To this end, the meeting will be conducted in the Civic Center Community Room with the large wall openings open. Applicants, the public, and staff will be required to maintain a minimum of 10 feet separation and only 10 people will be permitted in the Community Room at a time. Based on recent guidelines from the OC Health Agency, face coverings are strongly recommended. If you choose not to attend this meeting in person, you can participate via the following options: 1.Members of the public can participate in this meeting telephonically. Specifically, the meeting will be viewable on NBTV and live streamed on the City’s website. If you are watching the meeting on NBTV or via the live stream, during the meeting, phone numbers for the public to call and to comment on specific agenda items will be posted on the screen. When you call, you will be placed on hold until it is your turn to speak. You can call at 949-270-8165 and you will be able to participate in the hearing with others that use this method. Please note that only twenty (20) people can remain on hold at a time. If you call in to speak on an item and the line is busy, please call back after a few moments. The City will ensure that it allows enough time per item for everyone to call in to comment. 2.You can submit your questions and comments in writing for the Zoning Administrator to consider. Please send them by email to the Community Development Department CDD@newportbeachca.gov by Wednesday, April 29, 2020 at 5:00 p.m. to give the Zoning Administrator time to consider your comments. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. Project Summary A Limited Term Permit (greater than 90 days) to allow the temporary use of a vacant gravel lot for vehicle storage. Approximately 14 vehicles maximum would be stored on the site. Employees would access the site as necessary to retrieve vehicles for off-site sales between the hours of 10 a.m. and 7 p.m., daily. No test drives, car washing, vehicle repair, sales, or other activities would occur at or from the vehicle storage site. The vehicles to be parked on the site include new or previously owned vehicles awaiting transportation and there will be no damaged or wrecked vehicles parked or stored at the site. Project Summary An amendment to the Bluffs Retail Center ’s comprehensive sign program to replace an existing monument sign with a pylon sign. Included is a modification permit request to allow increases of the sign ’s width up to 8 feet, 1 inch and area up to 120 square feet. If approved, this Comprehensive Sign Program and Modification Permit would supersede Comprehensive Sign Program No. CS2013-002 and Modification Permit No. MD2013-006 (PA2013-055). Project Summary A coastal development permit to allow the demolition of an existing single -family residence and the construction of a new three -story, 3,868-square-foot, single-family residence with an attached, 635-square-foot, two-car garage. The project also includes additional appurtenances such as site walls, fences, patios, drainage devices, and landscaping. The design complies with all applicable development standards, including height, setbacks, and floor area limit, and no deviations are requested. Bogh Residence Coastal Development Permit No. CD2020-015 and Modification Permit No. MD2020-004 (PA2020-025) Site Location: 43 Balboa Coves 5. Project Summary A coastal development permit and modification permit to demolish an existing single-family residence and construct a new three -story, 3,821-square-foot, single-family residence with an attached 697-square-foot, two-car garage. The project includes accessory structures such as walls, patios, drainage and landscaping improvements. The project also includes reinforcement and raising of an existing bulkhead for coastal hazards protection. A modification permit is requested for a corner of the new structure to encroach a maximum of 18 inches into the required waterfront setback. The proposed residence complies with all other applicable development standards including height, parking and floor area limits. Project Summary A request for a coastal development permit to enclose two existing 65-square-foot decks on the main and lower floor levels to enlarge two existing adjacent bedrooms . The existing legal nonconforming development predates the City's Local Coastal Program and adopted Canyon Overlay District, and the existing decks extend beyond the currently applicable Canyon Stringline. Project Summary A request for a lot merger and waiver of the parcel map requirement to allow two lots under common ownership to be combined into a single parcel for future residential development purposes. The project includes a request for a coastal development permit to allow the demolition of the existing single -family residence at 109 Via Yella and a 2,521-square-foot, two-story addition and alteration to the existing single-family residence at 107 Via Yella. The lot merger application also requires approval of a coastal development permit pursuant to Title 21 Local Coastal Program Implementation Plan in the Municpal Code. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15303 and 15315 under Class 3 (New Construction and Conversion of Small Structures) and Class 15 (Minor Land Divisions), respectively, of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit No. LM2019-006 and Coastal Development Permit No.CD2019-068.
