com-
mission regarding letter of John Woodward in con-
nection with enforcement of courtesy rules on public
tennis courts.
8. The City Clerk was directed to record with the County
Recorder and to file the recorded document until such
time as the City accepts or rejects the offer, an Offer
of Dedication by Richard W. Powell and Mildred S.
Powell making an irrevocable offer to dedicate to the
City 5 feet, in connection with a condition imposed on
Modification No. 566 establishing a front yard setback
of 10 feet instead of required 20 feet for owner of
property at 811 East Bay.
