CALL MEETING TO ORDER – 5:01 P.M. II. ROLL CALL Commissioners Present: Arlene Greer, Chair Marie Little, Vice Chair Michelle Bendetti, Secretary Maureen Flanagan, Commissioner Wayan Kaufman, Commissioner Commissioners Absent: Miriam Baker, Commissioner Ritch LeGrand, Commissioner Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. PRESENTATION 1. Presentation of 2019-20 Cultural Arts Grants Chair Greer reported the City Arts Commission provides $40,000 for artistic and cultural enrichment in the City of Newport Beach. Residents look forward to the programming that Cultural Arts Grants recipients provide. Chair Greer and Commissioner Kaufman presented awards to Balboa Island Improvement Association, Baroque Music Festival, Chuck Jones Center for Creativity, Kontrapunktus, The Laguna Playhouse, Newport Elementary School Foundation, Pacific Symphony, Philharmonic Society of Orange County, and South Coast Repertory. IV. NOTICE TO THE PUBLIC V. PUBLIC COMMENTS Pat Jorgensen, Newport Beach Arts Foundation President, advised that the Arts Foundation has been negotiating with artist Karl Unnasch for the purchase of Burnt Matchstick. The Arts Foundation Board of Directors has chosen to pay for the sculpture over five years. A proposal has been extended to Mr. Unnasch. The Newport Beach Arts Foundation will not be responsible for obtaining Council approval of the purchase, determining a location for the sculpture, or any expenses or repairs to the sculpture. The annual holiday party will be held December 17, and Commissioners are invited. In response to Commissioners' queries, Library Services Director Tim Hetherton did not believe the increased purchase price includes the honorarium. An electrician is scheduled to repair Burnt Matchstick the following week. Having the City repair the sculpture is more cost effective than having Mr. Unnasch repair it. Draft of 11/14/2019 Minutes Motion made by Commissioner Flanagan, seconded by Commissioner Bendetti, and carried (5-0-0-2) to approve the Minutes of the November 14, 2019 City Arts Commission meeting as presented. AYES: Greer, Little, Bendetti, Flanagan, Kaufman NOES: None ABSTENTIONS: None ABSENT: Baker, LeGrand B. Consent Calendar Items 3. Financial Report – Review of financial information Library Services Director Tim Hetherton indicated the Programming Budget has not changed. Payments for installation of art in Central Gallery, meeting minutes transcription, and repair and maintenance were made from the Professional and Technical Services Budget. Motion made by Commissioner Bendetti, seconded by Commissioner Flanagan, and carried (5-0-0-2) to approve the Financial Report. Cultural Arts Activities – Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services Library Services Director Hetherton advised that the State has not prepared the contract for the Local Specified Assistance Grant, and the December 1 deadline to submit an executed contract is not in effect. Invoices from Arts Orange County (Arts OC) will be paid from the budget, and the grant will reimburse the City for those funds. City staff understands the next fiscal year's budget will have to fund Phase VI of the Sculpture Exhibition in order to obtain the grant. The Sherry Marger exhibition in Central Library has received several compliments. Sculpture will be on display in Central Library in January. Motion made by Commissioner Flanagan, seconded by Vice Chair Little, and carried (5- 0-0-2) to approve the Consent Calendar. CURRENT BUSINESS A. Items for Review and Possible Action 5. Phase V of the Sculpture Exhibition in Civic Center Park – Mr. Richard Stein of Arts Orange County will update the City Arts Commission on Phase V of the Sculpture Exhibition in Civic Center Park Richard Stein, Arts OC, reported the remaining sculptures from Phase III will be de- installed at the end of January. All sculptures for Phase IV have been installed. The Phase V call for artists opened on November 15 and has been promoted through 33 artist networks and county Art Councils throughout California. The call for artists will close on January 15. Judging of pieces will begin January 17 and end February 7. David Michael Lee of Coastline Art Gallery and Tyler Stallings of the Frank M. Doyle Arts Pavilion have been selected as judges. Voting on sculptures will occur at the City Arts Commission meeting of February 13. Phase V sculptures will be presented to the City Council on March 10 for approval. Installation is planned for May with an opening reception on June 6. In reply to questions, Mr. Stein advised that ten submissions have been received. Knowledge that the City has purchased pieces from the Sculpture Exhibition may increase participation. Sculpture Digest does not have a mechanism to promote a call for artists. The magazine may be interested in a feature article about the Sculpture Exhibition. 6. Extension of Burnt Matchstick Exhibition – Staff recommends that the City Arts Commission extend the exhibition of Sculpture Exhibition in Civic Center Park Phase III sculpture, Burnt Matchstick, until June 30, 2020. Library Services Director Hetherton advised that the proposal is to compensate Karl Unnasch for extending the display of Burnt Matchstick through June 30, 2020. De- installation of the piece was scheduled for January 2020. Chair Greer announced a garden club from Castle Pines, Colorado, will visit the Sculpture Exhibition in April. Motion made by Commissioner Flanagan, seconded by Commissioner Bendetti, and carried (5-0-0-2) to extend the exhibition of Phase III sculpture, Burnt Matchstick, until June 30, 2020. AYES: Greer, Little, Bendetti, Flanagan, Kaufman NOES: None ABSTENTIONS: None ABSENT: Baker, LeGrand Chair Greer noted Karl Unnasch has been interviewed in the magazine for the Stained Glass Association of America and honored for the third time by the Americans for the Arts. Newport Beach City Arts Commission Regular Meeting Minutes December 12, 2019 Page 4 In addition, Mr. Unnasch will be featured on the cover of American Craft Magazine in March. B. Monthly Reports 7. Art in Public Places Library Gallery Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Miriam Baker Chair Greer reported the subcommittee has reviewed all applications. 8. Cultural Arts Grants/Youth Programming Ad Hoc Subcommittee – Commissioner Wayan Kaufman, Commissioner Arlene Greer Commissioner Kaufman noted the applications for Cultural Arts Grants were strong. 9. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Marie Little, Commissioner Maureen Flanagan Chair Greer advised that the call for artists will be announced in January. The application has been modified to increase retained earnings from 20 percent to 30 percent and to prohibit the removal of any art prior to 6 p.m. The committee's goal for the event is to provide an enjoyable community event while increasing art sales to support City Arts Commission programming, acquisition of Burnt Matchstick, and opening day of the Sculpture Exhibition Phase V. The committee will meet with staff to finalize details of the event in mid-January. The committee requests staff reserve banner locations for the Newport Beach Art Exhibition. Marketing Specialist Katherine Mielke advised that she has applied for three City locations but has not spoken with anyone about the Balboa Island location. She sent a release to West Coast magazine about the dates, but she has not heard back from them. 10. Newport Beach Arts Foundation Liaison Ad Hoc Subcommittee – Commissioner Maureen Flanagan, Commissioner Arlene Greer, Commissioner Marie Little Pat Jorgenson, Newport Beach Arts Foundation President, indicated the Arts Foundation is looking for someone to manage Art in the Park. She requested information regarding the garden club's visit. 11. Sculpture Exhibition in Civic Center Park Phases IV and V Development Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Marie Little Chair Greer related that the subcommittee will meet to discuss fundraising activities and begin preparing for Phase V opening day. Backhausdance has expressed interest in providing entertainment on opening day. Newport Beach City Arts Commission Regular Meeting Minutes December 12, 2019 Page 5 VIII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Commissioner Flanagan requested an agenda item to discuss relocating Burnt Matchstick. Chair Greer requested agenda items for Backhausdance's proposal for entertainment during Sculpture Exhibition Phase V opening day; a Tokitae Totem proposal; and relocation of Metalfor. Chair Greer announced the January meeting will be held on January 16. IX. PUBLIC COMMENTS ON NON-AGENDA ITEMS None X. ADJOURNMENT – 6:05 P.M. Chair Greer thanked everyone for their support of the City Arts Commission and its programming and events with their attendance, contributions to the Arts Foundation and for adding to arts and cultural enrichment in the City of Newport Beach.
