1.2 Project Description
The scope of work includes the reconstruction of a K-8 campus on an existing 6.5-acre site.The project
includes approximately 99,700 sf of program area consisting of classrooms, new administration offices,
science and elective lab spaces, a theater, and gymnasium.There will be 2-story and 1-story
construction as well as exterior learning spaces with covered walkways and shade structures. Exterior
spaces also include parking, playfields and playgrounds.
2.0 PROJECT IMPLEMENTATION
2.1 Dates of Construction
The construction of the proposed Project is projected to occur over approximately 35 months(Ref.
Exhibit A). Phase 1 construction will start during Winter 2020 with interim housing construction,
demolition of buildings to be replaced in Phase 1 and grading. Foundation and structure construction
will follow during Summer 2020 with the building enclosure and interior build out continuing through
Summer 2021. Phase 2 construction will commence Summer 2021 through Summer 2022 with the front
parking lot construction being the last scope performed during Summer 2022.
2.2 Hours of Construction
Construction activities will be restricted to non-holiday weekdays from 7:00 a.m.to 6:30 p.m., per City
of Newport Beach Municipal Code Section 10.28.040 and in accordance with the Conditions of Approval
issued for this project. Any activity outside of the specified hours shall be authorized in writing by the
Building Official.
2.3 Construction Personnel Trip Generation and Parking
The total number of construction personnel at the site will vary depending on the construction activity.
It is expected that there will be an average of 40 workers daily at the jobsite during construction.
2.4 Construction Schedule/Process
The estimated construction schedule is expected to commence in December of 2019 and continue for
the duration of 35 months into November 2022. Please refer to Exhibit A. Construction will be
performed while school is in session. Due to this constraint, construction will be divided into two main
phases.These phases will be further divided into sub-phases to minimize impact on the school and to
leave as much space as practical for the school to function. Below is a breakdown of each phase.
Phase 1A:This phase will start with set up of construction fencing for the interim housing construction
and construction trailers.This will require modifications to the student drop-off loop with a temporary
driveway to Pacific View Drive which will be constructed over the school's winter break. Staff parking
will be relocated to the drop-off/queuing area on the North side of Pacific View Drive. Construction of
the interim housing will start during this phase and the utility connections if possible. All construction
parking will be on site unless the school enters into a license/lease agreement with the City as described
in 3.1 below. Construction traffic will be limited to the entrance/exit on Pacific View Drive. Student drop-
off/pick-up along San Joaquin Hills Road will remain at its current location. Refer to Exhibit B.1.

Phase 16: This phase will start with fencing the Blass Gym building site for demolition.The demolition of
the Blass Gym building and the construction of the interim housing will happen during this phase.
Construction parking will be limited to the construction site, subject to the terms of 3.1 below.Student
pick-up/drop-off will be relocated to the easement gate on San Joaquin Hill Road. Refer to Exhibit B.2.
Phase 1C:This phase will start with fencing the Linden Building and the three (3) classrooms that are
part of the main building. Work performed under this phase will include demolition of the Linden
Building and the (3) classrooms, grading, and construction of temporary access off San Joaquin Hills
Road.The interim housing will be turned over at the beginning of this phase so the school can vacate
the Linden Building and the (3) classrooms for demolition. Construction parking will be limited to the
jobsite,subject to 3.1 below. Refer to Exhibit B.3.
Phase 1D:Work performed during this phase will include completion of the grading, utility work,
foundations, superstructure, building enclosure, interior build out, and limited flatwork around the
building. Limited landscaping work along San Joaquin Hills Road will also happen during this phase. Refer
to Exhibit B.4.
Phase 2:This phase will start at the end of Phase 1 which will occur at the beginning of Summer Break
2021.The exact sequence is not yet determined but the intent during the beginning of this phase is to
move the school out of the old main school building into the new classroom/admin building, relocate
construction fencing to the Phase 2 construction area, relocate construction trailers, modify the drop-off
and pick-up traffic loop and interim housing area, abatement and demolition of the main school and
Moiso buildings, grading and construction of the Gym,Theater, Field, Playground and Parking Lot.The
Field and Playground construction would start during the beginning of Summer 2021 with anticipated
completion by Fall 2021.The parking lot work will happen at the end of Phase 2 during Summer 2022.

2.5 Construction Equipment

3.0 PARKING MANAGEMENT
3.1 Construction Parking Details
Construction parking will occur on the jobsite. Construction workers will be prohibited from parking in
the public right-of-way during construction of the parking lot. Additional parking is currently being
considered by the City in the City's construction yard North of Pacific View Drive. Lease details to be
determined.
3.2 Staging Areas
During all phases, heavy and light equipment will be stored on-site. Demolition and grading operations
will require large trucks to import or export dirt and material. The large trucks will be staged in the same
queue line as is used for student drop-off and pick-up off San Joaquin Hills Road, but not at the same
time.These activities will be performed when there are no student drop-offs and pick-ups. If this staging
is required while school is in session,then the staging times will happen between the student drop-off
and pick-up times.
3.3 Construction Office, Materials Storage, and Waste Management
A construction office for the Contractor's project staff will be located in temporary facilities on the
project site.Temporary toilet facilities will be provided on the site. Storage areas and lockboxes will be
provided for each trade to store their tools and materials on-site for the duration of construction. The
locations of these facilities will change as the project moves from one phase to the next.

4.0 TRAFFIC CONTROL
4.1 Haul Routes
A haul route permit will be required from Traffic Engineering. A proposed haul route is shown on Exhibit
C. Additional restrictions may be imposed by the Public Works Department if traffic congestion
problems arise. During demolition, excavation and hauling,traffic will be restricted to Highway 73,
MacArthur and Marguerite, North of San Joaquin Hills Road. Staging will be located on the west bound
side of San Joaquin Hills Road.
4.2 Delivery Requirements
All deliveries will use the Haul Route as identified in Preliminary Exhibit C. Loading and unloading of all
construction materials/equipment and/or construction vehicles will take place on site or within the
staging area. Loading and unloading will be managed by the construction team and overseen by the
contractor. On site the contractor shall optimize the space available to queue the cement trucks as
required by the concrete subcontractor to provide sufficient capacity for the boom truck to operate.
Once the delivery is complete,the trucks will exit the Project area using the haul route depicted above.
The majority of the trucks used for construction of the site will be dump trucks, cement mixers, and
cement boom pumps. Construction of the superstructure and interiors will require mostly flat bed
delivery trucks and vans.To prevent obstruction of through traffic lanes adjacent to the Site, a flag
person shall be retained to maintain safety adjacent to existing roadways.
4.3 Traffic Control Plan
Traffic control will be coordinated with the Police Department and Public Works Department, as well as
the Traffic and Development Services Division, so that street traffic is not obstructed. The extent of
utility connections is not known at this time.
4.4 Construction Traffic During Drop Off and Pick Up Periods
No construction traffic shall enter, exit or otherwise use the project site during school carpool drop-off
and pick-up periods.
4.5 Construction Entrances
Construction traffic will be limited to the site entrance off Pacific View Drive for most of the project
duration. However, a secondary entrance will be constructed off San Joaquin Hills Road during phase 1C.
Construction traffic will be allowed to use the secondary entrance only if it is necessary for large
deliveries or for secondary access to the south end of the site once the structure is erected during Phase
1D..The secondary construction entrance will be removed after the playground and field construction in
Phase 2 is complete. Use of the secondary entrance will conform with the provisions of Section 4.4.
5.0 SAFETY AND SECURITY
5.1 Pedestrian Protection
A plan to control pedestrian traffic will be provided in compliance with the Conditions of Approval upon
receipt of project entitlements.

5.2 Project Fencing
Phases of the Site under construction will be temporarily fenced with a 7-foot high screened
construction fence prior to the start of grading of such phase.
5.3 Safety and Security
Appropriate signage will be posted at the site, including visitor and delivery information. Daily safety
inspections will be done by the on-site superintendent. A site-specific safety plan will be provided prior
to mobilization.
6.0 AIR QUALITY CONTROL, FUGITIVE DUST CONTROL, NOISE SUPPRESSION,AND VIBRATION
MONITORING
A project specific plan will be provided in accordance with the Conditions of Approval and mitigation
measures approved with project entitlements with regards to each of the following:

prepared prior to the issuance of the permits.

A SWPPP shall be completed and approved prior to the issuance of a grading or building permit.
7.2 Water Quality Management Plan
A WQMP plan will be provide for this project.
