DISCUSSION: At 11:30 a.m. on October 29, 2019, the City Clerk opened and read the following bids for this project: The City received five bids for this project. The low bidder, R.J. Noble Company, Inc., possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for R.J. Noble Company, Inc. shows satisfactory completion of similar contracts for the City and other municipalities. R.J. Noble Company also just recently completed the MacArthur Boulevard and University Drive pavement rehabilitation project for the City. The low bid was 10.6 percent below the Engineer's Estimate of $3,000,000.00. The disparity between the bid and the Engineer's Estimate is attributed to the competitive unit price for pavement removal. Staff also believes that the Contractor's knowledge and familiarity working on similar recent City projects may have led to this very competitive bid. The proposed project includes mobilization, traffic control implementation, staking and survey monument restoration, utility coordination and verification, clearing and grubbing, removal of existing areas of failed roadway pavement, subgrade preparation, cold milling grinding of existing asphalt pavement, crack sealing, construction of asphalt concrete pavement, asphalt rubberized hot mix pavement, concrete driveway approaches, concrete cross gutters, concrete curb ramps, concrete curb and gutters, concrete median curbs, minor landscaping and irrigation repairs, utility adjustments, traffic signage improvements, striping, and traffic signal improvements and all other work required by the contract documents. 9-2 BIDDER TOTAL BID AMOUNT Low R.J.
