Dear Mayor O'Neill and Council Members, I assume that the October 15, 2021 deadline to have the required adoption of an updated Housing Element has slipped or will eventually slip given COVID-19. Is this your operational assumption? I am not suggesting that work stops altogether or is even slowed but given the COVID Response budget allocations, I am looking for assurances that going ahead with consultants now is right timing. I see that there was over $lm dollars in budget money (?) leftover from the Kearns and West contract, which is being used to offset costs of these new contracts. Additionally, has the City gotten any feedback from RHNA (or State) about the high housing numbers they're expecting the city to comply with? I also want to express my hope that while staff, Kimbley-Horn and Associates, LSA, and Urban Crossroads are being engaged in the Housing Element update (which includes Circulation), the Housing Element Committee and the public will have visibility and input to work plans, and any key discussions and/or proposals to advance the updated Housing Element along the way vs. hearing about it for the first time on a future City Council agenda. Communication with constituents on this issue is essential. Perhaps John Pope put something together?? Thank you for your time in reading over my comments. To the Newport Beach City Council, Say Yes to Choice (OC Community Choice Energy) Outside all due recognition and attention paid to the urgent matters surrounding Covid-19, we humbly ask to likewise continue discussions with the City of Irvine and work to accept their invitation to join their Community Choice Energy program. As of now, the matter continues to be on the Irvine City Council agenda for May 12. We want the business development, freedom of choice, and affordable and sustainable energy that a Community Choice Energy program offers. The City /residents will have a significant amount of input which could affect the Consultant's SOW, timing and fees. • 1 recommend the City provide the Consulting team a preliminary Project Description to work from as a guidance document. The preliminary Project Description should be developed by the community, with input from their mouths, not a consultant survey with the Consultant defining the questions to be used as data to create the plan. The General Plan should be the Community's vision. • The Staff report description of the Scope of Work differs significantly from the Consultants Proposal. Please clarify what the Agreement covers. o Staff: "Updates to the General Plan Housing, Land Use and Circulation Elements" o Consultant Proposal: ■ Project Preparation, Community Outreach, and Project Management ■ Housing Element ■ Land Use Element Amendments ■ Circulation Element Amendments ■ Transportation Technical Analysis ■ Environmental Justice Policies ■ Market Fiscal Analysis ■ Public Hearings and Adoption ■ Environmental Compliance • 1 am confused how the Consultant will be proceeding. What information will the City be providing to the Consultant? • Who will determine if and where the RHNA allocation will be distributed? Please explain the process. • Please explain how the Consultant/City propose to account for ADUs in their proposal. • Will the traffic analysis include a LOS Analysis within its SOW? Does the City intend to prepare a CEQA document for the Updated General Plan, or is the City relying on its request for legislation exempting the Housing Element from CEQA? Please update the public on the City's request. How would a CEQA exemption for the Housing Element affect the SOW of the Consultant, the timing and fees. Would CEQA concerns be input into the Housing Element? If the Housing element is exempted from CEQA, how will CEQA mitigation be applied to the scope of an individual projects CEQA document. • Does the City intend to take any action to invalidate Measure S or the Green Light Initiative as suggested to the City by the BIA. This would affect the SOW of the Proposal. Has the City made commitments to the BIA to change any land uses in the City? Is the City currently in discussions with the BIA to do so? • Has the City requested any other regulatory relief that could affect the SOW required to update the General Plan or comply with CEQA for this project? • Has the City requested an extension of time to complete the Housing Element? If yes, from whom? Please provide status and how this will affect the Consultant SOW. • Has the City pre -determined any input into the General Plan update? If yes, please describe that information and what effect it will have on the Scope of Work? • How will the other General Plan Elements and City Planning documents linked to the General Plan be updated to maintain internal consistency with the updated portions of the General Plan? • What role will the community play in the General Plan Update? • Are there any other consultants needed for the City to complete the General Plan Update? • 1 recommend the Consultant work product be public, not confidential. Collogues, I followed every word on the General Plan conversation last evening. As your busy days permits would you please share: • The PowerPoint collateral presented at the meeting; • Th written collateral referenced by Mr. David Tanner in his remarks (Not found in the agenda listing under "Correspondence" as I recall. • You current assumptions about the meeting schedule for the Citizen's Advisory Committee given the social distancing requirements as they now exist, the Governors statement yesterday, and the practical constraints on public dialog and collaboration given, for instance the thoughtful remarks from Ms. Kraus last evening. P.S. I suspect It should come as no surprise that I submitting my resume to the Kimley-Horn team leaders to see if perhaps I can play some useful role as an "Honest Broker" and community and business outreach specialists. We have deep roots with most if not all of the city's major environmental constituencies and property owners. (As well as being an active member of the last General Plan Advisory Committee). "Boots on the ground" if you will all due respect to the work of the nice folks at Kearns and West. All the best going forward.
