Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. In the next paragraph, the seventh sentence should read "The service populations of peer libraries are not necessarily similar to the Library's service population, but demographically the peer libraries appear to be located in affluent communities in which many educated persons reside, and the peer libraries appear to be near large urban areas." The final sentence of the second paragraph in Section VII.A.10 should be "Under the new business model (which Library Services Director Hetherton advises against), patrons would access Lynda.com through their LinkedIn accounts." The penultimate sentence of Section VII.B.12 should state "… 50 percent off … ." Vice Chair Watkins complimented Debbie Walker for her response to the braille inquiry. Patrons have commented regarding Greg Johnson and Melinda Vogel providing exceptional service. 3. Information Technology Update IT Applications Supervisor Avery Maglinti will update the Board on Library information technology activities. Information Technology (IT) Applications Supervisor Avery Maglinti reported over the past year, IT staff has worked on technology for the new Corona del Mar Branch. Selection of a new Integrated Library System (ILS) hopefully will be presented to the Council in the next few months. Staff has installed new self-checkout stations; updated Cassie, the software that controls public computers; removed authentication from use of the public Wi-Fi; implemented software for volunteer management and digital wayfinding; and offered security and PCI (credit card) training. City staff has a new intranet and new computer monitors. The largest upcoming project will be the new ILS system. Staff should complete the installation of self-checkout kiosks at Mariners and Balboa Branches. IT 5 Board of Library Trustees Meeting Minutes August 19, 2019 Page 3 staff will segregate Library and City content filtering options so that the Library has more control over internet filters. In reply to Chair Ray's question, IT Applications Supervisor Maglinti advised that surplus checkout stations are sent to auction, and auction proceeds are deposited into the general fund. Jim Mosher inquired regarding the Board of Library Trustees' review of staff's proposals for a new ILS and regarding the number of options staff is considering. He suggested the Library implement an automatic renewal system. Library Services Director Tim Hetherton indicated staff has provided the Board with updates regarding the process for a few years. Usually, Library staff and the Board rely on IT staff to make the determination. Library staff requested the new ILS include automatic renewals. IT Applications Supervisor Maglinti reported IT staff has narrowed several options to one and will present it to the City Council. 7. Corona del Mar Branch Project Update Staff will update the Board on the Corona del Mar Branch Library replacement project and branch activities during the closure. Library Services Director Hetherton related that the Corona del Mar Branch is not open due to minor issues that the contractor has to complete. The Branch will likely open the week of August 27. Issues to be completed include plumbing, restrooms and staff workroom, modification of furniture for terminals; installation of a bike rack; and an extensive list of exterior cosmetic items. Staff is prepared to move into the Branch as soon as it is ready. In reply to Commissioner Glabman's question, Assistant City Manager Carol Jacobs reported that completion of all items is important. Once the City accepts the building and remits final payment, the contractor will not return to complete items. Library Services Director Hetherton added that patron usage of the Branch is not compatible with repair work. Chair Ray remarked that the Branch should not be open until all issues are resolved and the building is safe. 8. Lecture Hall Update Chair Ray will report on the July 31 meeting of the Library Lecture Hall Design Committee. Chair Ray indicated the Library Lecture Hall Committee (Committee) has reviewed seven proposals and staff's recommendations. On September 19, the Committee will interview four of the seven architectural firms. The Committee has a website with relevant information for public review. In reply to Vice Chair Watkins' query, Chair Ray stated the Committee meetings are open to the public. Chair Ray hoped Board Members would attend the September meeting. Jim Mosher found the absence of the Board's participation in the process strange. He was surprised to hear in the Committee meeting that the Board of Library Trustees 6 Board of Library Trustees Meeting Minutes August 19, 2019 Page 4 appointed Larry Tucker to negotiate non-design aspects of the lecture hall. However, he could not find any indication of that in the Minutes. Vice Chair Watkins noted Chair Ray and former Board Member Johnson-Tucker are members of the Committee. Ms. Johnson-Tucker and her husband are lawyers and highly experienced in real estate matters. The Board of Library Trustees delegated responsibility for the lecture hall to the Committee. Board Member Coulter commented that the lecture hall is progressing in a professional manner and supported the existing process. 9. Library Services Report of Library issues regarding services, customers, and staff. Library Services Director Hetherton reported the 25th Anniversary Celebration was held July 11. The celebration acknowledged the value and contributions of the Library to the community. The public was pleasantly surprised by the appearance of the new Corona del Mar Branch. The California State Library has selected Newport Beach as the California History Section's City of the Month and prepared a Research Guide for Newport Beach History. This distinction is an opportunity for the Library to promote its local history collection at Central Library and the nautical collection at Balboa Branch. The Library's subscription to Lynda.com will expire December 31, and Lynda.com will prorate a refund to the Library at that time. Until that time, use of Lynda.com will not breach confidentiality laws and not require a LinkedIn account for access. Staff has identified potential replacement software and is awaiting demonstrations of the software. A Friends of the Library check presentation is scheduled for September 10. The International Literacy Day Celebration is September 12. The Library Foundation's Donor Wall and Recognition Party will be held September 18. The Library Foundation is considering an infographic presentation rather than a check presentation. Chair Ray related that she heard comments about the small-town feel of the Corona del Mar Branch. Board Member Coulter commended staff for obtaining an extension of the subscription. Vice Chair Watkins complimented Library staff for the California History Section's City of the Month award. Mr. Abbott's remarks during the 25th Anniversary Celebration were inspirational. In answer to Board Member Glabman's question, Library Services Director Hetherton suggested Newport Beach was selected as City of the Month because Orange County was selected as County of the Month. He was not aware of the process for selecting the City and County of the Month. The Research Guide can be accessed online through the local history page on the Library website. B. Monthly Reports 10. Chair Ray reported the next meeting of the Library Foundation Board is scheduled for September 9. The Library is the second most visited venue in Newport Beach, second only to the beaches. The Foundation is doing a fabulous job of attracting people to the Library. Meg Linton, Library Foundation Chief Executive Officer, advised that the Foundation is preparing marketing materials. A grant and private donations will fund the Medicine in Our Backyard series. Financial literacy workshops are planned for the fall. The book discussion brochure is now available. The website is being updated to include more links and educational information. The bookmark should be mailed September 9. Witte and Library Live lectures will be announced to members on August 27 and to the public on August 28. The Witte Lectures Committee will meet in September. Board Member Glabman noted the first meeting of the Library Live Lectures Committee is September 4. 11. Friends of the Library Liaison Report Trustee update of the most recently attended Friends of the Library Board meeting. Board Member Coulter indicated the Friends are continuing to attach notices about joining the Friends to book donation receipts. Bookstore sales and membership in July generated $18,445 and $540 respectively. The Friends has 900 members. From July 2018 – July 2019, Amazon sales generated $23,000. The August book sale generated $2,938. The holiday luncheon will be held November 12 at Ayres Hotel. Meg Linton related that the Foundation and the Friends are sharing information and dates of events in e-blasts and the Foundation's newsletter. In response to Board Member Glabman's inquiries, Board Member Coulter provided her with a Friends membership application, which contains the cost of membership. The Foundation and Friends are independent organizations. Board Member Glabman suggested the Friends review the cost of its membership categories. 12. Literacy Services Liaison Report Trustee update of the most recently attended Literacy Services Advisory Board meeting. Vice Chair Watkins reiterated that the International Literacy Day Celebration is scheduled for September 12 from 10 a.m. to noon in the Friends Room. The celebration will include the graduation of three career, online high school students. The ProLiteracy Program is planning a happy hour for October 26. A campaign geared toward faith-based organizations is underway to recruit tutors. New learner orientation is set for October 2. 8 Board of Library Trustees Meeting Minutes August 19, 2019 Page 6 VII. Will it be in August, do you know? And will CDM be re-added to the drop-down for Pick-up of reserved books? Thank you. I appreciate you all. Thanks for your e-mail regarding the opening of the new CDM Branch Library. Workers are currently completing various items and projects in preparation for opening for public service. The final plumbing install (for both the Library and Fire Station) is hoped to be completed sometime during this week. This piece of work will provide potable water in the facility as well as working restrooms. This is the most important task to be completed as we cannot open without working plumbing. Other items are less essential but will be completed before opening the Branch to the public to minimize disruption. The City will sign off on the project as soon as it is complete. There is an extensive “punch list” for the exterior that is primarily comprised of cosmetic issues. Because of the factors I have listed above I cannot give you a firm opening date at this time but we are very close and want to assure that all of our customers have the best experience possible when the Branch does finally open its doors to the Public. I can assure you that CDM will be re-added to the Pick-up menu on the Webpage when it is finally open. One problem though is that every audiobook has the barcode label pasted right atop the book information. Surely these could be in another spot. It's very hard to gather story information. Thanks. Melissa spoke with this patron over the phone to inform her that our current audiobook vendor is digitizing the cover artwork and book summary. This allows us to keep the uniform placement of our barcode without covering any pertinent summary information. The patron was pleased we were moving in this direction and thanked Melissa for calling her. I moved to Newport from New York recently and would like to join a book club for professional adults (e.g. a book club that meets during evenings or weekends). I asked at Lido Village Books to see if they might have one. They don't, but they recommended that I get in touch with the library. I see that there is a book club that meets during weekday mornings. I'm wondering if there may be another that meets in the evenings or on weekends? Or another group where I might find a book club? Thank you for inquiring about evening book clubs for adults. Please do not hesitate to let me know if there is anything else I can help you with. 11 NEWPORT BEACH PUBLIC LIBRARY To: Board of Library Trustees From: Tim Hetherton, Library Services Director Re: Report of Library Activities – September 16, 2019 Meeting ______________________________________________________________________ TIM HETHERTON, LIBRARY SERVICES DIRECTOR Natalie Basmaciyan – Homeless Coordinator The City Manager’s office has assigned Library Services Manager Natalie Basmaciyan to a temporary special project leading the City’s internal and external Homeless efforts. Natalie will be responsible for managing Newport Beach’s contract with City Net, act as the City’s liaison with the County of Orange and other governmental entities, communicate with residents on homeless issues, and assist City Manager Grace Leung and Assistant City Manager Carol Jacobs with the Homeless Task Force. Natalie has been instrumental in working with the homeless population and has developed excellent working relationships with City Net, the Newport Beach Police Department, and library patrons who identify as homeless. Join me in wishing Natalie the best as she undertakes this critical and important role. I think that this assignment is both an honor and an excellent opportunity for Natalie. Attendees enjoyed cookies, stickers and just hanging around to enjoy the last day of this great program. At Mariners, the panels for the donor wall were removed and the wall prepped for the new donor wall that will be created by Caliber signs and completed in the next couple of months. New self-checkout machines were installed at Mariners and Balboa. These units are the same as the ones installed at Central earlier in the summer. Work continued on the new CDM Branch Library with an exterior punch list walk- through taking place in early August and an interior one done on August 27th. Although it was hoped to have the Branch open for business by the end of the month the number of items on the list that needed to be addressed meant that was not possible. On August 6 NBTV’s Ed Olen filmed Annika and City Council Member Joy Brenner in an exclusive behind-the-scenes video of the new facility. Later in the month Library Staff welcomed some members of the Friends of the CDM Library and Council Member Brenner for another tour of the facility and a first look at the new materials collection. Youth Services Once the numbers were tallied SRP proved to be successful once again. A total of 2065 game sheets were given out (that is how enrollment is counted for SRP) and just over 1000 finished and collected the final prize book. Program attendance for all locations was 2748, down slightly from last year but still impressive. All locations took a two week break from storytimes to take a breather but to also take stock of left-over prizes, books and to collect the numbers and statistics. Children’s also received their new self-check machine. Teen Services Teen volunteers were honored at a thank-you pizza party held at Mariners on Wednesday, August 14. As usual, we couldn’t have had a successful SRP without their help and commitment to the Library. Teen SRP numbers were also good with 140 registrants and 53 finishers. Melinda Vogel and Danielle Doi hosted SLS members of the Teen Committee here at the Library on Wednesday, August 21. Facilities I met with Patricia Sanchez of Allied Universal Janitorial Service to arrange day porter service on Fridays and Saturdays (pending contract approval). I am also arranging regular janitorial service at the CDM Branch. I assigned Facilities Maintenance Specialist Eddie Flores to meet with the City’s tree service vendor and City Arborist Kevin Pekar to determine if a tree may be removed that is currently blocking lights in the Mariners parking lot. I obtained paint information from Public Works for Eddie Flores so he can touch-up paint at Central in newly painted areas. 13 MELISSA HARTSON, CIRCULATION & TECHNICAL PROCESSING COORDINATOR Staffing Human Resources opened a Page recruitment this month. Written testing took place on August 27 and oral interviews are set for next month. We currently have one vacancy. We continue to work with Human Resources to develop a recruitment timeline for two P/T Clerk vacancies. REBECCA LIGHTFOOT, ADULT SERVICES COORDINATOR Collections DVD selectors attended training with a new A/V vendor, Midwest Tape. Processing and ordering details are still being finalized. Staffing Part Time Library Assistant Andrew Page started his assignment at Central on August 5. Training Librarian II Nadia Dallstream is training several Assistants to help select for Homebound patrons. A new volunteer tracking software, Better Impact, is rolling out in September. This software will allow teen and adult volunteers to log in from home to record hours served and sign up for shifts. Librarian Dallstream worked with City IT staff to design and implement the software, and has been training staff who supervise volunteers. Librarian Dallstream attended an online webinar on using Ancestry, to aid with assisting patrons on this popular database. Adult Services Coordinator Rebecca Lightfoot and Library Assistant Erik Gunderson attended City training in the Emergency Operations Center. Programming Reference staff ran a Let’s Talk Tech event before the Concert in the Park on August 25. Concert goers were able to stop by and learn more about the digital content the library provides and get help downloading apps to their mobile devices. On August 8 Librarian Laurie Sanders and Branch and Youth Services Coordinator Debbie Walker hosted an Adult Summer Reading Program wrap up party that was well attended. Approval Youth Services Update Branch Update - Balboa Annual Budget - Preliminary Review Arts & Cultural Update Review Holidays / Meeting Schedule Newport Beach Public Library eBranch & Database Review 21 The new Corona del Mar Library will open on Monday, September 16 at 9 a.m. Prior to the opening, the contractor, Telacu, made significant progress on punch-list items at the new facility. The Library, together with Newport Beach Fire Station No. 5, is part of a 10, 314 joint facility, built to replace the two aged buildings and maximize interior space, energy efficiency and parking areas. Corona del Mar Library features a colorful Children's area, comfortable reading areas, stroller parking and the Friends of the Library Reading Porch with outdoor seating, tables and umbrellas. The collection of books and media materials is brand new and funded through generous contributions from the Friends of the Library, Newport Beach Public Library Foundation and individual library supporters. Books, music, and movies are all available for checkout beginning September 16. Laptop computers can be borrowed for use in the Library. HOURS The Corona del Mar Library will be open Monday through Saturday, 9 a.m. to 6 p.m, closed on Sundays. PROGRAMMING Regular programs will include Books & Babies Storytime every Tuesday at 10:30 a.m., Preschool Storytime every Wednesday at 10:30 a.m., and Drop-in Crafts on the first and third Monday of each month at 3:30 p.m. Upcoming programs include Fire Safety Crafts on September 26 at 3:30 p.m., Fairy Tales and Magic Crafts on Thursday, October 24 at 3:30 p.m. and Teddy Bear Crafts on Thursday, November 14 at 3:30 p.m. Storytimes will also start next week with Books & Babies on Tuesday, Sept 17 at 10:30 and Preschool on Wednesday, Sept 18 at 10:30.
