I understand that you will be voting on doing Phase 2 and Phase 3 of the Pacific Coast Highway at tonight's Council
meeting. It is my understanding that by doing these two phases together you will save almost half a million dollars. I am
asking you to PLEASE allot this savings to doing Phase 4 which would be mainly in front of the mobile home park in front
of the mobile home park by the Santa Ana riverbed.
I met with Caltrans yesterday. They think they can piggy back widening the sidewalk in front of the trailer park and
replacement of the sidewalk between the oil wells and Superior with a normal sidewalk replacing the blacktopped
sidewalk. The would also add a curb in the back of this sidewalk to replace the sandbags. They are to let me know if and
when this would take place.
They will not replace the K -Rails with a wall. Therefore I am asking the City to at least repaint the K -rails and remove the
plants that have grown in the wall.

concerns. Caltrans is looking into who is responsible for the green sludge area.
Please start the process of doing Phase 4 and vote for Phases 2 and 3.
