6. Marketing Update & Social Networking Update
Marketing Specialist Katherine Mielke will provide the annual briefing on
Library marketing and social media activities.
Marketing Specialist Katherine Mielke reported there has been an increase in program
attendance. The City employee open house in September 2018 successfully acquainted
City employees with Library resources. Author Lucy Jones addressed a packed house
during Disaster Preparedness Week. Talks with authors Michele Khoury, Kim Hooper,
Janelle Brown, Kathi Koll, Flor Edwards, Deborah Gaal, Dr. Himmet Dajee, Patrice
Apodace, and Susan Segal and children's authors John Flanagan, Sarah Mlynowski, and
Trudi Tuelt were held throughout the year. The writing workshops were booked to
capacity. NBTV increased its coverage with 30 programs. Public service announcements
(PSA) for Children's Services, the Media Lab, author talks, and sculpture lectures were
shown on NBTV. New signage, column graphics, and a kiosk directory were added to the
Library. The Library's 25th Anniversary celebration began in January and will conclude in
July with a week of festivities. Press releases and e-blasts are issued for Library events
and programs. The StuNews and the Newport Beach Independent offer good coverage
of Newport Beach events. The Daily Pilot ran a positive story by Patrice Apodace about
the Library. Marketing Specialist Mielke provides calendars of events to the Peachtree

School flyer system and summaries of upcoming events to several community papers.
Electronic marketing includes e-news mailings and rotating ads on the website and the
kiosk. Website demographics are very similar to those for the prior year. The Library has
1,808 Facebook followers, an increase from 1,400 in the prior year. Posts about Meg
Linton, Sunday Musicales, and the Daily Pilot article about the Library received the most
responses. Facebook posts reach 2,800 people. Twitter followers total 757, and
Instagram followers total 1,232. Information about Library events are being posted to
NextDoor. Marketing Specialist Mielke works with partner organizations to promote
Library events and organizations' events held at the Library.
In response to questions, Marketing Specialist Mielke indicated the City has a new
program that will upload one post to all social media platforms. The number of social
media followers could be increased through the use of advertising. She continues to work
on increasing the number of followers. She is preparing information for International
Literacy Day. She works with Literacy Coordinator Cherall Weiss to promote International
Literacy Day, Happy Hour, and the Gift of Literacy luncheon. Literacy Coordinator Weiss
handles the Literacy Program's social media and most other literacy events.
Board Member Johnson-Tucker advised that Marketing Specialist Mielke was helpful in
preparing a brochure for the lecture hall.
7.Financial Report Comparison of Beginning Budget to End of the Year
Amended Budget
Circulation & Technical Processing Coordinator Melissa Hartson will report
on Budget Amendments for FY 2018/2019.
Circulation and Technical Processing Coordinator Melissa Hartson advised that the
Newport Beach Public Library Foundation and the Friends of the Library funded Library
wish lists and an Opening Day collection and patio furniture for the Corona del Mar Branch.
The City's General Fund supports approximately 40 percent of the Library Literacy
Program budget. The Literacy Program received a $41,666 grant from California State
Library Literacy Services and funds from the Newport/Mesa ProLiteracy and the Library
Foundation. The Library received $525 in private donations and a $4,465 grant from the
Santiago Library System to purchase materials. An internal adjustment resulted in a
$9,908 decrease of the Library's budget for janitorial services.
In reply to Board Members' inquiries, Circulation and Technical Processing Coordinator
Hartson indicated the cost for janitorial services at Central Library decreased slightly. The
Library budget will have some surplus funds at the end of the fiscal year. General Fund
monies not expended at the end of the fiscal year return to the General Fund; however,
grants and donations roll into the next fiscal year.
8.Adult and Reference Services Update
Adult and Reference Services Coordinator Rebecca Lightfoot will provide
the annual update on reference services and collections and programming
for adult patrons.
Adult and Reference Services Coordinator Rebecca Lightfoot noted changes in staffing
have resulted in an entirely new staff for Adult Services. The Library is recruiting for four
part-time Library Assistants. Reference Services staff is responsible for responding to

patron requests for information. Adult Services has sponsored an open house and author
events and holds Let's Talk Tech events at Library Branches and City facilities. A Let's
Talk Tech event before the June 16 Concert on the Green was successful and will be held
again before the July 7 Concert on the Green. Staff hopes to increase outreach by
attending events such as the Orange County Children's Book Festival. More than 450
people attended Digital Saturday held in conjunction with a Star Wars event. Another
Digital Saturday is scheduled for November 16 in conjunction with Overdrive's digital
bookmobile. Staff is developing technology classes based on patron feedback. The
Library offers professional development to full-time and part-time staff. Librarian Laurie
Sanders will attend the American Library Association's conference later in the week. Staff
hopes to attend the California Library Association conference in November. Library
Services Manager Natalie Basmaciyan, Branch and Youth Services Coordinator Debbie
Walker, and she attended the City's Leadership Academy in 2018. All staff will soon be
trained for passport services. The Library has added database services for the
Encyclopedia Britannica for Students and Gale Archives Unbound and upgraded the
Rosetta Stone database. Additional databases will be added in July.
In answer to questions from the Board, Adult and Reference Services Coordinator
Lightfoot explained that the Overdrive bookmobile contains computer stations where the
public can learn to use the Overdrive platform. Staff turnover has been caused partially
by staff accepting promotions within the Library and at other libraries.
9. Corona del Mar Branch Project Update
CDM Branch Librarian Annika Helmuth will update the Board on the Corona
del Mar Branch Library replacement project and branch activities during the
closure.
Corona del Mar Branch Librarian Annika Helmuth indicated the Corona del Mar Branch
closed on March 17, 2018. Shortly thereafter, staff held a massive book sale and moved
out of the building. A groundbreaking ceremony for the new facility was held on April 10.
Construction continues, but a grand opening ceremony is scheduled for July 20. When
the Branch reopens, staff will consist of a Librarian, a part-time Library Assistant, and a
part-time Library Page. While the Branch is closed, concierge service and a book drop
are available at the OASIS Senior Center. The Branch's story times were relocated to the
Grant Howald Community Youth Center, which more than 4,500 children have attended.
The Songs and Stories program was relocated to Central Library, where attendance
increased to a total of almost 5,000 participants. She hosted a table at the annual Corona
del Mar Christmas Walk with Adult and Reference Services Coordinator Lightfoot and
attended the Corona del Mar Residents Association Annual Expo with Branch and Youth
Services Coordinator Walker. When the Corona del Mar Branch reopens, its hours will be
Monday through Saturday 9:00 a.m. to 6:00 p.m. Proceeds from the closing book sale
and a donation from the Friends of the Library have been expended for a new Opening
Day Collection. Staff has ordered more than 9,000 items for the Branch. Light fixtures
have been installed in the new facility, and installation of flooring is close to complete.
Pavers have been installed in the reading porch. Shelving is being installed.
In response to Board Members' inquiries, Library Services Director Hetherton advised that
a walk-through of the new facility will occur when it is turned over to the City. The project
is under budget. Branch Librarian Helmuth related that staff is arranging delivery dates
with vendors. Once those have been set, a soft launch can be planned.

In reply to Jim Mosher's question, Branch Librarian Helmuth reported a Friends of the
Corona del Mar Library does exist, but she has not had an opportunity to speak with the
group.
10.Lecture Hall Update
Trustee Johnson-Tucker will update the Board on activities related to
building a lecture hall facility on the Central Library site.
Board Member Johnson-Tucker reported the Request for Proposals (RFP) was issued the
prior week to nine architectural firms, and a pre-bid meeting is scheduled during the week.
Following the meeting, potential bidders can submit questions to City staff for a limited
time period. The deadline to submit bids will follow the period for questions.
In response to queries, Board Member Johnson-Tucker advised that the RFP was not
placed on PlanetBid. The Mayor will appoint a group of stakeholders and Board of Library
Trustees to review the bids during a public meeting. Members of the community are
interested in donating to a lecture hall.
Vice Chair Watkins thanked Board Member Johnson-Tucker for her many efforts over
several years to obtain a lecture hall for the Library.
11.Library Services
Report of Library issues regarding services, customers, and staff.
Library Services Director Hetherton appreciated Board Member Johnson-Tucker's work
with the Library and her participation in hiring him as Library Services Director. The Library
Foundation approved a donation for the Library's wish list in May, and the Friends of the
Newport Beach Library presented a donation for the Library's wish list in June.
Board Member Johnson-Tucker remarked that many things had occurred during her
tenure on the Board of Library Trustees. Working with Library staff and Board Members
has been a delight.

Board Member Coulter advised that the Friends collected $2,105 during a members-only
50% off sale on June 4. On June 11, the Friends held its annual meeting and luncheon
with more than 100 people in attendance. The Friends presented the Library with a
donation of $185,000 and the Literacy Program with a donation of $5,000 during the
meeting. The Friends' art book sale during the Newport Beach Juried Art Exhibition raised
$2,492. May sales in the bookstore generated $17,409. With donations and membership
dues, the total was $19,693. The Friends sold 65 books on Amazon for a total of $1,493.
Vice Chair Watkins added that Library Services Director Hetherton spoke at the Friends'
luncheon.
14.Literacy Services Liaison Report
Trustee update of the most recently attended Literacy Services Advisory
Board meeting.
Vice Chair Watkins indicated an International Literacy Day program will be held
September 12. The Literacy Program has hired an assistant.
Meg Linton commented that the herb book sale was fabulous, and the quality of books
was amazing.
VII.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher remarked that the public did not attend meetings of library boards in Newport
Beach or other cities. The County of Orange opened a nice library in Costa Mesa in May.
Library staff may want to visit the laptop self-checkout in the new library. Perhaps the
Board of Library Trustees could comply with the agreements contained in their notebooks.

Response
Does this location have study rooms available? If so, could I kindly reserve a room
for tomorrow? Thank you!
I am sorry you are experiencing issues regarding the wifi at Mariners and Central. I
do apologize and understand your frustration. Our IT department has concluded that
our equipment is working and can find no cause on our end for such an issue. None
of our equipment has changed, and our IT department was able to do a speed test
and got 25 Mbps download and 50 Mbps upload on a six year old laptop. They were
able to watch HD videos on YouTube at 2k and 4k without buffering or stuttering.
Thank you.
Thank you for inquiring about our study rooms. The Central Library has three small
group study room available to library card holders on the second floor. The rooms
are for groups of 2-6 and reservations are made same day, in person only. You can
read more about our study rooms here:
https://www.newportbeachlibrary.org/services/study-meeting-rooms. We have a
larger group meeting room, the Sword room, that checks out to groups of 6-14.
Reservations for that room can be made by calling the Library Administration office
Monday through Friday from 8 a.m. to 5 p.m. at 949-717-3801. I hope that helps
answer your question! Please let me know if there is anything else I can help you
with. Thank you.
Hello, again. This is 3rd email regarding wifi at Mariners branch and main library at
Avocado. It seems situation is even worse at your main library. Watching youtube
video is good indication of how much bandwidth is allocated. I am forced to watch
youtube video clips at 144pixel. Video stutter often at 480 which is not even high
def. I use linux, but it shouldn't be cause for any problem here. Huntington Beach
library wifi is just fine, and they have fast enough access, too. I am repeating this,
but it was not like this at Mariners before, so what changed? Apparently at your
main library as well. Maybe you could use wifi upgrade? Or upgraded, but
something is not working? I am sure I am not only one experiencing this, right? It
seems to happen at many branches that indicate software problem? Maybe you
should change your contractor. If it is your own IT stuff, you definitely need new hire.
Sorry I am ranting. I am frustrated.
A patron visited the library administration office and provided an article with ideas
for the library to consider.
I followed up today with a patron regarding her artwork and as some of you may
already know she has picked it up. She made a point to tell me how kind and helpful
the library staff was in making sure she obtained her artwork. I would like to add that
it is a pleasure to work with such an exemplary staff! Much thanks.
Does the library accept donated hardcover books that are current/relatively recent
releases in excellent condition?
Thank you for contacting us regarding book donations. All book donations go to one
of our support groups: The Friends of the Library. They have a bookstore at the
Central Library and you can drop off your donations there any time. The store is
open Monday through Saturday from 10:30am to 4:30 pm and Sundays from
1:00pm to 4:00pm. If the store is closed you may leave your donations in the red
bins that are outside the door to the bookstore, just inside the Library lobby. We
have a Librarian on staff who works with the Friends to find donated items that
would benefit the library's collection of circulating books. All proceeds from the
Friends’ store benefit the library.
NEWPORT BEACH PUBLIC LIBRARY PATRON COMMENTS
I had a mom and her two teens inquiring about the advanced reading copies last
week. They were trying to check one out. When I explained the program, they were
THRILLED and went back to browse through the collection again. Both teens
expressed that they would be happy to submit reviews and were so excited that they
got to keep the books.
Melissa thanked this patron for sharing the article. They discussed the idea of a
short story machine dispenser and potential places where it might be ideal to have
one such as the library. Melissa let the patron know she would pass the article along
to the admin team for review.

Re: Report of Library Activities – July 15, 2019 Meeting
______________________________________________________________________
TIM HETHERTON, LIBRARY SERVICES DIRECTOR
Congratulations!
Congratulations to Janet Ray, who was reappointed to her second term on the Board of
Library Trustees, and Barbara Glabman, who is leaving the City Arts Commission to fill
the vacancy left by former Trustee Jill Johnson-Tucker.
Friends Luncheon
I attended the Friends Annual Luncheon and Installment of Officers on Tuesday, June
11. The luncheon featured a talk by Christina Lynch, author of The Italian Party.
Wendy Frankel, Friends Bookstore Manager, catered the event with a selection of
outstanding victuals. The Friends also elected their Board for 2019-20:
Amy Hunt, President
Pam Crook, 1st VP/Programs
Elena Yuasa, 2nd VP/Membership
Ita Vandenbroek - 3rd VP/Book Sales
Susan Caine, Treasurer
Catherine Wallach, Secretary

Lynda.com
LyndaLibrary from Lynda.com is a subscription database that offers technology training
resources. It is highly valued by patrons for offering cost-effective skills training by
industry experts in an easy-to-use platform. It is extremely popular with patrons.
Our Lynda.com sales representative informed us that as of July 27, 2019, our patrons
would be required to create a LinkedIn account in order to use the LyndaLibrary
learning resources.
In the past, LyndaLibrary had access to library card numbers for verification purposes.
To paraphrase Samantha Lee of the American Library Association’s Intellectual
Freedom blog (https://www.oif.ala.org/oif/?p=17968), with the new requirement imposed
on patrons to obtain LinkedIn accounts to access the Lynda resources, LinkedIn
Learning will have access to a large amount personal data that should remain private,
and more personal information than other library e-content vendors require. To obtain a
LinkedIn account, patrons will need to provide an email address and their first and last
names. After a patron creates an account, they will be prompted to add their
11
employment history and import their email contacts (to expand their professional
network). LinkedIn then will not only have patron information, but also information for
others who did not agree to use its platform.
Staff is concerned that these new requirements violate California library confidentiality
laws, as detailed in California Government Code § 6267:
All patron use records of any library which is in whole or in part supported by
public funds shall remain confidential and shall not be disclosed by a public
agency, or private actor that maintains or stores patron use records on behalf of
a public agency, to any person, local agency, or state agency except as follows:
(a)By a person acting within the scope of his or her duties within the
administration of the library.
(b)By a person authorized, in writing, by the individual to whom the records
pertain, to inspect the records.
(c)By order of the appropriate superior court.
As used in this section, the term “patron use records” includes the following:
(1)Any written or electronic record, that is used to identify the patron, including,
but not limited to, a patron’s name, address, telephone number, or e-mail
address, that a library patron provides in order to become eligible to borrow or
use books and other materials.
(2)Any written record or electronic transaction that identifies a patron’s borrowing
information or use of library information resources, including, but not limited to,
database search records, borrowing records, class records, and any other
personally identifiable uses of library resources information requests, or inquiries.
This section shall not apply to statistical reports of patron use nor to records of
fines collected by the library.
The information collected by LinkedIn includes IP address, proxy server, operating
system, web browser and add-ons, device identifier and features, and/or ISP or mobile
carrier, and data about patron location. LinkedIn states that they will share personal
patron data with their affiliates and as part of any sale, merger or change in control, or in
preparation for any of these events.
In Section 3.1 of the User Agreement, “Your License to LinkedIn”, patrons “are only
granting LinkedIn and our affiliates the following non-exclusive license: a worldwide,
transferable and sub licensable right to use, copy, modify, distribute, publish, and
process, information and content that you provide through our Services and the services
of others, without any further consent, notice and/or compensation to you or others.”
The Library Administration is also concerned about using public money to promote a
commercial entity. Under these new requirements, staff is reluctant to renew the
subscription to this popular resource. Staff has spoken about the matter with our peer
12
regional libraries and the California State Library, who are consulting with their
attorneys.

permanently. Mariners part-time clerk Elizabeth Gutierrez also left in late June as she
found full-time employment outside the City.
Construction at CDM continued to make progress although there has been a delay in
cabinet installation for both the Library and Fire station which has slowed progress. The
Grand Opening is still slated for Saturday, July 20. On June 27 Brodart account
representative Kris Anderson met Annika and the Admin team on-site to go over the
logistics of library materials delivery which is scheduled for Tuesday, July 9.
Youth Services
From June 5 – June 14 Central Youth Services staff visited six of the local
Newport/Mesa elementary schools to spread the word about SRP. The 2nd grade class
of Our Lady Queen of Angels school visited the Library in early June to take a tour of
the Children’s area, get library cards and check out book. The animal shows held at
Central (Monday, June 24 and Thursday, June 27) proved to be popular on both dates.
Teen Services
Two teen Volunteer training sessions were held at Central and so far the new system of
training and scheduling seems to be going well. YAAC held its last meeting before the
summer break on June 12th. YAAC members signed up for SRP shifts and other
special events and helped to make centerpieces for the Volunteer Appreciation event
slated to be held in July.
MELISSA HARTSON, CIRCULATION & TECHNICAL PROCESSING COORDINATOR
Staffing
Daniela Rodriguez-Nevarez began her Library Page training mid-month. She is
assigned to work at the Central Library.
I am pleased to report that Central’s P/T Clerk, Katherine Robbie, was promoted to a
P/T Library Assistant this month. Elizabeth Guiterrez-Rojo, a P/T Clerk at Mariners, left
NBPL for another job opportunity. We are working with HR to fill both of these
vacancies.
Training
Several Circulation and Technical Processing staff attended the City’s Harassment
Prevention Training this month.
REBECCA LIGHTFOOT, ADULT SERVICES COORDINATOR
Collections
Librarians are labeling First in Series on Adult Fiction and SciFi at all locations. They are
currently compiling lists of books in the collection to label. Going forward, new items will
come processed from the book vendor with the First in Series stickers.
Programming
Librarian II Nadia Dallstream and Library Assistant Chris Hennigan hosted a Let’s Talk
Tech event on Sunday, June 16, out by City Hall before the Concert on the Green. They
were able to assist 10 patrons with accessing the library’s downloadable offerings.
14
Librarian Alex Jenkins will present two workshops in the Fall, on October 10 and
November 7, on self-publishing.
Training
Library Assistant Erik Gunderson finished his CERT training and is now certified. His
class was the first one devoted to City employees. Librarian Laurie Sanders attended
the American Library Association’s Annual Conference, which was held in Washington,
D.C. on June 20-25. Laurie learned about blockchain technology and its use in libraries
and archives, as well as attending sessions on reader focused collection development,
media literacy, and the role of social workers in public libraries.

OBSERVATIONS:
Newport Beach Public Library continues to fare well in comparison with its peer libraries in terms of overall
budget, collection expenditures, and collection expenditures per capita. Support from the Friends and the
Foundation augment the solid funding for collections that we receive from the City’s General Fund.
Newport Beach continues to spend a significant portion of its material budget (41%) on print materials. NBPL
also spends 41% of the materials budget on downloadable content and online databases.
Library visits remain high despite the size of our service population. This reflects the high number of library
users who live outside our service population area.
Peers with high program attendance generally maintain an auditorium facility. Carlsbad, Huntington Beach, and
Santa Monica all maintain auditorium facilities. These facilities are contiguous with the library in these cities.

COMPARISON WITH PEER LIBRARY JOURNAL STAR LIBRARIES, 2017:
The LJ Index of Public Library Service is an index of public library service output and places equal weight on five related
per capita output indicators: visits, circulation, e-circulation, program attendance, and public Internet computer use.
Libraries are scored in relation to other peer libraries based on total operating expenditures. Newport Beach lags its
peer libraries only in public Internet use per capita.

TITLE: Proposed Library Schedule for Winter Holidays 2019
27
The Library will maintain normal 12 p.m. to 5 p.m. hours at Central Library and Mariners on Sunday,
December 29. Maintaining open hours during the day and providing digital resources via the 24/7
Library eBranch provides an opportunity for the public to access library services. Typically, usage is low
in the evenings during the holiday week. Normal hours will resume on Thursday, January 2, 2020.
Library management expects that this schedule will have minimal impact on customers while satisfying
staff requests for leave.
Neighboring libraries and libraries considered our peers in terms of service population and budget are
for the most part closing on 12/24 and 12/31:

Project Manager Peter Tauscher of Public Works reports that the subcontractor that Telacu is using for
cabinets and counters is unable to have their work completed by the Grand Opening on July
20.Because of this issue, City IT is unable to complete their work until the millwork and casework is
completed.
As a result, the plan now is to use the Grand Opening celebration as an opportunity to hold an “open
house” at the branch. While the branch will not be operational, staff can still give the public a glimpse
of the new building. We will have staff on hand to answer questions and provide tours from 10:30 to 2
p.m. After the Grand Opening, the branch will close to the public until the building is operational. The
facility will most likely open the week of July 29.
Staff suggested that the branch could be open for public service as the work is being completed, but
Public Works and Telacu say this is not feasible as there will noise, dust, power and water outages, and
lots of workers scrambling around.
Grand Opening:
Community members are invited to attend the Corona del Mar Branch Library and Fire Station Grand
Opening celebration on Saturday, July 20 from 10:30 a.m. until 12:30 p.m., at 410 Marigold Avenue,
Corona del Mar. There will be speeches, a ribbon cutting, photo opportunities, self-guided tours of the
new facility, and refreshments.
If members of the public are planning to attend the event, please note the following information:
•Marigold Avenue from Second Avenue to the alley will be closed for the event.
•The parking lot will be assigned parking only for the event.
•The brief ceremony will be held outside, no chairs will be provided.
•Parking in the area is limited, please plan to walk, bike or carpool.

Library staff continues to prepare the branch for public service. On Tuesday, July 9, staff received 186
cartons of books from Brodart at the branch. The cartons were off-loaded from the pallets, opened and
items were then sorted for shelving. Staff shelved nearly all 186 cartons in addition to the nearly dozen
boxes of media stored at Central Library during the closure. On Wednesday, July 10, staff received 65
cartons of media (DVDs, Blu-rays, Music CDs and BOCDs). After shelving the items, staff fine sorted and
shifted items so they will present well on the shelves. Branch Librarian Annika Helmuth accounted for
the number of items needed in each collection based on the available shelving. Kudos to Annika, Julie
Duncan, Erin Finnen, Lana Balotsina, Michael Tran, Emily Chieu, Vanessa Magana and Debbie Walker for
their hard work.
