For your convenience, I have enclosed an application for a use permit to be completed by the Management of Ace Parking. After completion of the application and other requested information for the use permit process, please make an appointment with Mr. Jay Garcia, a senior planner, to review all materials required for the Planning Commission Public Hearing. Due to the necessity of a use permit process, the Planning Commission Public Hearing that was initially scheduled on April 4th, 1996 will be postponed to a later date. D SUBJECT: PROPOSAL TO PROVIDE TRAFFIC ENGINEERING SERVICES E-Z AIRPORT, MACARTHUR COURT Newport Beach, California Dear Mr. Douglas: Linscott, Law & Greenspan, Engineers, is pleased to submit this proposal to provide traffic engineering services in connection with the expansion of the existing 200 space E-Z Airport at MacArthur Court. Based on our discussions with the City of Newport Beach, we will prepare a traffic and parking analysis which will, (1) identify the number of existing office use parking spaces which can be allocated to E-Z Airport , and (2) evaluate project trip generation in terms of the City's one percent (1%) traffic generation criteria. SCOPE OF WORK Task 1.0 Project Initiation 1.1 Obtain from the City of Newport Beach the most current(1993-1994)AM and PM 21Y2 hour peak period intersection counts and associated Intersection Capacity Utilization (ICU) computations. 1.2 Research our office files and review the prior (March, 1993) traffic analysis for the 200 space E-Z Airport project. 1.3 Determine current shuttle schedule/method of operation and routes used between E-Z Airport and John Wayne Airport. The results of these counts will produce existing E-Z Airport trip generation rates which can be used to project traffic volumes for the expansion. These counts will be conducted from 7:00 AM to 9:30 AM and from 3:30 PM to 6:00 PM. Traffic will be classified into two categories, patrons and shuttle vehicles. Counts to be done on three days based upon busiest days of existing lot. 2.2 Conduct spot turning movement counts at the signed E-Z Airport access points on Campus Drive and Birch Street. The results of these counts, in conjunction with the counts in Task 2.1, will be used to project the E-Z Airport traffic distribution pattern. 2.3 Determine from information provided by Ace Parking the number of vehicles parked at E-Z Airport on the days the counts (Task 2.1, 2,2) are made. 2.4 Prepare traffic generation forecast for the E-Z Airport expansion. 2.5 Distribute and assign generated traffic to the following study intersection. Campus Drive and MacArthur Boulevard Campus Drive and Jamboree Road 2.6 In cooperation with the City, determine 2'/2 hour regional traffic growth volumes for the two study intersection. 2.7 In cooperation with the City, identify approved projects' 2'/2 hour traffic volumes at the two study intersections. 2.8 Conduct one percent (1%) traffic volume analysis at the two study intersections. This will be based on 1% of the sum of the existing 2'/2 hour volumes provided by the City, plus regional growth, plus approved projects as compared to the 2'/2 hour E-Z Airport expansion traffic. 2.9 If the E-Z Airport traffic exceeds the 1% threshold, an ICU analysis will be performed. Should the resulting ICU value be greater than 0.90, appropriate systems improvement measures will be identified and reviewed with Ace Parking. Data on existing building occupancy percent and employee density as well as net building floor area (for Newport Beach parking criteria) will also be obtained. It is assumed that Ace Parking will be able to provide the necessary data on parking space count,utilization,building square footage, occupancy and employee density. 3.2 Analyze parking data and determine the number of spaces which can be allocated to E-Z Airport without impacting existing parking supply-demand at MacArthur Court. This will be based on analyzing the resulting MacArthur Court parking ratio in relation to recognized parking ratios and employee densities, plus a contingency for existing operations. Task 4.0 Traffic and Parking Analysis Report 4.1 Prepare a Draft Traffic and Parking Analysis Report setting forth the results of the 1% analysis, and of the parking supply-demand analysis 4.2 Provide Draft Report to City for review. Revise as appropriate and prepare Final Traffic and Parking Analysis Report. 5.0 Meetings 5.1 Meetings with Ace Parking to obtain required operations, parking space, utilization and occupancy data, and coordinate work (one meeting). 5.2 Meet with City staff to review analysis work program and obtain traffic growth and related projects information, and respond to comments/questions (two meetings). TIME AND FEE ESTIMATE We are prepared to begin work immediately on your notice to proceed and estimate that a draft report will be ready for your review in 15 working days. Please note that this schedule may change depending on the timely availability of data/information expected to be supplied by the City and by Ace Parking. A-5 t 1 ' iii TRAFFIC AND PARKING STUDY E-Z AUTO AIR PARK EXPANSION AT MACARTHUR COURT Newport Beach, California ' INTRODUCTION This Traffic and Parking Study addresses the potential impacts associated with the proposed expansion of the existing 201 space E-Z Auto Airpark at MacArthur Court, via ' the conversion of adjacent surface parking to Auto Airpark use, and relocation of current office building parking to the existing under-utilized parking structure. Potential traffic impact has been evaluated based on the City of Newport Beach Traffic Phasing Ordinance (TPO) and the traffic study guidelines and analysis methodology set forth by the City ' Traffic Engineer. The parking analysis focuses on determining if a sufficient supply of parking will be available upon conversion of the surface lot to E-Z Auto Airpark. PROJECT LOCATION E-Z Auto Airpark is located diagonally across the street from John Wayne Airport in MacArthur Court. MacArthur Court is a 679,299 square foot office development situated on the east side of MacArthur Boulevard between Campus Drive and Birch Street in the City of Newport Beach. (see Figure 1). ' PROJECT DESCRIPTION The proposed project is an expansion of the existing E-Z Auto Airpark, which occupies the southerly half of the surface parking lot at MacArthur Court (see Figure 2). There are currently 201 spaces in the present E-Z Auto Airpark. The proposed project will extend the Auto Airpark to include the north half of the surface lot including the existing handicapped parking. There are presently 235 access controlled parking spaces in the ' subject lot (228 employee spaces and 7 handicap accessible parking spaces). The existing handicapped parking spaces which are inside the gate will remain, and free access to these spaces will be provided to all those with a handicapped placard by E-Z Auto Airpark. ' The present E-Z Auto Airpark lot is operated by Ace Parking, who will also operate the proposed project. A free shuttle service is presently provided to Auto Airpark customers and will be extended to the existing adjacent lot. ' TRIP GENERATION ' Project trip generation is based on analysis of data compiled on what are recognized as the three busiest days of the week at Auto Airpark; Monday, Tuesday, and Friday. Counts ' of all auto traffic and all shuttle traffic were made during the morning (AM) and afternoon (PM) peak travel period to establish the 2 1/2 hour peak period required by the City of ' Newport Beach TPO and traffic study guidelines. Table 1 presents the number of auto and shuttle trips expected to be generated by the project. During the AM peak 2112 hour period, 33 inbound (21 auto and 12 shuttle) and ' 14 outbound (5 auto and 9 shuttle) vehicle trips are expected, for a total 2 1/2 hour volume of 47 vehicle trips. The PM 21/2 hour period is forecast to generate 23 inbound (9 auto ' and 14 shuttle), and 36 outbound (19 auto and 17 shuttle) vehicle trips for a total 2 1/2 hour volume of 59 vehicle trips. Trip generation rates were established using the highest AM and PM 2 1/2 hour peaks iobserved over the three day counts. The AM peak 21/2 hour period was found to be on Monday and the PM peak 21/2 hour period on Friday. Table A-1 at the rear of this report, ' presents the vehicle count data and the derived trip generation rates for both auto and shuttle traffic expressed in vehicle trips per parking space, based on 201 spaces in the existing facility. The same traffic counts used ' in determining the Auto Airpark trip generation rate were employed in determining the distribution of inbound and outbound auto and shuttle traffic between the Campus Drive ' and Birch Street driveways to MacArthur Court. Special traffic counts were also made at the signal controlled MacArthur Court driveway on Campus Drive opposite Martin, and at the through driveway on Birch Street next to the ' parking structure. It should be noted that at the Birch Street driveway, both left'and right turn entry can be made, but that exit onto Birch is restricted to right-turn only (towards MacArthur Boulevard). The resulting distribution percentages are shown in Figures 3 and 4, Auto Distribution ' Percentages AM and PM, and in Figures 5 and 6, Shuttle Distribution Percentages AM and PM. During the AM peak inbound and outbound Auto Airpark traffic is essentially balanced between Campus Drive and Birch Street. In the PM peak, outbound auto is again balanced. However, the inbound traffic distribution shows 64 percent entering from ' Campus Drive and 36 percent from Birch Street. The shuttle distribution percentages are highly directional with all shuttle traffic entering and exiting via Birch Street in the AM peak. In the PM peak, all outbound traffic is in the right turn onto Birch Street. PM peak inbound shuttle traffic is distributed 75 percent to Campus Drive and 25 percent to Birch Street. ' The "With Project" impact is determined based on TPO criteria. An intersection is considered to be impacted by project traffic when the ICU value (volume to capacity ratio) ' is greater than 0.90. Project impact is considered to be mitigated when system ' improvements modify an ICU value to less than or equal to 0.90, or project improvements modify an ICU value to less than the "Without Project" ICU. 1 Committed Projects ' Table 2 presents the list of committed projects provided by the City of Newport Beach. The list shows seven projects that are partially occupied and 26 projects that have yet to begin ' to be occupied. Intersections to be Analyzed Prior to development, the existing E-Z Auto Airpark was subjected to a TPO analysis in ' March, 1993. Two intersections were analyzed at that time. The City Traffic Engineer has determined that the same two intersections, shown below, will once more be analyzed. ' 1. Jamboree Boulevard/Campus Drive 2. MacArthur Boulevard/Campus Drive. One Percent Test ' The results of the initial analysis show that project traffic in the AM and PM peak 2112 hour period is less than one percent of the forecast 21/2 hour traffic volume at both Jamboree ' Boulevard/Campus Drive and MacArthur Boulevard/Campus Drive (See Appendix Tables A-2 through A-5 at the rear of this report). Since the one percent test threshold is not ' exceeded, the proposed project is considered to have no significant impact and the ICU test is not required, nor are measures to mitigate project impact. The Auto Airpark site is reached from both Campus Drive and Birch Street by using the existing two-lane roadway which wraps around the two story and four story office buildings ' at the west end of MacArthur Court. Most of the present site traffic revolves around the existing parking structure, which has more than three and a half times the number of ' spaces than the existing plus expanded Auto Airpark surface parking lot. The relatively light hourly traffic volumes (both auto and shuttle) expected to be generated by the project should not produce any on-side access and circulation problems. ' PARKING ANALYSIS MacArthur Court contains two office towers, two-two story office buildings and one-four ' story building (see Figure 2). According to data provided by Ace Parking, the five buildings have a total of 679,299 square feet of floor area (see Table 3). Percent building ' occupancy at the time the parking survey for this project was conducted, varied from 79 percent in the 4675 office tower to full occupancy in the two story 4770 building. ' Occupancy for all of MacArthur Court is shown at 83 percent. tCounts were made of the number of vehicles parked in the existing 1,890 space parking structure on a Thursday, Friday and Monday in June, 1995. The counts were made at ' 8:00 AM, 10:00 AM, 12:00 Noon, 2:00 PM and 4:00 PM. Table 4 presents the results of these counts and shows percent occupancy for each these counts and shows percent ' occupancy for each count period. From Table 4, it can be seen that a peak of 1,169 parked vehicles (61.9% occupancy) was observed at 10:00 AM on Thursday. Similar parking counts were also conducted in the subject surface lot on a Monday, ' Tuesday and Wednesday in June, 1995 (see Table 5). The peak observation was made at 12:00 Noon on Wednesday, when there were 176 vehicles parked in the surface lot (74.9 percent occupancy). Table 6 presents the analysis of available parking in the existing structure, adjusted to full building occupancy, the number of parkers in the surface lot who would be relocated to the ' parking structure, and the expected surplus. ' Looking at Table 6, it can be seen that the observed peak demand of 1,169 spaces has ' been adjusted upwards to full occupancy to 1,408 spaces, which results in 482 spaces' being available for use by parkers relocated from the surface lot. At full occupancy, the 176 vehicles parked in the surface lot increase to a demand of 212 spaces. Allocating 212 of the 482 available spaces in the structure to-relocated parkers leaves a surplus of 270 ' parking spaces; a 14.3 percent surplus. Hence, it is concluded that expanding the existing E-Z Auto Airpark to encompass the entire surface parking lot on the west side of MacArthur Court, will not produce a negative impact. ' SUMMARY 1. The proposed project is an expansion of the existing 201 space E-Z Auto Airpark ' to encompass the entire surface parking lot on the west side of MacArthur Court, and relocation of existing parkers to the 1,890 space parking structure on the east side of MacArthur Court. 2. A total of 325 parking spaces will be added to the Auto Airpark, including 7 handicapped accessible spaces, which are now inside a gate controlled facility and ' will be made available to all qualified users free of charge.
