It is the responsibility of the property owner or his authorized representative to review the recommendations made by GEI and to authorize the contractor to perform such work as required to comply with such recommendations. The contractor and/or property owner shall have the responsibility to inform GEI of the starting date of construction and anticipated period during which testing and/or observation by the Soils Engineer and/or his/her representative will be needed. Any backfill performed without testing as specified by the Soils Engineer and/or his/her representative and the Orange County Grading Code cannot be approved or certified by the Soils Engineer and/or his/her representative. 10.0 1.
