The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the special meeting City Arts Commission agenda be posted at least twenty-four (24) hours in advance of the
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

III. PRESENTATION
1. Presentation of 2019-20 Cultural Arts Grants
Chair Greer reported the City Arts Commission provides $40,000 for artistic and cultural
enrichment in the City of Newport Beach. Residents look forward to the programming that Cultural Arts Grants recipients provide. Chair Greer and Commissioner Kaufman presented awards to Balboa Island Improvement Association, Baroque Music Festival,
Chuck Jones Center for Creativity, Kontrapunktus, The Laguna Playhouse, Newport Elementary School Foundation, Pacific Symphony, Philharmonic Society of Orange
County, and South Coast Repertory.
IV. NOTICE TO THE PUBLIC
V. PUBLIC COMMENTS
Pat Jorgensen, Newport Beach Arts Foundation President, advised that the Arts
Foundation has been negotiating with artist Karl Unnasch for the purchase of Burnt Matchstick. The Arts Foundation Board of Directors has chosen to pay for the sculpture
over five years. A proposal has been extended to Mr. Unnasch. The Newport Beach Arts
Foundation will not be responsible for obtaining Council approval of the purchase, determining a location for the sculpture, or any expenses or repairs to the sculpture. The
annual holiday party will be held December 17, and Commissioners are invited. In response to Commissioners' queries, Library Services Director Tim Hetherton did not
believe the increased purchase price includes the honorarium. An electrician is scheduled to repair Burnt Matchstick the following week. Having the City repair the sculpture is more
cost effective than having Mr. Unnasch repair it.

B. Consent Calendar Items
3. Financial Report – Review of financial information Library Services Director Tim Hetherton indicated the Programming Budget has not
changed. Payments for installation of art in Central Gallery, meeting minutes transcription, and repair and maintenance were made from the Professional and Technical Services Budget.
Motion made by Commissioner Bendetti, seconded by Commissioner Flanagan, and carried (5-0-0-2) to approve the Financial Report.

4. Cultural Arts Activities – Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and
services Library Services Director Hetherton advised that the State has not prepared the contract
for the Local Specified Assistance Grant, and the December 1 deadline to submit an executed contract is not in effect. Invoices from Arts Orange County (Arts OC) will be paid from the budget, and the grant will reimburse the City for those funds. City staff
understands the next fiscal year's budget will have to fund Phase VI of the Sculpture Exhibition in order to obtain the grant. The Sherry Marger exhibition in Central Library has received several compliments. Sculpture will be on display in Central Library in January.

A. Items for Review and Possible Action
5. Phase V of the Sculpture Exhibition in Civic Center Park – Mr. Richard Stein of Arts Orange County will update the City Arts Commission on Phase
V of the Sculpture Exhibition in Civic Center Park
Richard Stein, Arts OC, reported the remaining sculptures from Phase III will be de-
installed at the end of January. All sculptures for Phase IV have been installed. The
Phase V call for artists opened on November 15 and has been promoted through 33 artist networks and county Art Councils throughout California. The call for artists will close on
January 15. Judging of pieces will begin January 17 and end February 7. David Michael
Lee of Coastline Art Gallery and Tyler Stallings of the Frank M. Doyle Arts Pavilion have been selected as judges. Voting on sculptures will occur at the City Arts Commission
meeting of February 13. Phase V sculptures will be presented to the City Council on March 10 for approval. Installation is planned for May with an opening reception on June 6.
In reply to questions, Mr. Stein advised that ten submissions have been received. Knowledge that the City has purchased pieces from the Sculpture Exhibition may increase
participation. Sculpture Digest does not have a mechanism to promote a call for artists. The magazine may be interested in a feature article about the Sculpture Exhibition.
6. Extension of Burnt Matchstick Exhibition – Staff recommends that the City Arts Commission extend the exhibition of Sculpture Exhibition in Civic
Center Park Phase III sculpture, Burnt Matchstick, until June 30, 2020.
Library Services Director Hetherton advised that the proposal is to compensate Karl
Unnasch for extending the display of Burnt Matchstick through June 30, 2020. De-
installation of the piece was scheduled for January 2020.
Chair Greer announced a garden club from Castle Pines, Colorado, will visit the Sculpture Exhibition in April.
Motion made by Commissioner Flanagan, seconded by Commissioner Bendetti, and carried (5-0-0-2) to extend the exhibition of Phase III sculpture, Burnt Matchstick, until June 30, 2020.

Chair Greer noted Karl Unnasch has been interviewed in the magazine for the Stained Glass Association of America and honored for the third time by the Americans for the Arts.

7. Art in Public Places Library Gallery Ad Hoc Subcommittee –

Chair Greer reported the subcommittee has reviewed all applications.
8. Cultural Arts Grants/Youth Programming Ad Hoc Subcommittee – Commissioner Wayan Kaufman, Commissioner Arlene Greer
Commissioner Kaufman noted the applications for Cultural Arts Grants were strong.
9. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner
Arlene Greer, Commissioner Marie Little, Commissioner Maureen Flanagan
Chair Greer advised that the call for artists will be announced in January. The application has been modified to increase retained earnings from 20 percent to 30 percent and to
prohibit the removal of any art prior to 6 p.m. The committee's goal for the event is to provide an enjoyable community event while increasing art sales to support City Arts Commission programming, acquisition of Burnt Matchstick, and opening day of the
Sculpture Exhibition Phase V. The committee will meet with staff to finalize details of the event in mid-January. The committee requests staff reserve banner locations for the
Newport Beach Art Exhibition.
Marketing Specialist Katherine Mielke advised that she has applied for three City locations
but has not spoken with anyone about the Balboa Island location. She sent a release to
West Coast magazine about the dates, but she has not heard back from them.
10. Newport Beach Arts Foundation Liaison Ad Hoc Subcommittee –
Commissioner Maureen Flanagan, Commissioner Arlene Greer, Commissioner Marie Little
Pat Jorgenson, Newport Beach Arts Foundation President, indicated the Arts Foundation is looking for someone to manage Art in the Park. She requested information regarding
the garden club's visit. 11. Sculpture Exhibition in Civic Center Park Phases IV and V Development Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Marie Little
Chair Greer related that the subcommittee will meet to discuss fundraising activities and begin preparing for Phase V opening day. Backhausdance has expressed interest in
providing entertainment on opening day.

Matchstick.
Chair Greer requested agenda items for Backhausdance's proposal for entertainment during Sculpture Exhibition Phase V opening day; a Tokitae Totem proposal; and
relocation of Metalfor.
Chair Greer announced the January meeting will be held on January 16.

Cultural Arts Activities for December 2019
"Shore and Marsh Birds" Photographic Exhibition by Gail White
January 6 - March 6, 2020, Central Library Gallery
The Newport Beach City Arts Commission presents Shore
and Marsh Birds, an exhibition of photographs by Gail
White, on display at the Newport Beach Central Library
gallery.
Gail White is a long-time resident of Balboa Island. She grew
up on the Island, graduated from Newport Harbor High and
returned to the Island in 1995 upon her retirement. Strictly
an amateur photographer, White's interest in
photographing shore and marsh birds evolved from her love
of the beach.
All of the photographs on exhibit were shot locally in Newport Beach, Crystal Cove, Bolsa Chica
Wetlands and the San Joaquin Wildlife Sanctuary. Gail White's desire in exhibiting these photos is to
share with library patrons the wonderful marine birds we have in this area.
Driftwood Bird Sculpture Exhibition by Cindy English Gillis
January 6 - March 6, 2020, Central Library
The Newport Beach City Arts Commission presents a
sculpture exhibition by Cindy English Gillis, on display
at the Newport Beach Central Library gallery.
Cindy English Gillis creates bird sculptures from
wood, driftwood and other natural pieces from
nature. The objects usually have a shape, color or
texture that inspires her.
“My reason for creating these birds is to capture the
essence, through shape, movement and
gracefulness. My intent is not to replicate but, to
present, a three dimensional interpretation of what I am creating. These sculptures include Great Blue
Herons, Egrets, Hummingbirds, Sparrows, Sanderlings and even a Swan.”

Gillis began her artistic career at the age of 26 when she began painting birds with watercolor. In 1997
she received a BA in interior design, and then went on to work with her husband’s firm, Gillis &
Associates Architects, which specialized in public works projects. After her retirement in 2010, Gillis
began creating jewelry and driftwood bird sculpture with the things she found along the way, a journey
that has been a rewarding one that she look forward to every day with joy and passion.
State Local Assistance Grant update
The State Department of Parks and Recreation contacted staff on December 23 and notified that,
because of administrative costs at the state level, the total amount of funds granted to the City of
Newport Beach for the Sculpture Exhibition in Civic Center Park Phase V and VI is $485,000. The State
Department of Parks and Recreation also sent the contract on December 23. The contract is currently
under review by the City Attorney’s office.

TITLE:
Recommendations for 2020 Concerts on the Green
RECOMMENDATION:
Staff recommends that the City Arts Commission approve the performers recommended by the
Performing Arts for Concerts on the Green Ad Hoc Subcommittee for the summer 2020 Concerts on the
Green series.
FUNDING REQUIREMENTS:
Performance fees and sound engineering for four summer concerts is estimated at approximately
$25,000. These funds will be expensed from the City Arts Commission programming budget, account
# 01060603-841004.
DISCUSSION:
The City Arts Commission presents live music in the Civic Green during the summer months. The
Performing Arts for Concerts on the Green Ad Hoc Subcommittee recommends performers to the City
Arts Commission for approval. Staff negotiate a fee with the performers, coordinates the use of the
Civic Green, publicizes the events, and hires a sound engineering contractor for the performances.
The Committee typically selects 5 performers in the eventuality that an alternate is required.
The performers submitted for approval for summer 2020 are:
• Yachty By Nature (70s and 80s soft rock)
• Petty Breakers (Tom Petty and the Heartbreakers tribute)
• Don’t Stop Believing (Journey Tribute)
• Rumours (Fleetwood Mac tribute)
• Mark Woods Parrot Head Band (Jimmy Buffet tribute)
Performers are paid $3,250. The sound engineering firm, Triskelion Event Services, Inc., provides the
sound engineering and equipment at $3,000 per concert. The June concert is expensed from the Fiscal
Year 2019-2020 budget. The July, August, and September concerts expensed from the Fiscal Year 2020-
2021 budget.
The concerts will again feature food trucks, as they did in 2017, 2018, and 2019.

TITLE:
Update on Burnt Matchstick
DISCUSSION:
Staff received a quote from A.C. Pozos Electric Corporation to restore power to Burnt Matchstick. Mr.
Pozos will work with City staff to locate the circuit breaker and reset power. Mr. Pozos will replace the
existing driver units with four new LED driver units and a new timer unit to provide power to the
sculpture at its base. Apparently, the units were exposed to moisture last winter through direct contact
with concrete base of structure. Mr. Pozos will raise the drivers from the concrete base so they will not
sit in pooling water.
Mr. Pozos provided a quote for $2400 for the repair.
These funds will be expensed from Professional Services, account # 01060603-811008.

TITLE:
Update on restoration and relocation of Metalfor Sculpture
DISCUSSION:
Mr. Hector Dominguez of Legacy Fine Arts has agreed to restore Metalfor for $4,800. The City Arts
Commission approved this expenditure at their November 14, 2019 regular meeting. However, Mr.
Dominguez cannot address the restoration of Metalfor until June of 2020.
The sculpture must be deinstalled before the construction of the pedestrian footbridge across Superior
Avenue to Sunset Ridge Park commences. Mr. Andy Tran of Public Works has informed staff that the
project will not commence until 2021.
This should provide the City Arts Commission adequate time to restore and relocate the piece.

TITLE:
Newport Beach Arts Foundation Contributions to City Arts
Commission, 2018-2019
DISCUSSION:
Founded in 1998, the Newport Beach Arts Foundation, a non-profit 501(c)(3) organization, is the fund-
raising arm of the Newport Beach City Arts Commission. The Newport Beach Arts Foundation is
dedicated to supporting City Arts Commission programming and remains a valued partner in enhancing
the cultural experiences of Newport Beach residents and guests.
In 2018 and 2019, the City Arts Commission requested funding assistance from the Newport Beach Arts
Foundation on various occasions.
The City Arts Commission requested funding to help stage the Tijuana Dogs Frank Sinatra tribute on
Father’s Day 2018. The Newport Beach Arts Foundation provided $5,000 to help stage this event.
In 2019, the Newport Beach Arts Foundation provided $10,000 to augment the City Arts Commission
budget for Phase IV of the Sculpture Exhibition in Civic Center Park. These funds were used to help pay
artist honorariums.
The Newport Beach Arts Foundation also provided $5,000 for the luncheon held for the Phase IV artists
in June 2019. This private event for artists, City Council, and the City Arts Commission could not have
been held without Newport Beach Arts Foundation assistance.
In 2018, the Newport Beach Arts Foundation took 20% of the sales proceeds from the Newport Beach
Art Exhibition for a total of $1,015. In 2019, the Newport Beach Foundation again took 20% of the sales
proceeds for a total of $1,716. In 2019, the Newport Beach Arts Foundation also retained the
registration fees for the Arts Exhibition, and garnered $5,995.94. The annual Art Exhibition has proven
to be an effective fundraising opportunity for the Newport Beach Arts Foundation.
