After the new Fletcher Jones Motorcars facility opened in September, the City and Fletcher Jones
received complaints regarding the brightness of lights at the new facility. Staff recognized that
lighting at the facility did not comply with the mitigation measures and conditions of approval
for the project, and we have allowed the business to operate only with a temporary certificate of
occupancy until the lighting issues are resolved. In response to complaints about the lighting,
Fletcher Jones agreed to retain a lighting engineer to review the project and make
recommendations for reducing the light impacts on neighbors. The lighting engineer chosen was
Raymond Swartz of Konsortum 1, the same engineer previously retained by the City to resolve
lighting issues at the Central Library.
Discussion
Mr. Swartz has reviewed the mitigation measures and conditions of approval on the project,
reviewed the electrical and lighting plans, visited the site, toured the surrounding area, and met
with Fletcher Jones and City staff and a group of concerned neighbors. After analyzing the
information from this work, he has presented a set of recommendations to bring the project into
conformance with the mitigation measures and conditions of approval and to reduce the
annoying light impacts on the neighbors. The mitigation measures are listed below, followed by
discussion of each of the recommendations.

Mitigation Measures and Conditions of Approval
The effects of night lighting on adjacent natural areas, including the SJHTC mitigation site, will
be reduced by the design of lighting that is either low intensity or highly directional.
That the illumination of any open automobile display area or rooftop parking area shall be
designed and maintained in such a manner as to eliminate direct light and glare on adjoining
properties southerly and westerly of the site. A timing device shall turn off any light facing
towards the residential properties or neighboring properties at 10:00 p.m. every night. Said
design features shall be incorporated into a lighting plan prepared and signed by a Licensed
Electrical Engineer; with a letter from the engineer stating that, in his opinion, that these
requirements have been met. That the lighting and illumination plan for the roof top parking area
shall be subject to the approval of the Planning Director.
That the project shall be designed to eliminate light and glare spillage on adjacent uses.
Shields
In an early response to contact from the City's Code Enforcement Supervisor, Fletcher Jones had
installed shields on some of the parking lot light fixtures. These provided improvement in some
cases, but in other cases they acted as reflectors and actually caused "hot spots" to appear. The
recommendation is that the existing shields be relocated to fixtures that will not reflect the light,
and that all of the light fixtures be retrofitted with shields that will extend around the entire
fixture and restrict light above the 90 degree angle. The recommended shields are available
from the manufacturer of the light fixtures.
Service Entrance
Neighbors in Eastbluff were particularly concerned about lights in the service entrance that
remain on all night to provide security for customers wishing to leave cars for service when the
business is not open. It is recommended that the dropped lenses in these fixtures be replaced
with flat lenses available from the same manufacturer.
Interior Lighting
Because of the extensive glass front of the building, the interior lights contribute to the impact on
neighbors, and at least some of these lights must be left on all night for security reasons. It is
recommended that Fletcher Jones work with an interior designer to determine the feasibility of
installing some type of blinds or screens to shield the interior lighting. It may not be possible to
implement this idea without a detrimental effect on the business operations and security.
Landscaping
One of the impacts of the facility lights is glare and reflection off the Bay, and additional
landscaping is recommended to reduce this impact. It is important that the landscaping not block
public view of the Fletcher Jones facility, so the proposed locations are in the public right-of-way
on the south side of Bayview on either side of Jamboree Road. Landscaping plans for these
locations would have to be developed with consideration for motorist sight distance.
Lighting Control
Among the neighbors' concerns with the lighting is the late hours that lights at the facility remain
on. Fletcher Jones' management has explained that customers are completing business after the
closing time, and the facility cannot go dark suddenly. The engineer reports that the lighting

system was designed to allow for a great deal of control, so that lighting can be reduced in steps.
This would provide a way for the business to signal that it is closing while allowing customers to
finish business and depart safely. It is not clear that the system was installed as designed, and it
is recommended that the "as built" condition be verified and the automatic step down of lighting
be implemented.
Conclusion
Mr. Jones has reviewed the lighting engineer's report, and is agreeable to proceeding with the
recommendations on shields and service entrance lights, as well as verifying the as built
condition of the lighting control system. He needs additional information on shielding the
interior lighting and on landscaping before he is able to make a decision on those
recommendations. Staff will continue to work with him on these issues, and report to the City
Council again when decisions are made.
Staff and the lighting engineer believe that the recommendations address all of the mitigation
measures and conditions of approval on the project. It is possible that additional, minor
adjustments may be needed to satisfy the intent of the conditions, and staff also will continue to
work with the affected neighbors. It should be recognized, however, that the Fletcher Jones
facility is located in a very light sensitive area, and some change in that environment is
unavoidable with the addition of an automobile sales facility.
