Council Member Plummer expressed that she had some strong feelings about what urged her to get a council seat, and that was to see that the City invest some of its funds and resources in the older parts of town, particularly West Newport. She believes that West Newport got the ":bon's share" of the capital improvement funds in the last 10 years, and feels good about this. Council Member Plummer commented that one of the most frustrating events as Council Member was protecting the City's priceless coastline from the offshore drilling policies of the Federal government, adding that she hoped that the new president will honor the coastal environment. She also noted that the City was very fortunate in prevailing in the airport suit, and hoped that in the years to come the pressure is taken off of the City of Newport Beach. Mayor Sansone presented outgoing Council Member Plummer with a bouquet of flowers and a lucite replica of a sailboat engraved with her years of service as Council Member. NEW BUSINESS The City Clerk administered the Oath of Office prescribed in the State Constitution to the elected candidates and delivered to Jan Debay, John C. Cox, Jr., and Jean Watt a Certificate of Election, congratulating each of them, and they took their seats at the Council V �J _ �'J e Motion x Motion was made to adopt Resolution No. All Ayes 92 -132 declaring results of the GENERAL MUNICIPAL ELECTION held on NOVEMBER 3, 1992 ELECTION OF MAYOR Mayor Sansone nominated Clarence Turner for the position of new Mayor. Hearing no other nominations, Mayor Sansone declared the nominations closed. Mayor Sansone announced that Clarence Turner was the new Mayor by unanimous vote. ELECTION OF MAYOR PRO TEN Mayor Turner nominated John Cox for the • position of Mayor Pro Tempore. Council Member Sansone nominated Jean Watt for the position of Mayor Pro Tempore. Hearing no other nominations, Council Member Hart moved to declare nominations closed. In presiding for the election of Mayor Pro Tempore, Mayor Turner assigned the white light for John Cox, and the red light for Jean Watt. White x x John Cox Red x x x x x Jean Watt After a roll -call vote by the City Clerk, Jean Watt was declared the new Mayor Pro Tempore. Mayor Turner presented a gavel mounted plaque to outgoing Mayor Sansone, and on behalf of the City Council thanked Phil Sansone for his outstanding service as • Mayor for the past two years. Mayor Turner offered a status report and what might be expected of the City during the coming year: o The current City budget for 1992- 93 is approximately $8.1 Million below the 1991 -92 budget. o The largest damage suit recently settled will cost the City $2.85 Million, and an approximate $300,000 was awarded another plaintiff, both involving bicycle accidents. As a result, the City will have to look at the use of all wheeled vehicles throughout the City as a means of prevention. This should also shed some light on the recent decision of the Council to ban skateboards in certain sections of the City. o Results of the court case regarding the Aerospace Industry doing business in the State of California, and who are entitled to a refund of the sales taxes they have paid over the past few years, will cost the City approximately $2.5 Million and could even go higher. Volume 46 - Page 377 COUNCIL MEMBERS s /- ROLL CRLL • • • CITY OF NEWPORT BEACH November 23, 1992 o The Dixon embezzlement, together with the above situations has had to be addressed by the staff and City Council resulting in an unexpected raid on the City treasury during the past 12 months for approximately $10 Million. o Middle of the road projections for 1993 -94 shows a shortfall in our General Fund of over $5 Million. We cannot start sooner than now to make: plans for this shortfall. Staff and the Council are already considering remedies to correct this situation. Some of the remedies may be very painful, i.e., revenue enhancements, alternative means of providing City services; streamlining of departmental services; and the slashing of red tape are being considered if the City is to be fiscally responsible. o The Council is acutely aware of the sensitivity of the issue of the investigation in the Police Department, and is committed to a process to determine the facts, and to see this process through as expeditiously as is fiscally and legally possible. 0 on the plus side, 1993 offers some exciting and positive prospects for the City's citizens: On the West side two of the Council Members are committed to solve the problems which have traditionally plagued that area, working hand - in -glove with the area citizens for a positive outcome. The Specific Area Plan now in process for Old Newport Boulevard should provide the stimulus for property owners to upgrade or remodel their property in this part of the City. Also, the same for other sections of the City including Mariners Mile, the Peninsula and Corona del Mar. The opening of Newport Crest Road is a significant development, and is helping to restore the vitality of Corona del Mar. There are plans to improve MacArthur Boulevard; annex Santa Ana Heights; and continue to work with the County and the Federal Aviation Administration regarding airport issues with a goal of reducing airport noise over Newport Beach. o Sometime in the late Summer or early Fall of 1993 the City will dedicate a new 52,000 square foot Central Library, which will represent the culmination of several years of effort on the part of staff and City Council, plus a tremendous outpouring of support from the City's citizens. Upon completion it will be a point Volume 46 - Page 378 MINUTES i lli:E4 COUNCIL MEMBERS CITY OF NEWPORT BEACH November 23, 1992 of pride, and the City will never regret the effort and money expended to make it happen. o The final planning by The Irvine Company and disposition of some of • the major land parcels in the City, such as the Castaways property and Newporter North, will be decided within the next year when the citizens of the City will be called upon to decide whether or not they wish to acquire those properties or whether they wish to allow them to be developed. 0 In summation, Mayor Turner commented that the City is blessed with an outstanding citizenry, excellent institutions and traditions to fall back on, and an outstanding City staff. He asked for support, and looks forward, together with the City Council, to resolve the City's problems. Mayor Pro Tem Watt expressed her thanks for the opportunity to serve on the Council for a second term. She stated that it is important that the citizens get involved in the Council race, citing the two -term limit imposed by the passage of Measure P in the November 3, 1992 election. She added that she feels • it is important for women to get involved and be elected to the Council. Council Member Cox expressed his views on being unopposed during this election, and supports Mayor Turner's comments regarding the supportive citizens groups and outstanding City staff. Council Member Jan Debay stated that the citizenry and City staff have already prepared her to serve on the Council during her exposure on the Planning Commission, and expressed her gratitude. She introduced Don Moomaw, a family friend, and Pastor of the Bel Air Presbyterian Church who invoked blessings on the City and Council.
