to permit the construction of a two -story office
building exceeding 5,000 sq. ft. of floor area in
a Specific Area Plan where a specific plan has not
been adopted; and the acceptance of an Environment-
al Document; on property located at 350 North
Newport Boulevard, on the southerly corner of
North Newport Boulevard and Beacon Street, adja-
cent to Newport Heights; zoned C -1 -H.
Reports dated April 9 and May 12, 1980 were pre-
sented from the Planning Department.

Associates, the applicants, spoke before the
Council in.support of the use permit.
Arthur Strock, Lee and Strock Architects, gave a
presentation regarding the height of the building
in relation to the open space and environment.

the Council in rebuttal, and expressed his support

A report was presented from the Parks, Beaches

and Recreation Director.
Marine Department Director Dave Harshbarger ad-
dressed the Council with a report, stating that
there was a definite need for small boat launch-
ing for the Lower Bay, and that a problem also
exists with regard to the continued safety of the
swimmers.
Mike Wagner, Costa Mesa, addressed the Council
and gave a slide presentation of the existing
streets for legally launching small boats. He
stated that 18th and Bay.was the only accessible
area available for this purpose.
The following people addressed the Council in
support of keeping 18th and Bay open for small
boat launching year - round: Ray Warren, Dale
Teschler, Ed Dillon, Bob Davis and Mike Stevens.
Russ Murphy, Harry Dalby and Fletcher Olson, also
spoke in favor of small boat launching at 18th and
Bay, and expressed their concerns regarding the
heavy traffic congestion.
Phil Johnson, Huntington Beach, addressed the
Council and illustrated his alternative plan for
the protection of swimmers and additional area
designated for small boat launching.

Council and gave a slide presentation regarding
his request for approval of the encroachment,
stating that there were two areas of concern; the
front yard and the rear yard.
The City Manager reported that staff was not
prepared to comment on the rear yard approval at
tonight's meeting, as this request was not sched-
uled for this meeting.
