City Council Study Session
February 10, 2009 — 3:00 p.m.

Present: Council Member Henn, Council Member Rosansky, Mayor Pro Tem Daigle, Mayor Selich,
Council Member Webb, Council Member Curry, Council Member Gardner
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR - None
2. PRESENTATION FROM CHIEF LEWIS ON FIRE DEPARTMENT OVERTIME
EXPENDITURES.
Fire Chief Lewis provided a Power Point presentation relative to the Fire Department's use
of planned overtime, vacation relief, and unplanned overtime. He responded to Council
questions regarding shift exchanges, vacation relief, and options to reduce overtime.
3. INSURANCE RENEWALS.
Risk Manager Farley introduced the City's Insurance Broker, Mark Zahoryin of Brown and
Brown, who provided an overview of the market for the annual insurance renewals.
He indicated that there is a possibility of rate increases in property and casualty insurance
by the first quarter of 2010.
In response to Council questions, Mr. Zahoryin explained why he believes insurance will
enter into a hard market and discussed the viability of insurance companies to potentially
do business with the City. He reported that options will be discussed at the next Council
meeting. He believed that the March renewals may show modest rate decreases without
there being major changes in coverage.
