Home My WebLink About18 - Proposed Temporary Emergency Shelter for Homeless Individuals Located at the City Corporation Yard at 592 Superior Avenue - Public HearingNOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Tuesday, September 24, 2019, at 7:00 p.m., a public hearing will be conducted in the City Council Chambers at 100 Civic Center Drive, Newport Beach, CA. The City Council of the City of Newport Beach will consider the following: Temporary Emergency Shelter — The City Council will consider a number of actions associated with the construction and operation of a temporary emergency shelter for homeless individuals ("Project") at the City of Newport Beach Corporate Yard located at 592 Superior Avenue, Newport Beach, CA including declaring a shelter crisis in accordance with Government Code Section 8698.2, allocating funds, approving a capital improvement program, authorizing the City to contract for related services, and exempting the Project from land use and development standards applicable to emergency shelters set forth in Title 20 (Planning and Zoning) of the Newport Beach Municipal Code ("NBMC"). Exempting the Project from land use and development standards requires a public hearing pursuant to Section 20.10.040(A) of the NBMC. The provisions of the NBMC which the City Council will consider exempting include Sections 20.26.020 and 20.48. 100 of the NBMC to allow an emergency shelter in the Public Facilities (PF) zoning district, and flexibility with the maximum number of beds, parking, design and amenities, locations, and operational standards. The project is categorically exempt under Sections 15301 — Class 1 (Existing Facilities), 15303 - Class 3 (New Construction or Conversion of Small Structures), 15304 — Class 4 (Minor Alterations of Land), and 15332 — Class 32 (In -Fill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines. All interested parties may appear and present testimony in regard to this project. If you challenge this project in court, you may be limited to raising only those issues you raised at the public hearing or in written correspondence delivered to the City, at, or prior to, the public hearing, Administrative procedures for appeals are provided in the Newport Beach Municipal Code Chapter 20.64. The project may be continued to a specific future meeting date, and if such an action occurs additional public notice of the continuance will not be provided.
